Se pretende en el trabajo hacer una serie de consideraciones acerca del impacto que han provocado los temas fundamentales de transparencia y acceso a la información en la sociedad mexicana y en su discurso democrático. Cómo a partir de la normatividad al respecto es que se da un impulso fuerte al desarrollo de la archivistica y los respectivos riesgos que para la disciplina puede traer el no afrontar los retos con base en principios y métodos firmes, acordes con su teoría y principios.AbstractAt work aims to make some considerations about the impact that caused the fundamental themes of transparency and access to information in the Mexican society and his democratic speech. Collaborative decision making processes are a form of communication inside organizations. Their functioning can teach lessons for the design of electronic office systems. Those processes are open ended and therefore decide themselves on their form. Like oral deliberations which cannot be modelled in advance any open ended communication process needs means for common control over the further advancement and the ending of the process. The history of German administrative practice and its special methods of using disposals for the control of common processes shows the creation of records as based on communication needs generated by the intention of joint actions. For electronic decision making processes the purposes remain the same, but the means have to follow the effects of electronic communication on messages. The book is a reworked English version of a thesis for the official qualification for university professorship accepted by the German University of Administrative Sciences Speyer. Germany.

The article considers V.N. Autocratov's contribution to the development of the theory of Russian archival science; it also provides an assessment of the scholar's understanding of the object, subject and the boundaries of archival science as a scientific discipline, of the issues of acquisition, recording and organization of recordkeeping of the USSR State Archival Fund. The paper characterizes the conditions in which V.N. Autocratov developed his archival theory. The latter was based on Marxist methodology and the so-called "principle of partisanship", to which Autocratov gave a rather original interpretation, essentially defining it as a search for professional criteria for assessing the source significance of a document when appraising its value. At the same time, it is noted that in his work Autocratov widely used a popular at his time information approach, giving it a paramount importance in a number of cases, for example, in determining the object of archival science. The scholar did not resort to the theory of archival science based on social memory, which was being developed at that time. However, while standing a historian, in his work he emphasized the historicism of archival knowledge, its orientation not only towards an archivist, but also towards the user of archives – a historian. The article highly evaluates Autocratov's fund theory, which retains its significance at the present time. Autocratov's contribution to the development of the concept of the USSR State Archival Fund is shown.

Estudo dos processos de identificação arquivística, especialmente da identificação de documentos desenvolvidos nos parâmetros da tipologia documental. A identificação é uma tarefa de pesquisa de natureza intelectual, que versa sobre o documento de arquivo e o seu órgão produtor, fundamentando as análises para o planejamento do tratamento técnico documental. A pesquisa tem por objetivo lançar bases teóricas para caracterizar a identificação como função independente no âmbito da metodologia arquivística, sistematizando-a na perspectiva da tradição arquivística brasileira. Alia uma dimensão teórica a uma aplicada, apresentando os estudos de caso sobre a aplicabilidade da metodologia no contexto de gestão de documentos e de tratamento de massas acumuladas em arquivos.

The article analyzes the current situation concerning the storage and management of electronic documents and the creation of the associated cloud services. The paper gives a definition of the cloud storage. It considers the legislative framework formed in the European Union regarding the use of cloud computing for digital records management and storage of digital documents; the article also names the main legal acts, standards and other normative documents adopted in Europe in recent years. It is noted that at present there is no common policy among the European countries on these issues, the decisions they make are often fragmentary. In some countries, the cloud storage legislation has not been developed yet, and consumer protection in the cloud computing market is implemented through data protection and digital rights legislation. Risks associated with the creation and storage of digital documents in cloud systems and the required level of control over the creation, organization, maintenance and access to documents stored in the cloud are described and analyzed in detail. Potential risks should be assessed both on the basis of the content or subject matter of information and documentation, and the level of their confidentiality and significance for the organization's activities. The rights and obligations of the cloud service providers are discussed. Attention is focused on the still unresolved issues of proof of the authenticity, reliability, security, confidentiality of the documents stored in the cloud

The history of the Order of Saint Augustine in Rijeka links the city and its region with Central Europe – more particularly to Bavaria, Bohemia, Austria, Slovenia and Italy. Unfortunately, the past of the Augustinian convent of St. Jerome is mostly unknown. The Order of St. Augustine was in fact the first religious community in Rijeka. The monastery, founded by the noble families of Devin and Walsee, existed from the 14th century till 1788, when it was dissolved by Joseph II. The archive suffered two main disasters: in 1509, when the Venetians partially destroyed it, and in 1788, the year of its closure. The Augustinian archive remained partially in the State Archives in Rijeka, but the largest part of its precious holdings was displaced. However, part of the archive disappeared. Cimiotti-Steimberg, a historian from Rijeka, speaks of that fact as incuria et vandalismus (negligence and vandalism). Part of the convent's archive returned to Croatia during the 19th century, but the Hungarian politics of centralization, led by Khuen-Héderváry, displaced again the Augustinian documents to Budapest. Finally, the 1958 restitution replaced the holdings back to Croatia. We can only partially assess the content of the archival holdings because many sources mention inventories, registries and urbaria that the convent in Rijeka once possessed. After its dissolution, the documents of a number of Augustinian fraternities disappeared. The most important of them was the Fraternity of Immaculate Conception, that convened in the Augustinian chapel and whose members were some of the most important citizens from Rijeka. The most important contribution to the archive of the Augustinian convent took place in 1958, when the Augustinian books and documents were restituted from Budapest. They have been kept in the State Archives in Rijeka ever since. The most important source preserved in Rijeka is Protocollum conventus Fluminensis Ordinis eremitarum s. patri Augustini ad s. Hieronymum. It was made by the Austrian Augustinian provincial Joseph Achinger, who in 1704 made an inventory of the archive of the Convent of St. Jerome. A smaller part of the archival holdings is preserved in the State Archives in Zagreb. It is not clear how the 16th century cartulary from the Augustinian Convent in Rijeka ended up in the University Library in Vienna. This Diplomatarium monasterii sancti Hieronimi ordinis eremitarum sancti Augustini in terra Fluminis sancti Viti is a source that still needs to be researched. During the last hundred years of its existence, the Augustinian convent makes part of the Austrian Province that preserved well the archives during the 18th century. It had nominated historians for every convent and documented local history. The historical research of the Convent of St. Jerome in Rijeka requires the knowledge of the Order of Hermits of St. Augustine. They are grouped in provinces that are under the authority of the general prior with a seat in Rome. The Central Archives of the Order in Rome preserve the major part of the correspondence between generals and the provinces. The Austrian National Library in Vienna hosts the archives of the Augustinian Province of Austria since the Augustinians of St. Jerome were part of it from 1669 to 1788. There are manuscripts from Vienna Augustinian convent of St. Sebastian and St. Rocco, mostly records and excerpts from various sources from the 16th, 17th and 18th centuries. An important source for the Rijeka Convent is the Codex latinus monacensis 8423 from the Bavarian State Library, which is related to the period from 14th to 16th century, when the convent was part of the Augustinian Province of Bavaria. The work of Rijeka Augustinians can be reconstructed only through historical sources of those provinces, the central Order structures in Rome and the remains of once rich convent archive, parts of which are preserved today in Rijeka, Zagreb and Vienna.
