This article examines the Islamic law situation in Qatari law based on a case study to the main concepts, and some special practical issues in Qatari Law. The paper focuses on a conceptual approach to Qatari law and Islamic law in the light of centrality of Islamic law. Furthermore this paper also focuses on the distinctive characteristics of the law compared to the other such as the concept of human behavior in such a way that it has an impact on the penalty in the legal rule as a distinct component. The analysis also pays an attention to a distinction between the legal rules and other social rules in the matter of giving an influence on structure of human behavior. As a matter of fact, this article also tries to give e light on the centrality of Islamic law on Qatari law, especially on the case of taking back of charity (hibah) as an example. The paper ends with conclusion that for Islamic legislation in Qatari law, Islamic Sharia is considered to be the main source and it is needed to develop a legislative and judicial orientations based on Islamic legal rules that regulate transactions in Qatari law.[Artikel ini membahas situasi hukum Islam di dalam hukum Negara Qatar berdasarkan pada studi kasus atas beberapa konsep kunci dan isu praktis dalam hukum Qatar. This article discusses Saudi Arabia (Hijaz), in the early 19th century until the beginning of the 20th century free from Western colonialism. Unlike other Muslim countries, almost all of them were colonized by the West. As a result, at that time many scholars and residents from various Muslim countries came to the Hejaz, especially Mecca and Medina. Things like this have caused Saudi Arabia as a country that has the development of Islam to be maintained until now. The results of this study indicate that political changes and religious understandings certainly bring changes in other fields of social culture. Moreover, the beginning of the 19th century was a time when the renewal movement in Islam had only just begun to rise. The reform movement in Islam certainly has a certain impact on the Islamic social life in the Hijaz at that time and in Saudi Arabia today.

In 2014/2015 academic year, the government has set the implementation of Curriculum 2013in Special Education (SLB). Constraints that experienced by teachers in the implementation of theSpecial Education Curriculum 2013 is the lack of knowledge and understanding of VII and VIIIgrade's teachers about the integrated thematic learning in the implementation of the SpecialEducation Curriculum 2013. Assistance Program is one of the alternatives in addressing the issue.One example of assistance model is using KODIPTER. KODIPTER is assistance activities conductedthrough classroom visits, classroom observations, and discussion of post-learning programs. Theresearch problems are how KODIPTER act as a Kurtilas assistance model to improve the quality oflearning given by SMPLB teachers in SLB developed in Surakarta in the academic year 2015/2016?The research subject of this action is the teacher of class VII and VII SMPLB in three (3) developedschools in Surakarta namely SLB Negeri Surakarta, SLB / D YPAC Surakarta, and SLB / C SetyaDarma Surakarta. In the first cycle obtained that integrated thematic learning quality resulted theaverage value of 65.56 (category enough). In the second cycle, the quality of integrated thematiclearning have increased the value with the average is 75.05 (both categories). Improved results incycle 1 and cycle 2 of each teachers is not same, but overall average increase reached 12.64%.Assistance that conducted by school inspectors/ investigators create positive impact for teachers inthe implementation of the Special Education Curriculum 2013, namely: (1) Increased the ability ofVII and VIII grade's teachers in the learning process based on the concept of Special EducationCurriculum, 2013; (2) Increasing motivation and commitment of VII and VIII grade's teachers atdeveloped schools to implement Curriculum Special Education, 2013.

Law No. 20 of 2003 on National Education System which mandates that the provision of education conducted by the school-based management principles / madrasah is evidence of seriousness of the government in addressing the aspirations of the people associated with the increased demands of the quality of education. In order to answer the challenges in the field of education and the expectations of society in the form of guidance to improve education quality, school-based management / madrasah (MBS / MBM) is an absolute thing that must be addressed and implemented, because theoretically MBS / MBM no longer make the government as the central authorities of education, but occurs disenteralisasi autonomy and education in Madrasah.

Artikel ini membahas tentang pengembangan potensi global santri melalui pembelajaran Bahasa Mandarin di Pesantren Nurul Jadid. Berdasarkan temuan penelitian ini, bahwa sejak lama, santri telah memiliki peran strategis sebagai kelas menengah dalam kancah global. Pada perebutan kemerdekaan, santri menjadi laskar yang memenangkan resolusi jihad di Surabaya. Setelah itu, mereka mengisi ruang-ruang ekonomi, sosial hingga politik. Di era reformasi ini, pemerintahan Jokowi-JK mengapresiasi keberadaan santri dengan adanya hari santri nasional (HSN). Namun demikian, kompetensi santri masih menjadi kajian yang terlantar dalam ranah pengembangan kompetensi pendidikan Islam. Penelusuran terhadap peran strategis santri dalam kaitannya dengan dunia global menarik dilakukan. Pesantren mengapresiasi terkait dengan kompetensi global santri sebagai dasar untuk mengembangkan kompetensi global santri. Pesantren Nurul Jadid menjadi pemantik dengan membelajarkan bahasa Mandarin kepada santri. Penelitian ini menelusuri latar belakang, layanan-layanan dan aktifitas santri. Mereka memiliki prestasi baik lokal, nasional hingga internasional. Hal ini menunjukkan produk pesantren dalam kancah global.

<p>This research was initiated by the rise of the business licensing service quality issues on the Government of Karimun Regency of Riau Islands province that has not been effective. The problem is detected, allegedly associated with the ineffectiveness of the leadership role, motivation, coordination and organizational commitment in the Government of Karimun Regency of Riau Islands province. The design of this study was conducted using a quantitative approach through explanatory survey method. Data analysis technique used is multiple linear regression. The study found that the role of leadership, motivation, coordination and organizational commitment either partially or simultaneously have a significant influence on the quality of the business licensing services to the Government of Karimun Regency of Riau Islands province. The results also reveal that motivation is the most dominant variable in affecting the quality of service business permit, then followed by a variable leadership role. This implies that the improvement of the quality of service the business licensing is determined by the implementing agency work motivation factor and the magnitude of the leadership role in supporting the success of the process of business licensing services.</p>

Education, that is conducted in order to fulfill the demand of the 1945 Constitution to educate the nation, is a very complex process. Internationally, we are still unable to compete and lag behind education-wise. Nevertheless, government of Indonesia has always given their utmost attention to the quality of education by finding new approach to teaching and learning. A variety approach such as Development Program of Instructional System (PPSI), Student Active Learning (CBSA), Competency Based Curriculum (KBK), and Level of Education Curriculum (KTSP) were applied once in a time to find instructional strategy that suit to the demand of the era. Unfortunately, we have yet to improve the quality of instruction that we dream about. This paper presents an innovative instructional strategy that focuses on instructional vision, systematical approach, and valid and reliable measurement in order to facilitate students to fulfill the required goals. Furthermore, this paper also discusses the need of visionary educational strategy that is able to help students to create their future dream. At the end, the paper presents the important of the user, the school, and the students, or otherwise known as the safety triangle that represents stakeholders, in setting the level of education relevance. This article focuses on the different characteristics of Islamic law (Sharia) compared to other legal systems. First, it was examined that Islamic law is a legal system based on divine principles. Later, the question of the further development of Islamic law by jurists, although of divine origin, was discussed. It was also pointed out that Islamic law includes secular sanctions. In addition, it was emphasized that Islamic law was developed using both casuistic (problem-oriented) and abstract methods.
