КАЛМЫЦКАЯ СТЕПЬ АСТРАХАНСКОЙ ГУБЕРНИИ В 70-90-Е ГГ. XVIII В. (СИСТЕМА УПРАВЛЕНИЯ)
В статье рассмотрена политика, проводившаяся Российским государством в отношении Калмыцкого ханства в последней трети XVIII в. На основе архивных материалов прослежены изменения в системе управления Калмыцкой степью Астраханской губернии в заявленный период. Контроль особо состоящих лиц при калмыцком хане переходит в стройно разработанную систему государственного управления Калмыцкой степью приставство. Этим самым российское правительство путем усиления бюрократических начал в управлении субъектом укрепило свою власть и влияние. Отмечается вовлечение Калмыцкой степи в социально-политическое и экономическое пространство Российской империи. Этому способствовали такие объективные факторы, как геополитическое расширение границ империи и присоединение ряда районов Северного Кавказа, части казахских жузов, развитие нового капиталистического уклада, начало активного освоения юго-востока страны и втягивание Калмыцкой степи Астраханской губернии во всероссийский рынок. Превращение территории калмыцких кочевий во внутренний район России способствовало снятию военного напряжения и привело к прекращению мобилизации военных сил калмыков. ; The paper discusses the policy pursued by the Russian State concerning the Kalmyk Khanate in the last third of the 18th century. On the basis of archival materials, the author shows changes in an administration system of the Kalmyk steppe of the Astrakhan province during the declared period. Control made by special figures at the Kalmyk Khan turns into the harmonously developed system of public administration by the Kalmyk steppe: a district police. Thus, the Russian government strengthened its power and influence by increasing the bureaucratic principles in the subject administering. Involvement of the Kalmyk steppe in social, political and economic space of the Russian Empire is noted. This was promoted by such objective factors as geopolitical broadening of borders of the empire and accession of a number of regions of the North Caucasus and part of the Kazakh hordes, development of new capitalist way of life, the beginning of active development of the southeast part of the country and retraction of the Kalmyk steppe of the Astrakhan province in the Russian market. Transformation of the territory of the Kalmyk camps of nomads into the internal region of Russia promoted removal of military tension and led to the termination of Kalmyk military force mobilization.
