Efficient use of public resources is clearly a relevant issue to be studied from several points of view. Among others, it accounts for a significant share of the total economy activity and it deals with non market oriented activities. In Spain, the regional level is particularly relevant due to the progressive decentralization during the 200s of key public policies constituting the welfare state (as education, health, etc.). Consequently,it increased notably their financing needs but affecting asymmetrically because of the important differences in their fiscal capacity. Moreover, they mostly share (15 of 17) a common financing system in which an efficient use of resources is assumed but not evaluated. Our results show that normally a few of the regions tend to be the top performers, but there no regions performing poorly in every aspect. It is also worth noting that no dramatic changes can be seen in terms both of expenditure and performance during the recent Great Recession.

El artículo analiza las iniciativas de comunicación relacionadas con la igualdad de oportunidades entre mujeres y hombres. El objetivo es analizar con enfoque de género las acciones realizadas por parte de las instituciones públicas regionales y locales para sensibilizar y promover la conciliación entre la vida familiar y laboral de seis comunidades autónomas (Andalucía, Cataluña, Comunidad Valenciana, Galicia, Madrid y País Vasco) y de sus capitales, desde 1999 (cuando se aprueba la ley de conciliación) hasta 2007 (se aprueba la ley de igualdad). La información sobre publicidad convencional fue proporcionada por Infoadex. Para la recogida de otro tipo de iniciativas a través de medios menos convencionales se acudió a cuatro fuentes institucionales: 1) Ayuntamientos de las capitales, como fuente estrictamente local, 2) Diputaciones de la capital de la Comunidad Autónoma, como fuente provincial, 3) Direcciones Generales de la Mujer o instituciones análogas como fuente de información a nivel regional o autonómico y, por último, 4) otras concejalías vinculadas al tema de la corresponsabilidad, cuyo radio de acción también es autonómico. Los resultados, aunque con diferencias entre regiones, reflejan carencias en la cobertura de las acciones que llevan a cuestionar la falta de estrategia política en términos de comunicación, pese a la introducción sistemática de estos objetivos en la agenda internacional (ONU y UE) y del gobierno español. En consecuencia, las campañas publicitarias e iniciativas recogidas contribuyen a la visibilización del problema y al empoderamiento, pero no tanto al objetivo de la paridad. ; The article analyses the communication initiatives related to equal opportunities between women and men. The aim is to To use a gender approach to analyze the actions taken by the regional and local government institutions to promote the work-family reconciliation in six areas (Andalusia, Catalonia, the Region of Valencia, Galicia, Madrid and the Basque Country) from 1999 (when the law of work-family reconciliation is passed) to 2007 (the law of effective equality is passed). The information concerning conventional advertising was provided by Infoadex. To get information of less conventional media, we use four types of institutional resources:1) city councils of the capitals of the six regions, as a strictly local source, 2) provincial councils of the capitals, as a provincial source, 3) regional directorates for women or similar institutions as a source of information on a regional level, and finally, 4) other council departments linked to the theme of co-responsibility, with a regional scope of action. Although the results show differences between regions, they highlight deficiencies in terms of parity and mainstreaming. The limitations detected in the number and type of actions taken, therefore, prompt us to question the existence of a medium to long-term political strategy as regards communication and education, despite the systematic introduction of these objectives to the international agenda and that of the Spanish government. The advertising campaigns and collected initiatives contribute to enhancing the visibility of the problem, and the actions taken fundamentally contribute to empowerment, but do not work towards the objective of parity.

Este trabajo analiza la evolución de la proporción de mujeres en los 17 parlamentos regionales españoles desde 1980 hasta 2011. En línea con el argumento de la masa crítica en su versión de representación descriptiva, se pone a prueba si, una vez se llega a un umbral del 30% de parlamentarias, la proporción de éstas no cae por debajo de dicho umbral. Se contrastan a continuación dos hipótesis acerca de la presencia política de las mujeres: la que defiende que la experiencia parlamentaria ('incumbency') reduce las diferencias de género en las expectativas de conseguir un escaño; y la que afirma que las mujeres son relegadas a posiciones de escasa influencia en el legislativo.

En 1988 Gabriel Almond publicaba, en el número 21 de la revista Political Science, un artículo que se ha convertido en una referencia ineludible de nuestra disciplina, en él, y con el titulo de Separated Tables, Almond describía el estado actual de la Ciencia Política caracterizándola fundamentalmente por la fragmentación epistemológica, el trabajo en distintas corrientes y escuelas que realizan su labor desde paradigmas diferenciados sin apenas relación entre ellos. No obstante, en los últimos quince años ha empezado a desarrollarse la idea de que se está produciendo una creciente convergencia entre diferentes ramas de la ciencia política contemporánea. A esa posible convergencia se han referido, entre otros autores, David Marsh, Eva Etzioni, John Swatzmantel, Patrick Dunleavy y Brendan O'Leary; sosteniendo todos ellos que la evolución de las líneas principales de desarrollo de la Ciencia Política ha llevado al establecimiento de zonas de solapamiento o de convergencia entre corrientes tradicionalmente enfrentadas en su metodología así como en sus postulados básicos. Tal es el caso, especialmente, del elitismo, el pluralismo y el estructuralismo. En este trabajo se analiza la temática de la convergencia de paradigmas examinando el desarrollo del pluralismo y del estructuralismo contemporáneos y profundizando en la concepción que ambos modelos tienen de la autonomía política, como pivote alrededor del que se sustancia esa creciente convergencia de paradigmas politológicos. Para ello se estudia la evolución del pluralismo desde Arthur Bentley, Robert Dahl, Earl Latham, Nelson Polsby, etc, y su revisión por Jeremy Richardson, Grant Jordan, Robert Dahl, Charles Lindblom, Eric Nordlinguer, y Joel Migdal. Igualmente, se analiza la evolución del modelo estructuralista en el trabajo de Louis Althusser, Nikos Poulantzas, Theda Skocpol, Fred Block y Bob Jessop.

This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance and SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the socalled fire paradox: that is, the need to move from a one-dimensional perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the EU should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena
