Riksdagen har röstat igenom ett nytt klimatpolitiskt ramverk, vilket innebär att Sverige senast 2045 inte ska ha några nettoutsläpp av växthusgaser. Transportsektorn domineras fortfarande av fossila bränslen, och det behövs kraftiga insatser för att sänka utsläppen. Sverige har en relativt hög andel biodrivmedel, cirka 20% av energianvändningen inom transportsektorn. Närmare 90% av dessa biodrivmedel importeras dock, eller produceras från importerad biomassa. I denna studie undersöktes om och hur det går att tillgodose transportsektorn år 2030 med den mängd biodrivmedel som behövs (20 TWh), baserad på inhemsk råvara. Omfånget på studien begränsas till biomassa som inte orsakar förändrad markanvändning. Detta eftersom EU har meddelat att biomassa som istället skulle kunna användas för mat eller foder inte kommer att stimuleras som råvara framöver. Anledningen till detta politiska beslut är en rädsla för att ökad produktion av biodrivmedel kan ge direkt eller indirekt förändrad markanvändning (förkortad iLUC, efter engelskans indirect land use change), vilket kan leda till utsläpp av kol och andra växthusgaser från mark. I denna studie visar vi att cirka 4-10 TWh biodrivmedel kan produceras från iLUC-fri jordbruksråvara, det stora spannet beror på antagen omvandlingseffektivitet till biodrivmedel. De studerade råvarorna var (1) restprodukter från jordbruket, (2) vall odlad på nerlagd åkermark, (3) grödor från existerande odling så som mellangrödor (4) vall från intensifiering av pågående odling. Genom litteraturstudier bedömdes den iLUC-fri råvara från andra sektorer (skogsrester, industriella biprodukter och avfall från andra delar av samhället, marina råvaror exkluderade) till 8-11 TWh biodrivmedel. Med andra ord har vi goda möjligheter att nå de 20 TWh biobränslen som krävs år 2030 baserat på inhemskt iLUC-fri råvara. Om vi minskar vår konsumtion av kött och alkohol, samt minskar markanvändning för hästar, kan vi producera ännu mer biodrivmedel. Styrning mot biomassa med lägre iLUC skulle dock kunna innebära högre produktionskostnader jämfört med dagens biodrivmedelsproduktion. Det är därför intressant att studera potentiella tradeoffs mellan växthusgaser och ekonomi. I det här projektet undersökte vi produktion av etanol och biogas baserat på vetekärna och vetehalm. Här representerar vetekärna det nuvarande produktionssystemet, och halm representerar ett iLUC-fritt produktionssystem. Resultaten visar att halmbaserade biodrivmedel visserligen inte konkurrerar med livsmedelsproduktionen och har lägre utsläpp av växthusgaser jämfört med vetekärna, men högre produktionskostnader. De högre produktionskostnaderna beror framförallt på lägre utbyte av drivmedel och dyrare förbehandling av råvaran. För att kunna dra generella slutsatser om trade-offs av iLUC-fri råvara behövs dock fler fallstudier där fler råvaror, biodrivmedel studeras, och andra miljöpåverkanskategorier inkluderas.
We study the effect of uncertainty about the greenhouse gas emissions arising from the production of biofuels on trade policy, in the presence of lobby groups and two policy instruments, trade policy and biofuels mandates. We show that in the presence of biofuels mandates it would be optimal from a societal point of view to lower the trade tariff on biofuels when the emissions from their production are shown to be 'high' as compared to when they are believed to be 'low'. If the government is susceptible to lobbying, the tariff may be raised instead. We further show that at subsequent time periods, the biofuels sector's marginal lobbying effort will not fall compared to previous periods, and that consequently, its political contribution also does not fall. Finally we show how policy may be path dependent, i.e., that earlier tariff rates in part determine future tariff rates if the government is susceptible to lobbying and given that the domestic price of biofuels does not fall. The European Union aims to reduce energy use and CO2-emissions by 40 % by the year 2030. The building sector has been identified as having a great potential to reduce emission of CO2 by increasing its energy efficiency. Also, there is a growing concern of the buildings environmental performance, that lead to the development of building environmental assessment tools. However, different types of energy sources and confusing environmental impacts affect the decision making when renovating for improved energy efficiency. This study develops and tests a methodology to help decision-makers when considering major renovation of their building stock when connected to adistrict heating system. The proposed methodology is applied and used to investigate how different renovation scenarios affects the building environmental impacts in terms of CO2 emissions and identify and discuss future improvements of the methodology. The novelty of the method is the expanded system boundaries that include both the distribution and production of district heating and the energy use at a building level. In this way it is possible to compare and weight measures made both at the energy system level and the building level. This work has limited its approach to energy use in buildings, but it is important to bring the life cycle thinking to the methodology. During the choice of the renovation methods it was noticed that the environmental impact of the production of some components in order to reduce the energy use of a building are not insignificant. Even if all the renovation measures considered in this case study are feasible, it is important to determine in which order they are desirable or achievable from an economic point of