ОРГАНИЗАЦИОННО-ЭКОНОМИЧЕСКИЕ УСЛОВИЯ РАЗВИТИЯ МАЛЫХ ФОРМ ХОЗЯЙСТВОВАНИЯ В СЕЛЬСКОМ ХОЗЯЙСТВЕ
Рассмотрены основные тенденции развития малых форм хозяйствования в сельском хозяйстве Ульяновской области, обоснованы организационно-экономические условия их развития, дано технико-экономическое обоснование развития потребительского кооператива по переработке молока. ; Small forms of management make a significant contribution to the food supply of the population, the formation of the employment and incomes of the rural population, preservation and development of rural territories, their renewable resources and cultural values. They account for at least 50% of gross output of agriculture in the region. For further development of small forms of management it is required the implementation of a set of the most important organizational and economic conditions: the improvement of legal base, constant improvement of economic mechanism of support of small forms of managing on the Federal and regional levels, improvement of system of credit and subsidies, and the creation of a guaranteed market for products, intensification of work on development of cooperation, enhancing the role of local government in development of small forms of management, creating a favorable environment for the development of effective and socially oriented small rural business on the territory of a particular municipality. As stimulating of the development of small forms of farming and dairy cattle in the Novospassky district consumer cooperative «Rassvet» is offered to purchase in leasing modular diary Kolax 1001 for processing in day up to 1 ton of milk, purchased from small farms. The cost of dairy Kolax 1001, with delivery and installation is 3933, 0 thousand rubles, the payback of the investment project 38 months, profitability index is 1, 69 that says about the effectiveness and feasibility of its implementation. The development of consumer cooperatives for small forms of management in agriculture can significantly facilitate and increase the profitability of their activity, to expand procurement, processing, credit and marketing services; reduce competition by intermediaries.
