THE POLITICAL HISTORY OF LIBYA SINCE SEPT. 1, 1969, IS A HISTORY OF THE REVOLUTIONARY COMMAND COUNCIL'S EFFORTS TO FIND A POLITICAL STRUCTURE WHICH PROVIDES SUFFICIENT MOBILIZATION AND PARTICIPATION WHICH ARE CONSISTENT WITH ITS OWN DEMANDS FOR CENTRALIZED CONTROL. THE AUTHOR, IN PRESENTING THIS THESIS, DESCRIBES ITS TRADITIONAL, TRIBAL SOCIETY BEFORE ANALYZING THE COUP D'ETAT AND ENSUING SEARCH.
The article is devoted to Veniamin E. Chirkin, a prominent Russian legal scientist, representative of the academic science of Constitutional Law and comparative jurisprudence, whose 100th anniversary is celebrated by the legal community of our country in 2024. The work provides biographical data, in particular about V. E. Chirkin's participation in the Great Patriotic War, shows his formation and development as a personality and scientist. The characteristic is given of V. E. Chirkin as a public figure who made a significant contribution to strengthening cooperation between our State and developing countries that have freed themselves from colonial dependence. The scientific understanding of the fundamental political and legal category of "public power" and state studies is presented. It is concluded that V. E. Chirkin's ideas turned out to be visionary in many ways, which is confirmed by the legalization of the institute of public power as a result of the 2020 constitutional reform. The scientific legacy of V. E. Chirkin remains relevant, requires further study and remains a subject for discussion, in particular, it concerns the problem of State Law.
The youth state policy is the object of a wide sector of the relationships between the young generation and society. Based on sociological survey and a series of focus groups conducted in 15 cities of republican, regional and local levels in the autumn 2022 – spring 2023, the author analyzes the ideas of young Kazakhstanis about the youth policy of the state and the features of youth work at their place of study or work. The results of the survey show that youth work is associated with educational work in educational institutions, the activities of committees for youth affairs, structures of school and student self-government. In recent years, young Kazakhstanis have noticed no serious turn of the state towards solving their urgent problems and are quite skeptical about the actions of the authorities and public structures. Hence the civic passivity and apoliticality of young people against the backdrop of social problems practically unknown to previous generations, such as unemployment, drugs, social inequality and marginalization, and the lack of effective mechanisms for their solution.
The article is devoted to the scientific heritage of Corresponding Member of the USSR Academy of Sciences, Doctor of Law, Professor, statesman and public figure Aron Naumovich Trainin. A. N. Trainin is known primarily as a legal ideologue of anti-fascism, one of the first developers of problems of International Criminal Law; who participated in the Nuremberg trials as a consultant. He is the author of over 300 works. He was actively engaged in the development of problems of the theory of Criminal Law – corpus delicti, complicity, criminal responsibility, International Criminal Law.
