IN ENGLISH: This research is aimed at getting a deeper insight into the development of political science from the bibliometric perspective by analysing peer-reviewed journal articles (n=1, 117) indexed in Scopus database and published by authors from fifteen Central and Eastern European (CEE) countries in the 1996-2013 period. Results indicate that the majority of articles (84 per cent) by CEE authors have been published in international journals and in the English language. The visibility of these articles in international journals measured by the mean number of citations is 5.2 per paper, while the same indicator for CEE journal articles amounts to 0.2. Authorship analysis indicates a gradual but continuous increase in co-authorships. Additionally, there are significant differences in citations between single-authored and co-authored articles, both in international and CEE journals. Co-authorship among CEE authors is present in only 1 per cent of the analysed articles confirming weak collaboration between political scientists in CEE countries. --- IN CROATIAN: Svrha ovog istraživanja je dobivanje uvida u razvoj političkih znanosti u zemljama srednje i istočne Europe (CEE) korištenjem bibliometrijske analize znanstvenih radova (n=1.117) autora iz 15 europskih post-socijalističkih zemalja objavljenih u politološkim časopisima indeksiranim u bazi Scopus u razdoblju 1996-2013. Rezultati pokazuju da je većina članaka (84%) autora iz CEE zemalja objavljena u međunarodnim časopisima i na engleskom jeziku. Vidljivost radova objavljenih u međunarodnim časopisima, mjerena prosječnim brojem dobivenih citata bila je 5,2 citata po rada, dok je isti indikator za radove objavljene u časopisima koji izlaze u CEE zemljama bio 0,2. Analiza autorstva pokazuje postupan i kontinuirani porast koautorskih radova. Dodatno, utvrđena je značajna razliku u citiranosti između jednoautorskih i višeautorskih radova, kako u međunarodnim tako i u domaćim CEE časopisima. Koautorstvo na radovima među autorima iz CEE zemalja izraženo je samo u 1% članaka, čime se potvrđuje slaba suradnja među znanstvenicima iz 15 europskih post-socijalističkih zemalja u polju političkih znanosti.

IN ENGLISH: This study aims to assess the role of authored and edited books in scholarly communication through citation analysis. It focuses on social science journal articles written by authors from Central and Eastern European (CEE) countries. The sample for book citation analysis were references (n = 1,033,926) from research articles (n = 35,501) published in 2726 journals indexed in Scopus, where at least one author was from a CEE country. The journals were classified in 10 social science fields (economics and business, education, library and information science, law, political science, psychology, sociology, and three multidisciplinary fields) and divided into two groups according to the journal publisher's country (CEE and non-CEE journals). Authored (n = 221,768) and edited books (n = 74,506) were extracted from cited references through an in-depth parsing and cleaning process. The average number of cited references per article in the full sample was 29, with the share of cited authored books of 21.4% and edited books of 7.2%. The share of authored books in cited references in CEE journals was 26.6%, while for edited books it was 7.8%. Sociology is a field where books are almost equally represented in cited references (47%) as articles, while book citations are much less represented in the fields of psychology (28%), economics and business (27%), and information and library science (24%). Additionally, the core book authors were identified across scientific fields, and differences in citing books covered by Scholarly Publishers Indicators versus books published by local/regional publishers were explored. --- IN CROATIAN: Svrha ovog rada je da se kroz citatne analize istraži uloga autorskih i uredničkih knjiga u znanstvenom komunicranju na korpusu članka u časopisima iz područja društvenih znanosti čiji su autori znanstvenici iz 15 post-socijalističkih europskih zemalja. Uzorak za citatne analize knjiga činilo je 1.033.926 referenci citiranih u 35.501 članka objavljenih u 2.726 časopisa indeksiranih u bazi Scopus. Časopisi su klasificirani u 10 polja društvenih znanosti (ekonomija, informacijske i komunikacijske znanosti, obrazovne znanosti, politologija, pravo, psihologija, sociologija te tri multidisciplinarne polja) i podijeljeni u dvoje grupe ovisno o zemlji izdavača časopisa (CEE i non-CEE časopisi). Autorske (n=221.768) i uredničke knjige (n=74.506) procesom parsanja i manulanim provjerama izlučene su iz citiranih referenci. Prosječan broj citiranih refenci po članku bio je 29 pri čemu je udio citiranih autorskih knjiga bio 21,4% a uredničkih 7,2%. Udio autorskih knjiga u citiranim referencama u CEE časopisima bio je 26,6%, a za uredničke knjige 7,8%. Sociologija je polje u kojem se knjige gotovo podjednako (47%) citiraju kao i članci, dok je citiranje knjiga manje zastupljeno u polju psihologije (28%), ekonomije i biznisa (27%) te infrmacijskih znanosti (24%). Dodatno, u radu su identificirane "ključne" autorske knjige po pojedini znanstvenim poljima kao i razlike u citiranju knjiga koje pokriva Scholarly Publishers Indicators (SPI) u odnosu na knjige lokalnih/regionalnih nakladnika.

In September 2014, the London School of Economics and Political Science (LSE) reported to Research Councils UK on the School's compliance with the recently introduced RCUK Policy on Open Access (OA). This reports provides detail around the article processing charges (APC) data and RCUK Call for Evidence report. Background In April 2013, the revised RCUK Policy on Open Access came into effect. The policy requires journal articles or conference proceedings arising from research funded wholly or partially by a RCUK grant should be made freely available online (or "Open Access"). There are two main routes to make papers open access: a) the Green route, which is the LSE preferred route, when the full text of papers are deposited into an institutional repository such as LSE Research Online. To select this route, embargo periods must be no longer than the 12 months permitted by RCUK (no charge applies); b) the Gold route, which provides immediate, unrestricted access to the final version of the paper via the publisher's website, often using a Creative Commons Attribution (CC BY) licence - it may involve payment of an APC to the publisher. In 2013, we received the RCUK OA block grant for 2013/14 of £62,862. We set up the LSE Institutional Publication Fund using this grant and this was managed by the Library, allowing eligible RCUK-funded researchers to apply for APC funds. Additionally, the School was awarded a pump-prime funding allocation from the Economic and Social Research Council (ESRC) for open access, which was also added to the fund. Of the 141 papers we identified as RCUK-funded for Year 1, 50 papers are open access via the Green route and 73 via the Gold, resulting in an 87% compliance rate

