Russlands Angriffskrieg gegen die Ukraine basiert nicht auf legitimen und nachvollziehbaren Sicherheitsinteressen, sondern ist eine Absage an die Sicherheitsordnung Europas. Dies hat Präsident Putin in seiner Fernsehansprache vom 21. Februar, die den Angriff einleitete, klargestellt. Finnland und Schweden hatten schon davor an die KSZE-Schlussakte von 1975 erinnert, auf die sich Russland als Nachfolgestaat der Sowjetunion verpflichtet hat. Demnach ist die souveräne Gleichheit der Unterzeichnerstaaten zu achten - und damit auch ihr Recht auf die eigene, freie Bündniswahl. Die militärische Aggression Moskaus drängt Helsinki und Stockholm nicht nur in einem noch nie dagewesenen Ausmaß näher an die Nato, sondern macht zudem die Einhegung russischer Macht wieder dringlich, was auch die Stabilität im hohen Norden tangieren wird.

President Vladimir Putin already made this clear in his televised address on 21 February preceding the attack. Previously, Finland and Sweden had recalled the Conference on Security and Cooperation in Europe (CSCE) Final Act of 1975, to which Russia - as the successor state of the Soviet Union - has committed itself. According to the Helsinki Final Act, the sovereign equality of the signatory states is to be respected - and with it their right to choose their alliances freely. Moscow's military aggression not only pushes Helsinki and Stockholm closer to the North Atlantic Treaty Organization (NATO) to an unprecedented extent, but it also makes the containment of Russian power an urgent matter once again. In the long term, it will have implications on the stability in the High North as well.
Seit dem Vertrag von Lissabon ringt die Europäische Union (EU) mit ihrer Fähigkeit, strukturelle Reformen durchzuführen. Neue Integrationsschritte waren nur unter extremem Krisendruck möglich, Vertragsänderungen sind zu einem Tabu geworden. Einen neuen Weg soll die 'Konferenz zur Zukunft Europas' eröffnen und in einem Hybrid aus interinstitutionellen Verhandlungen und Bürgerbeteiligung neue Ideen für die Weiterentwicklung der Union hervorbringen. Doch die Covid-19-Pandemie hat den Start verzögert. Auch Ziele, Ambitionsniveau und Struktur der Konferenz sind unter den EU-Institutionen umstritten. Um einen nachhaltigen Reformimpuls zu entfalten, muss die Konferenz vier Hindernisse überwinden: die Skepsis vieler Mitgliedstaaten, das Tabu von Vertragsänderungen, interinstitutionelle Rivalitäten und bisherige Schwierigkeiten der EU mit der Bürgerbeteiligung.
Since the Treaty of Lisbon, the European Union (EU) has been struggling to implement structural reforms. New steps towards integration have only been possible under intense pressure during crises, and treaty change has become taboo. The Conference on the Future of Europe is supposed to open a new path and generate new ideas for the development of the Union through a hybrid format of interinstitutional negotiations and citizen participation. However, its launch has been delayed considerably - and not only by the Covid-19 pandemic; the aims, level of ambition, and structure of the Conference have also been the subject of controversy among the EU institutions. To create the momentum for lasting reform, the Conference must overcome four obstacles: the scepticism of many member states, the taboo of treaty change, interinstitutional rivalries, and past difficulties that the EU has had with citizen participation.
Die weltpolitische Lage hat sich für Europa in den letzten Jahren dramatisch verschlechtert. Südlich und östlich von Europa mehren sich die Konflikte, Russland und China zeigen zunehmend expansive Tendenzen, und die USA sind als Partner immer weniger verlässlich. Vor diesem Hintergrund ist bemerkenswert, dass die Handlungsfähigkeit der Gemeinsamen Außen- und Sicherheitspolitik (GASP) noch immer weit hinter dem zurückfällt, was man von Europa angesichts der Größe seines Binnenmarktes erwarten würde. Häufig wird hierfür das Einstimmigkeitsprinzip verantwortlich gemacht. Eine Auswertung der Daten zur GASP zeigt jedoch, dass sich die Mitgliedstaaten offenkundig mit Maßnahmen symbolischer Politik zufriedengeben. Dieser Zustand wird weder durch Einführung einfacher Mehrheitsentscheidungen noch durch bloße politische Willenserklärungen der Regierungen zu überwinden sein. Der Dialog zur Zukunft Europas sollte als Gelegenheit verstanden werden, der außenpolitischen Handlungsunfähigkeit durch eine Vergemeinschaftung der GASP abzuhelfen.
The global political situation in Europe's neighbourhood has deteriorated dramatically in recent years, and this has had significant consequences for the European Union (EU). Conflicts are multiplying in Eastern Europe and in the Mediterranean Sea; Russia and China are showing increasingly expansive tendencies in South Eastern Europe; and the USA is becoming less and less reliable as a security provider for Europe. Against this background, it is striking that the Common Foreign and Security Policy (CFSP) still falls far short of what would be expected from the EU given the size of its internal market. The unanimity principle in the Council of the EU is often blamed for this. However, an analysis of CFSP data shows that the Member States are clearly satisfied with symbolic policy measures, despite their political rhetoric. This situation will not be resolved either by introducing simple majority voting or with mere declarations of political will from governments. The dialogue on the future of Europe should be seen as an opportunity to remedy the inability to act in the field of foreign policy by harmonising the CFSP.
Die Europäische Union ist gezeichnet von einem Jahrzehnt der Krisen. Diskussionen über Reformen in zentralen Politikfeldern sind blockiert. Die neue Kommissionspräsidentin Ursula von der Leyen hat nun für 2020 ambitionierte Vorhaben versprochen, die Klima und Digitalisierung ebenso betreffen wie die globale Positionierung der EU. Zugleich soll eine Konferenz zur Zukunft der EU ins Leben gerufen werden. Wahrscheinlich ist jedoch, dass die fortschreitende Fragmentierung im Europäischen Parlament sowie verhärtete Fronten zwischen Mitgliedstaaten und instabile Machtverhältnisse in mehreren dieser Staaten nur wenige konkrete Fortschritte erlauben. Statt eines neuen (geopolitischen) Auftretens der Union ist eine zusehends stärkere Ausdifferenzierung ihrer Handlungsfähigkeit nach Politikfeldern zu beobachten. Die deutsche Ratspräsidentschaft könnte dem entgegenwirken, indem sie die Suche nach 'Paketlösungen' über einen ressortgetriebenen Ansatz in der EU-Politik priorisiert.