view. Uncertainty in the future development of energy, and limited economic resources can play an important role in the possibility of energy efficient renovation. ; Den Europeiska Unionen har som målsättning att minska energianvändning och utsläpp av växthusgaser med 40 % till året 2030 jämfört med 1990. Byggnader har identifierats som ett område med stor potential för utsläppsminskningar om de energieffektiviseras. Användningen av olika energislag och olika sätt att värdera miljöpåverkan påverkar beslutsfattandet i samband med energieffektivisering. I studien utvecklas och testas en metodik som kan hjälpa beslutsfattare vid renovering med energieffektivisering inom fjärrvärmeområdet. Först utvecklades en översiktlig metodik vilken inkluderar både byggnadsenergisimulering och energisystemsimulering. Sen implementerades metodiken genom olika renoveringsscenarier och utsläppen av växthusgaser analyserades. Metodiken visar att det finns en möjlighet att utveckla ett verktyg som kan hjälpa beslutsfattare när energibesparingsstrategier ska implementeras vilka kan bli positiva för både byggnader och fjärrvärmesystemet. ; REESBE
Energy, materials, and by-products, can be exchanged between companies, having positive effects in the form of improved resource efficiency, environmental benefits, and economic gains. One such energy stream that can be exchanged is excess heat, that is, heat generated as a by-product during, for example, industrial production. Excess heat will continue to play an important role in efforts to reduce greenhouse gas (GHG) emissions and improve energy efficiency. Using excess heat is therefore currently emphasized in EU policy as a way to reach EU climate targets. This thesis examines the opportunities of manufacturing industries to use industrial excess heat, and how doing so can positively affect industry, society, and the climate. Since different parts of the energy system are entangled, there is an inherent complexity in studying these systems and introducing excess heat in one part of the energy system may influence other parts of the system. This analysis has accordingly been conducted by combining studies from various perspectives, by applying both quantitative and qualitative methods and covering a broad range of aspects, such as technical possibilities as well as climate, policy, economics, and resource aspects. The results identify several opportunities and benefits accruing from excess heat use. Although excess heat is currently partly used as a thermal resource in district heating in Sweden, this thesis demonstrates that significant untapped excess heat is still available. The mapping conducted in the appended studies identifies excess heat in different energy carriers, mainly low-temperature water. Analysis of excess heat use in different recovery options demonstrated greater output when using excess heat in district heating than electricity production. Optimizing the trade-offs in excess heat used in a district heating network, heat-driven cooling, and electricity production under different energy market conditions while minimizing the system cost, however, indicated that the attractiveness of excess heat in district heating depends on the type of heat production in the system. Viewing excess heat as a low-cost energy source also makes it economically interesting, and creates opportunities to invest in excess heat-recovery solutions. Excess heat is often viewed as CO2 neutral since unused excess heat may be regarded as wasted energy. The GHG mitigation potential of using excess heat, however, was found to be ambiguous. The appended studies demonstrate that using excess heat for electricity production or for applications that reduce the use of electricity reduces GHG emissions. The effects of using excess heat in district heating, on the other hand, depend on the energy market development, for example, the marginal electricity production and marginal use of biomass, and on the type of district heating system replaced. The interviews performed reveal that energy policy does influence excess heat use, being demonstrated both to promote and discourage excess heat use. Beyond national energy policies, internal goals and core values were identified as important for improved energy efficiency and increased excess heat use. ; Energi, material och biprodukter kan utbytas mellan företag och därmed leda till positiva effekter i form av förbättrad resurseffektivitet, miljövinster och ekonomiska vinster. Ett sådant energiflöde som kan nyttjas är överskottsvärme, det vill säga, värme som genereras som en biprodukt vid till exempel industriell produktion. Överskottsvärme kommer att fortsätta att spela en viktig roll i arbetet med att minska utsläppen av växthusgaser och öka energieffektiviteten och lyfts därför fram i EU policy som ett sätt att nå klimatmålen. Denna avhandling undersöker möjligheterna för den tillverkande industrin att använda industriell överskottsvärme och hur detta kan medföra positiva bidrag till industrin, samhället och klimatet. Eftersom olika delar av energisystemet påverkar varandra så finns en inneboende komplexitet i att studera dessa system. Användningen av överskottsvärme i en del av energisystemet kan alltså påverka andra delar av systemet. Denna analys har därför gjorts genom att kombinera studier från olika perspektiv, genom användning av både kvantitativa och kvalitativa metoder och genom att täcka in ett brett spektrum av aspekter såsom tekniska möjligheter, och klimat-, policy-, ekonomiska- och resursaspekter. Resultaten visar flera möjligheter med, och fördelar som kommer från, användning av