В статье представлен краткий очерк новых законодательных требований к мониторингу безопасности медицинских изделий, установленных Федеральным законом от 21.11.2011 №323 «Об основах охраны здоровья граждан в Российской Федерации». Рассмотрен порядок информирования Росздравнадзора о нежелательных реакциях, выявляемых в ходе применения медицинских изделий, а также требования к структуре и содержанию направляемых сообщений. ; The article is a short overview of the new legislative requirements to monitoring the safety of medical products stipulated in Federal Law № 323 «The basics of health protection in the Russian Federation» dated 21.11.2011. The procedure of notifying Roszdravnadzor about adverse reactions related to the use of medical devices, as well as the requirements to the structure and content of notifications are described.
Статья посвящена наиболее актуальным вопросам обеспечения безопасности медицинской продукции, разрешенной к применению в нашей стране, проблемам биоаналогов, безопасности лекарственных средств (ЛС) у беременных, а также мониторингу изделий медицинского назначения (ИМН). Проанализирована принятая в Европейском союзе концепция биоаналогов и даны рекомендации по внедрению сходных принципов регулирования биологических ЛС в отечественное законодательство. Рассмотрены готовящиеся методические рекомендации Росздравнадзора по мониторингу безопасности ЛС, применяемых у беременных. Обсуждены вопросы пострегистрационного мониторинга ИМН, предложены перспективы развития государственного контроля этого вида медицинской продукции. ; The paper is consecrated to the current issues of this regulatory area in Russiathe post-marketing safety of biosimilars, pharmacovigilance in pregnant patients and safety monitoring of medical devices. Authors discuss the European concept of bio-similarity and outline typical safety issues of different types of biogenerics (e.g. low-molecular heparins, insulins, G-CSF, erythropoietins). The article advocates the need of equivalent concept in domestic pharmaceutical legislation along with special approach to pharmacovigilance of authorized biosimilars. The major concerns of drug therapy in pregnant women are limited pre-marketing safety data, specific pharmacokinetics, metabolic differences along with poor monitoring of outcomes of drug exposure. The paper presents a brief description of future guidelines on safe use of medicines in pregnant women prepared by local drug regulatory agency as well as the perspectives for improvement of this area of pharmacovigilance. Finally, the article outlines the current state of safety control of marketed medical devices in Russia and the perspectives and recommendations for the improvement of state control of this type of medical products.
