Aménager et vivre avec le risque en zone littorale : le cas du Finistère Nord
The French metropolitan coastline is an attractive territory on which the urbanization keeps on increasing. The 2010 Thunderstorm Xynthia, which has affected the all part of the Atlantic coastline, is etched into the memory, as well by the human damage as by the material one. Further to this exceptional natural disaster, the seaboard management risk has become a problem to deal with in France. The State has accelerated the set-up of Prevention Plans for the Natural and Foreseeable Disasters and has reviewed its management policy. In this rapidly changing environment, our work seeks to take stock of existing regulatory mapping tools, (« Prevention Plans for the Marine Submersion Disasters ») or emerging (« Prevention Plans for the Seaboard Risks ») and to question the effects on the territories they cover. ; Le littoral français métropolitain est un territoire attractif sur lequel l'urbanisation se densifie de plus en plus. La tempête Xynthia de 2010, qui a touché l'ensemble du littoral atlantique, a marqué les esprits tant par les dégâts humains que matériels. Suite à cette catastrophe naturelle exceptionnelle, la question de la gestion du risque littoral s'est imposée en France. L'État a accéléré la mise en place des Plans de Prévention des Risques Naturels et Prévisibles et a revu sa politique de gestion. Dans ce contexte en rapide évolution, notre travail cherche ainsi à faire le point sur les outils de cartographie réglementaire déjà existants (PPR « submersion marine ») ou émergents (PPR « littoraux ») et à questionner leurs effets sur les territoires qu'ils couvrent.