The paper aims at assessing the research output of scientists working in "hard sciences" at six Croatian Univeristies (Dubrovnik, Osijek, Rijeka, Split, Zadar and Zagreb). The data obtained may serve as the starting point for further follow-up and in-depth studies of research performance at Croatian universities. This can be particularly relevant for implementation of the Bologna Process in Croatia. The methodology of the Academic Ranking of World Universities (2004) was applied (http://ed.sjtu.edu.cn/rank/2004/Methodology.htm). The number of papers published from 1996 to 2004, registered in the WoS-Science Citation Index-Expanded, authored by scientists from the six Croatian universities, was enumerated. Also, highly cited authors, authors of articles published in Nature and Science, Nobel Prize and Fields Medal winners were sought among these scientists. It was found that scientists at the Croatian universities produced 7527 of the total of 11068 articles authored by Croatian scientists. Of the six universities, the University of Zagreb was more productive than the remaining five. There were no highly cited authors, Nobel Laureates or Fields Medal winners from Croatia. One of 14 authors of an article in Science was from a Croatian university. Also, a letter on science policy, appearing in Nature, had one of two authors from Croatia. It can be concluded that scientists performing research in " hard sciences" at six universities in Croatia contributed about 68 % of all the articles published by Croatian scientists. University of Zagreb was the most productive. (IN CROATIAN: Namjera nam je bila ustanoviti znanstvenu produktivnost znanstvenika koji se bave "čvrstim znanostima" na šest hrvatskih sveučilišta (Dubrovnik, Osijek, Rijeka, Split, Zadar i Zagreb). Rezultati bi mogli poslužiti kao polazište za buduće praćenje i dublje analize znanstvene produktivnosti na Sveučilištima. To bi moglo biti posebno važno pri primjeni Bolonjskoga procesa u Hrvatskoj. Primijenjena je metodologija iz Academic Ranking of World Universities (2004.) (http://ed.sjtu.edu.cn/rank/2004/Methodology.htm). Izbrojen je broj članaka koje su, od 1996. do 2004., objavili znanstvenici iz šest hrvatskih sveučilišta, registriran u WoS – Science Citation Index – Expanded. Uz to se tražilo ima li među tim znanstvenicima onih koji su citirani osobito često, koji su objavili svoje članke u Nature i(li) Science, koji su dobili Nobelovu nagradu ili Fieldsovu medalju. Znanstvenici na hrvatskim sveučilištima objavili su 7527 članaka od ukupnih 11068 članaka kojima je bar jedan autor s adresom u Hrvatskoj. Od šest Sveučilišta, Sveučilište u Zagrebu bilo je nekoliko puta produktivnije od preostalih pet; i po apsolutnome broju članaka i po broju članaka po pojedinome znanstveniku. Među znanstvenicima sa Sveučilišta nije bilo osobito često citiranih autora, ni dobitnika Nobelove nagrade, ni Fieldsove medalje. Jedan je od 14 autora jednoga članka objavljenog u Science imao adresu na jednom od Sveučilišta. Pored toga, jedan je od dvojice autora pisma o znanstvenoj politici, objavljenoga u Nature, bio sa hrvatskoga sveučilišta. Zaključeno je da su znanstvenici koji se bave "čvrstim znanostima" na šest hrvatskih sveučilišta, u odabranome razdoblju, objavili oko 68 % svih članaka koje su objavili hrvatski znanstvenici. Surabaya city library delivers a program called Community based public library or Taman Bacaan Masyarakat (TBM). The purpose of deploying this program is to reach all society within Surabaya city areas with more than 3 million of population that spread in 144.000 sq mil. There are approximatelly 400 TBMs that exist in Surabaya city areas, and the city library is planning to build a thousand TBM in Surabaya by the end of 2015. For every TBM center is controlled by one trained TBM officer who is fully paid by the city council to serve the society. All TBMs serve community as a representative of the Surabaya City Library, so users who cannot visit surabaya city library still gain the library services through TBMs. TBMs have standard collection between 500-3000 books and run some services especially for children, such as study group activity, drawing and coloring, art session, games, and support women community such as cooking, parenting, and handycraft classes. The main purpose of this paper is to develop library as knowledge center by managing local knowledge / content through TBMs. We saw the TBMs as potential asset for Surabaya city as a knowledge center in order to support community with qualified information. It is good opportunity to use TBMs in Surabaya to capture, manage, and share those local contents as asset in the future. In order to reach the asset some steps should be taken to empower TBMs to have its total functions, first by conducting SWOT (strengths, weaknesses, opportunities, and threaths) analysis. Following that, capturing local knowledge is undertaken by involving the TBM's officers and societ y surround the TBMs. In this stage, TBMs should be able to provide spaces and activities that allow local knowledge to be captured. Managing local knowledge is second activities after capturing by applying computer or paper to be used for documenting those knowledge. Finally, share the knowledge to people who need it through personal services or online. The benefit of using this program for the city library is that the city library can store local knowledge database for the necessities of the people of Surabaya. The local knowledge database can be collected from the 400 standing TBMs. Furthermore, TBMs will provide society with high quality information by putting value to the local content. Furthermore, TBMs also functions as an information center to help government provide information about making any policy such as the latest issue about the National Health Insurance systems. It is needed then to consider another TBMs' usefulness than just lending books and delivering traditional services. TBMs should also act as an agent of change for the society by changing the way to manage content using knowledge management perspectives.

Access to information becomes an important of achieving success in various aspects of life. Thus, it is considered the rights of every citizen without being impeded by physical or mental limitations. This study aims to analyze access to information that supports students with visual impairments (blind) in conducting learning activities at the university. This paper uses an interpretive paradigm, which aims to analyze a social reality and how that reality is formed. This research uses a qualitative type that seeks to understand social or human problems, based on the creation of a complete holistic picture that is formed with words, reports the views of informants in detail, and arranged in a natural setting. This research was conducted at the Social and Political Sciences Faculty of Universitas Airlangga (Unair) Surabaya, engaged 11 informants, three of whom were visually impaired students (blind). The supporting informants were 3 lecturers from the Faculty of Social and Political Sciences of Unair who teach visually impaired students, 3 friends of the main informant, 1 university representative, and 1 faculty representative. The study indicated that the assistive technologies have supported learning processes, such as mobile phones, laptops, scanners, and recording devices, were provided independently. The technology was very helpful to obtain information validly and quickly, as well as to understand the contents of the information more easily and assist to share the information with other colleagues.

The ascent of neoliberalism and informational capitalism has been largely successful in privatizing and re-regulating state-subject-market relations in ways that treat them "as if" they are a market situation. Here, we observe both the increasing commodification of digital forms of knowledge, as well as the commodification of the access to this knowledge. As predominantly non-commercial spaces, libraries serve the vital function of deflecting these developments. In this article, I argue for going one step further and imagining libraries as institutionalized and pedagogical spaces that can negotiate and transgress their institutional limits vis-à-vis public and private resources, discourses, policies, and technologies for the purpose of furthering the commons. In so doing, libraries serve as alter-neoliberal pedagogies, which democratize the construction and deconstruction of knowledge, as well as the access to them. Here, alternative literacies, ways of learning, and ways of being can be prefigured in practice. In imagining these conceptual potentialities of academic and public libraries, this article sets forth an initial agenda toward the commoning library.

