ВЫБОРЫ НАРОДНЫХ ДЕПУТАТОВ РСФСР В ЛЕНИНГРАДЕ (ВЕСНА 1990 ГОДА)
Рассматриваются механизм выборов и особенности предвыборной кампании народных депутатов РСФСР в Ленинграде весной 1990 года. Поднимается вопрос о политической реформе 1988-1990 годов в СССР. Анализируется законодательство РСФСР о выборах, показывается, что они проходили на альтернативной основе в новый по своей структуре и полномочиям высший орган государственной власти Съезд народных депутатов. Выявляются особенности выдвижения кандидатов в депутаты в Ленинграде. Привлекаются статистические материалы. Изучается практика выдвижения кандидатов трудовыми коллективами. Анализируются программы трех основных блоков политических сил, принявших участие в выборах, и их влияние на избирательную кампанию. Особое внимание уделено демократическому блоку, оказавшему большое воздействие на выборы в Ленинграде. Показаны основные общественно-политические объединения, появившиеся в Ленинграде накануне выборов и занимавшиеся предвыборной агитацией. Рассмотрены различные формы агитации: выпуск листовок, публикация списков кандидатов, проведение митингов. Анализируются этапы предвыборной кампании: выдвижение кандидатов, их регистрация, предвыборная агитация. Автор останавливается на особенностях проведения двух туров выборов народных депутатов РСФСР в Ленинграде 4 и 18 марта 1990 года. ; The mechanism of the elections and the election campaign of people's deputies of the RSFSR in Leningrad in spring of 1990 are considered. The question on political reform in 1988-1990 in the USSR is raised. The RSFSR law on elections is analyzed. It is shown that the elections were held on an alternative basis for a new by its structure and powers highest organ of state power the Congress of people's deputies. The features of the nomination of candidates for deputies in Leningrad are revealed. Statistical materials are involved. The practice of nomination of candidates by work collectives is studied. The programs of three main blocs of political forces participating in elections are reviewed, and their impact on the election campaign. Special attention is given to the democratic bloc, which had a great impact on elections in Leningrad. The main socio-political unions created in Leningrad on the eve of elections and engaged in election campaign are shown. Different forms of propaganda are considered: publication of leaflets, publication of lists of candidates, rallies holding. The stages of the election campaign are analyzed: nomination of candidates, their registration, pre-election campaign. The author dwells on the peculiarities of the two rounds of elections of people's deputies of the RSFSR in Leningrad on 4th and 18th of March 1990.
