Purpose
This paper aims to further the understanding of Open Government Data (OGD) adoption by the government by invoking two quantum physics theories – percolation theory and expander graph theory.

Design/methodology/approach
Extant research on the barriers to adoption and rollout of OGD is reviewed to drive home the research question for the present study. Both the theories are summarized, and lessons are derived therefrom for answering the research question.

Findings
The percolation theory solves the riddle of why the OGD initiatives find it difficult to seep across the hierarchical and geographical levels of any administrative division. The expander graph theory builds the understanding of the need for having networking among and within the key government personnel for bolstering the motivation and capacity building of the operational personnel linked with the OGD initiative. The theoretical understanding also aids in the implementation and institutionalization of OGD in general.

Originality/value
Intersectionality of domains for conducting research on any theme is always a need. Given the fact that there are innumerable challenges regarding the adoption of OGD by the governments across the world, the application of the two theories of quantum physics might solve the quandary in a befitting way.

Part 5: Big and Open Linked Data ; International audience ; Since its inception, open government data (OGD) as a free re-useable object has attracted the interest of researchers and practitioners, civil servants, citizens and businesses for different reasons in each target group. This study was designed to aggregate the research outcomes and developments through the recent years towards illustrating the evolutionary path of OGD portals, by presenting an analysis of their characteristics in terms of a maturity model. A four-step methodology has been followed in order to analyse the literature and construct the maturity model. The results point out the two greater dimensions of OGD portals, naming traditional and advanced evolving within three generations. The developed maturity model will guide policy makers by firstly identify the current level of their organisation and secondly design an efficient implementation to the required state.

One essential element of open data ecosystems concerns their development through feedback loops, discussions and dynamic supplier and user interactions. These user-centric features communicate the users' needs to the open data community as well to the public sector bodies responsible for data publication. Addressing these needs by the corresponding public sector bodies or even by utilising the power of the community as ENGAGE supports will actually accelerate innovation. However, these elements appear barely to be part of existing open data practices. We conducted a survey which showed that most professional open data users did not know at least one open data infrastructure that enabled five specific types of discussion and feedback mechanisms. The survey showed that much can still be done to improve feedback and discussion on open data infrastructures. In this paper we discuss an open data platform which has started to contribute to filling this gap and present a usage scenario explaining the sequence of the underlined functionality. The discussed ENGAGE open data infrastructure combines functionalities to close the feedback loop and to return information to public authorities for better open data use and publication as well as establishing communication channels between stakeholders. This may effectively lead to the stimulation and facilitation of value generation from open data, as such functionality position the user at the centre of the open data publication process.

It is widely argued that Blockchain Technology (BCT) is one of the most promising trends nowadays. The most prominent characteristic of this technology is the improved sense of trust to the shared information provided by BCT applications as well as the ubiquitous access to the data ledger. At the same time governments pursue amplified trust from their citizens increasing transparency through shared information and open data. Since BCT supports this strategic goal of governments worldwide, numerous governments try to capitalize on the advances of this technology through testing the results of pilot applications in different vertical governmental sectors. Even though there are several implementations in the Government sector, there is no comprehensive study towards the analysis of the major characteristics of these developments. This paper moves towards the fulfillment of this gap by conducting a thorough analysis of e-Government pilot applications of BCT at a European level providing information to policymakers and practitioners about the grey areas of this technology.

Part 3: Policy and Stakeholders ; International audience ; Two important trends in government that are emerging in the recent years have been on one hand the exploitation of the Web 2.0 social media, supporting a more extensive interaction and collaboration with citizens, and on the other hand the opening of government data to the citizens through the Internet, in order to be used for scientific, commercial and political purposes. However, there has been limited attempt of integrating them. Using a design science approach a second generation of open government data (OGD) platforms has been developed, which offer to the users both the 'classical' first generation functionalities, and also a comprehensive set of additional novel Web 2.0 features. The latter aim to provide support to the users in order to generate value from ODG. They enable users to become 'prosumers', both producing and consuming data. These novel capabilities for performing various types of processing, information and knowledge exchange, and collaboration were found to be useful and valuable by users in a first evaluation.

The majority of researchers and practitioners argues that many benefits could be derived from the use of this innovative technology with the most significant one being the improved sense of trust to BCT applications. At the same time governments pursue amplified trust from their citizens and BCT is gaining momentum since it addresses this of utmost importance problem based on its unique characteristics. More and more governments realize the advances of this technology and participate in pilot applications in different vertical governmental sectors. Even though there are several implementations in the Government sector, there is no comprehensive study towards the analysis of the major characteristics of these developments. This paper moves towards the fulfilment of this gap conducting a thorough analysis of e-Government pilot applications of BCT in a European level. Furthermore, this study discusses the key benefits and main barriers coming from the application of this technology in different domains with BCT experts.

Purpose
The purpose of this paper is to highlight the drivers, barriers, benefits and risks affecting the integration of Internet of Things (IoT) into the e-government and to provide a future research agenda.


Design/methodology/approach
Existing literature examining the relationships between e-government and IoT is scanned and evaluated by conceptualizing the IoT concept in the e-government perspective.


Findings
The study shows that there are drivers to integrate IoT in e-government, such as ensuring the economy, efficiency and effectiveness of government operations, which would largely establish a relationship between the government and the citizens. Furthermore, there are barriers to such integration, given the lack of political will, the appropriate information technology infrastructure, the training of the stakeholders with a focus on the employee and the like.


Originality/value
The integration of IoT in e-government is a novel and weakly explored concept, particularly in the light of new advances such as blockchain in the e-government, which requires further exploration and conceptualization, thereby achieving a shared/common vision and body of knowledge for its further successful and sustainable adoption – to the best of the authors' knowledge, the current study is one of these initial attempts.