The paper discusses usage of citation indices and similar databases as the source of data for determining scientific professional advancement. A short study on per-author basis, using Web of Science, Scopus, Google Scholar, Croatian scientific bibliography and online catalogue of the National and University Library in Zagreb, has been undertaken and shows disparate results for usage of these resources in mentioned context. Various problems surrounding such studies are discussed. Data complementation and especially firmer, more interconnected, national databases are recommended. Authors primary recommendation is thus to connect current national sources in a more wholesome system providing quality access to bibliometric data in this context. Fragments of the system are already present and usable: Crosbi(scientific bibliography), NSK (national catalogue),Hrčak (journal full text database)). This would impact both the self-consciousness of the individual scientist and the scientific politics bypassing the colonial and provincial mentality imposed by the monopoly of "international" commercial databases. Such integrated model of wholesome representation and distribution of scientific production on national level would serve as an answer to problems inherent to usage of citation databases such as WoS and Scopus.

The structures that govern society's understanding of information have been reorganised under a neoliberal worldview to allow information to appear and function as a commodity. This has implications for the professional ethics of library and information labour, and the need for critical reflexivity in library and information praxes is not being met. A lack of theoretical understanding of these issues means that the political interests governing decision-making are going unchallenged, for example the UK government's specific framing of open access to research. We argue that building stronger, community oriented praxes of critical depth can serve as a resilient challenge to the neoliberal politics of the current higher education system in the UK and beyond. Critical information literacy offers a proactive, reflexive and hopeful strategy to challenge hegemonic assumptions about information as a commodity.

Open Data is the name given to datasets which have been generated by international organisations, governments, NGOs and academic researchers, and made freely available online and openly-licensed. These datasets can be used by educators as Open Educational Resources (OER) to support different teaching and learning activities, allowing students to gain experience working with the same raw data researchers and policy-makers generate and use. In this way, educators can facilitate students to understand how information is generated, processed, analysed and interpreted. This paper offers an initial exploration of ways in which the use of Open Data can be key in the development of transversal skills (including digital and data literacies, alongside skills for critical thinking, research, teamwork, and global citizenship), enhancing students' abilities to understand and select information sources, to work with, curate, analyse and interpret data, and to conduct and evaluate research. This paper also presents results of an exploratory survey that can guide further research into Open Data-led learning activities. Our goal is to support educators in empowering students to engage, critically and collaboratively, as 21st century global citizens.

