The article investigates the legislative definition of the plant world by legal analysis of the elements of the plant world included in its composition, in accordance with the law. Namely, the aggregate of all species of plants and mushrooms and formed their groups in a particular area. Authors described these types of vegetation like forest and non-forest, discussed in detail the concept of «vegetation» and «flora», as well as their relationship and interdependence. We have studied the question of regulation of relations arising over the use of aquatic plants such as algae, are also part of the plant world under the said legislation. As a result of the legal analysis, it is concluded that the components of the plant world include a set of vascular plants, mosses, algae, lichens and mushrooms at all stages of development and created their natural groupings with non-agricultural and natural (wild) or artificial origin.
