The article considers the forms and methods of subversive activities (including active measures) inherent in the Soviet (Russian) special services in the context of a hybrid war against the Western countries and Ukraine. The article proves that hybrid operations as offensive actions of the Soviet (Russian) special services were implemented mainly due to the implementation of a network of special agents of influence. The features of subversive activities and active measures of the Soviet and Russian special services in terms of political, military, economic and other types of foreign intelligence are analyzed. The article examines the nature, goals and main activities of the abovementioned agents of influence (including the formation of necessary public opinion for the Russian Federation; the establishment and maintenance of secret control over the government or part of the government of another state; the generation of a political crisis and the neutralization of political opponents of the Russian Federation, etc.). It reveals that with the aim of achieving their goals, the agents of influence of the Soviet (Russian) special services use such tools as compromising, disinformation, scientific and technical intelligence and intelligence in the enemy's media, agent infiltration and recruitment, the use of a foreign flag etc. The features of early detection of hybrid threats connected with aggressive actions of the Russian Federation in the context of a proactive approach to search for manifestations with signs of subversive activity (Hybrid Threat Hunting – HTH) are determined. The article proposes the methods for the appropriate identification based on the development of a network of specialists (Hybrid Threat Hunters) of central government bodies in each area of government and public life. The main types of activities in the framework of the prevention and counteraction to active measures of influence of the Russian special services have been determined, which include regular HTH-monitoring, as well as effective interagency interaction with early detection (hereinafter – analysis, forecasting and counteraction of the abovementioned influence). ; У статті досліджено форми і методи ведення підривної діяльності (в тому числі активні заходи), притаманні радянським (російським) спецслужбам у контексті ведення гібридної війни проти країн Заходу та України. Доведено, що гібридні операції як наступальні дії радянських (російських) спецслужб були реалізовані здебільшого завдяки реалізації мережі спеціальної агентури впливу. Проаналізовано особливості підривної діяльності та активних заходів радянських і російських спецслужб у вимірі політичної, воєнної, економічної та інших видів зовнішньої розвідки. Досліджено сутність, мету та основні види діяльності відповідної агентури впливу (включно з формуванням потрібної для РФ суспільної думки; встановленням та збереженням таємного контролю за урядом або частини уряду іншої держави; генерацією політичної кризи і нейтралізацією небажаних РФ політичних опонентів тощо). Виявлено, що задля досягнення своїх цілей агенти впливу радянських (російських) спецслужб використовують такі інструменти, як компрометація, дезінформація, науково-технічна розвідка та розвідка у ЗМІ противника, агентурне проникнення (інфільтрація) і вербування, застосування чужого прапора тощо. Визначено особливості раннього виявлення гібридних загроз, що пов'язані з агресивними діями РФ у контексті проактивного підходу з пошуку проявів, що мають ознаки підривної діяльності (Hybrid Threat Hunting – HTH). Запропоновано методику відповідного виявлення на основі розвитку мережі спеціалістів (Hybrid Threat Hunters) центральних органів державної влади в кожній сфері державного управління та суспільного життя. Окреслено основні види діяльності в рамках попередження та протидії агентурним заходам впливу російських спецслужб, які включають у себе регулярний HТН-моніторинг, а також ефективну міжвідомчу взаємодію з раннього виявлення (в подальшому – аналіз, прогнозування та протидію відповідному впливу).