Rangiranja sveučilišta, iako na razini pojedinih zemalja postoje već od prve polovice 20. stoljeća, svoju popularnost na međunarodnoj razini doživljavaju pojavom tzv. «šangajskog rangiranja», odnosno The Academic Ranking of World Universities (ARWU), od 2003. godine. Od početka 21. stoljeća sveučilišta, istraživački centri te različite organizacije diljem svijeta provode međunarodna rangiranja najboljih sveučilišta koristeći različite metodološke pristupe: Ranking Web of Universities- Webometrics, QS (Quacquarelli Symonds) World University Ranking, THE (Times Higher Education) World University Rankings, SCImago Institutions Rankings (SIR), CWTS Leiden Ranking i U-Multirank. U ovome smo radu željeli istražiti razloge postojeće zastupljenosti hrvatskih sveučilišta na najpoznatijim svjetskim rang-ljestvicama sveučilišta. Preduvjet za razumijevanje stanja upoznavanje je s kriterijima i metodologijom koje koriste pojedine ljestvice za rangiranje te realnih mogućnosti hrvatskih sveučilišta u zadovoljavanju tih kriterija. Od osam hrvatskih sveučilišta, samo je Sveučilište u Zagrebu vidljivo na najčešće korištenim rang-ljestvicama svjetskih sveučilišta i to na njih četiri od šest analiziranih rang-ljestvica. Obrazloženje za status zagrebačkog sveučilišta i izostanak ostalih šest hrvatskih sveučilišta pokušali smo pronaći u (ne)mogućnostima zadovoljavanja metodoloških kriterija pojedinih sustava za rangiranje. Za usporedbu s hrvatskim sveučilištima, napravljena je analiza zastupljenosti sveučilišta i 10 postsocijalističkih europskih zemalja (Estonija, Latvija, Litva, Poljska, Češka, Slovačka, Mađarska, Slovenija, Rumunjska i Bugarska) te četiri zemlje bivše Jugoslavije (Bosna i Hercegovina, Crna Gora, Makedonija i Srbija). Zaključno, ova skupina zemalja na svih šest rang-ljestvica zastupljena je sa svojim sveučilištima u rasponu od 7 do 37, od ukupno 294 sveučilišta. Ovisno o broju sveučilišta koje rangiraju pojedine ljestvice, udio tih sveučilišta na rang-ljestvicama je od 2,4% na ARWU ljestvici, 3,1% na SIR, 5,1% na Webometrics, 6,8% na CWTS Leiden Ranking, 7,5% na QS, do 11,9% na THE ljestvici. Osim zahtjevnosti metodoloških uvjeta pojedinih rang ljestvica sveučilišta, razlozi navedenom statusu hrvatskih sveučilišta nalaze se i u postojećoj znanstvenoj politici, s naglaskom na kriterije za znanstvena napredovanja i politike poticanja kvalitete sveučilišta. (IN ENGLISH: Although the university rankings have existed since the fi rst half of the 20th century in several countries, they have gained their international popularity after the emergence of the Academic Ranking of World Universities (ARWU), also known as the Shanghai Ranking, in 2003. Since the beginning of the 21st century, universities, research centres and for/nonprofi t organizations throughout the world have established international rankings of the best universities applying different methodological approaches: Ranking Web of Universities - Webometrivs, QS (Quacquarelli Symonds) World University Ranking, THE (Times Higher Education) World University Rankings, SCImago Institutions Rankings (SIR), CWTS Leiden Ranking and U-Multirank. In this paper we would like to explore the reasons for the current representation of Croatian universities in the world's most prestigious university rankings. The basic precondition for understanding the situation is to familiarize oneself with the criteria and methodology used in the rankings and the capabilities of Croatian universities to comply with those criteria. Among seven Croatian universities, only the University of Zagreb is represented in four out of the six world ranking systems. Our assumption was that the reason for the status of the University of Zagreb and for the absence of the other six Croatian universities lies in their (in) ability to meet the methodological criteria of respective ranking systems. For comparison purposes, we have made an analysis of the representation of universities in 10 post-socialist EU countries (Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Hungary, Slovenia, Romania and Bulgaria) as well as four former Yugoslav countries (Bosnia and Herzegovina, Montenegro, Macedonia and Serbia). In summary, these countries are represented by 7–37 out of 294 universities in all six world ranking systems. Depending on the number of universities in each ranking system, the share of these universities ranges from 2.4% at ARWU, 3.1% at SIR, 5.1% at Webometrics, 6.8 at CWTS Leiden Ranking, 7.5% at QS, to 11.9 at THE rankings. In addition to the above methodological requirements of each global ranking system, the fundamental reason for the status of Croatian universities may be found in the existing science policy, with emphasis on the criteria for academic promotion and promotion of the quality of universities.)

This study aims to determine how the application of the New Public Service concept to the WADUL-E Service (Aspiration and Electronic Complaints Forum) in Pacitan Regency. This study used a qualitative approach and the determination of informants using the purposive sampling technique. The results showed that the concept of the New Public Service was not fully applicable to the Pacitan WADUL-E Service, because the researchers did not find data related to the 6th indicator, which is serving not directing which contains the position of the leader here, not as the owner but as a public servant or public servant. However, the rest of the concept of the new public service is in accordance with the real situation in the Pacitan Wadule Service. Hence, it is necessary to have in-depth research to find out the leadership side in the service. Based this research, it can be conculed that it is one of the public innovation efforts created by the Pacitan Regency Government is to provide Complaint Services in the form of WADUL-E Services of Pacitan Regency which was formed and inaugurated on March 14, 2018. By utilizing this service, it is hoped that the aspirations and omplaints of the Pacitan citizens are connected to regional government.

This poster aims to provide some answers in order to provide recommendations and best practices that might help democratise and increase the international access to peer-reviewed digital humanities research.

Research into the regulation of social networking services (SNSs) reveals several possible approaches based on Lessig's model of Law, Mode, Market and Code as means of regulating the Internet. This paper explores some of the issues that arise from a detailed examination of national legislation in the UK coupled with a survey of user and employer perceptions of risk associated with personal data on SNSs. The paper suggests that a mixed mode of regulation is probably most appropriate, but envisages that politicians of the future will continue to be obsessed with trying to regulate the technology rather than people's behaviour.
