Headed envelope "Alvaro Obregón. Nogales, Sonora. Mexico," handwritten "Cantu," that contained a letter from Col. Esteban Cantu, Governor of the Northern District of Baja California to Gen. Alvaro Obregón, greeting him and telling him that Mr. Franciso R. Salido will give him some reports on the region. Printed Manifesto addressed "To the people of the Northern District of Baja California and the Mexican People in General," signed by Col. Esteban Cantú, Governor of the District and Mr. José F. Aguilera, General Secretary of Government, in which they invite all Mexicans to take up arms against the imposition and violence that President Adolfo de la Huerta and Gen.