överskottsvärme. Även om överskottsvärme redan idag delvis används som värmekälla i fjärrvärme så visar denna avhandling att tillgången på outnyttjad överskottsvärme fortfarande är betydande. Kartläggningen som genomfördes identifierar överskottsvärme i olika energibärare, i huvudsak i vatten med låg temperatur. Användningen av överskottsvärme analyserades för olika användningsalternativ och visade på en större output vid användning i fjärrvärmesystemet än när den användes för elproduktion. När fördelningen av användning av överskottsvärme mellan utnyttjande i fjärrvärmesystemet, för produktion av kyla eller el optimerades under olika energimarknadsvillkor, med syfte att minimera systemkostnaden, visade det sig dock att effekterna från användning av överskottsvärme i fjärrvärme beror på typen av befintlig värmeproduktion i systemet. Om man ser på överskottsvärme som en billig energikälla skapas en ekonomisk möjlighet att investera i olika lösningar för överskottsvärmeanvändning. Överskottsvärme ses ofta som CO2 neutral eftersom outnyttjad överskottsvärme kan ses som bortkastad energi. Möjligheten för minskning av växthusgaser vid användning av överskottsvärme visade sig dock vara tvetydig. Avhandlingens studier visar att användning av överskottsvärme för elproduktion och för tillämpningar som minskar elanvändningen minskar utsläppen av växthusgaser. Effekterna från överskottsvärme i fjärrvärme beror däremot på energimarknadens utveckling, såsom framtida elproduktion och alternativanvändning av biomassa, och på vilken typ av fjärrvärmeproduktion som ersätts. Intervjuerna som utförts visar att styrmedel påverkar överskottsvärmeanvändningen. Styrmedel visade sig både främja och missgynna användningen av överskottsvärme. Utöver nationella styrmedel så lyftes även interna företagsmål och kärnvärden fram som viktiga för ökad energieffektivitet och ökad användning av överskottsvärme.
"Nitrous oxide, N2O, is the third most important (in global warming terms) of the greenhouse gases, after carbon dioxide and methane. As this book describes, although it only comprises 320 parts per billion of the earth's atmosphere, it has a so-called Global Warming Potential nearly 300 times greater than that of carbon dioxide. N2O emissions are difficult to estimate, because they are predominantly biogenic in origin. The N2O is formed in soils and oceans throughout the world, by the microbial processes of nitrification and denitrification, that utilise the reactive N compounds ammonium and nitrate, respectively. These forms of nitrogen are released during the natural biogeochemical nitrogen cycle, but are also released by human activity. In fact, the quantity of these compounds entering the biosphere has virtually doubled since the beginning of the industrial age, and this increase has been matched by a corresponding increase in N2O emissions. The largest source is now agriculture, driven mainly by the use of synthetic nitrogen fertilisers. The other major diffuse source derives from release of NOx into the atmosphere from fossil fuel combustion and biomass burning, as well as ammonia from livestock manure. Some N2O also comes directly from combustion, and from two processes in the chemical industry: the production of nitric acid, and the production of adipic acid, used in nylon manufacture. Action is being taken to curb the industrial point-source emissions of N2O, but measures to limit or reduce agricultural emissions are inherently more difficult to devise. As we enter an era in which measures are being explored to reduce fossil fuel use and/or capture or sequester the CO2 emissions from the fuel, it is likely that the relative importance of N2O in the 'Kyoto basket' of greenhouse gases will increase, because comparable mitigation measures for N2O are inherently more difficult, and because expansion of the land area devoted to crops, to feed the increasing global population and to accommodate the current development of biofuels, is likely to lead to an increase in N fertiliser use, and thus N2O emission, worldwide. The Swedish government has commissioned VTI to review current knowledge of the external costs for all modes of transport. This report is the third part of the government commission (Samkost 3), it addresses sea transports where the access to data and the knowledge level is generally lower than for the land-based modes. One finding in the government commission 2016 (Samkost 2) was that the possibilities to apply the external cost estimates for pricing are rather limited in the existing organizational structures. This report comprises two parts. Part 1 addresses the organization models of piloting and icebreaking in Denmark, Finland, Norway and Sweden. The Nordic countries have chosen different organization models to provide these services that can influence the capacity and service levels, the cost structure, the cost effectiveness and the pricing of the services. Part 2 updates the costs of pilot and icebreaking services and the external costs related to traffic safety, greenhouse gases and air pollution caused by sea transports in Swedish waters from Samkost 2 (2014 prices and valuations) to Samkost 3 (2017 prices and valuations). The calculated total external costs per year are lower in Samkost 3 than in Samkost 2: about five percent in the low alternative and about ten percent in the high alternative. This implies that the internalization is about 100 percent which is higher than in Samkost 2. The external costs caused by the transports in international waters are probably are internalized to a low extent and national and international policies are needed to reach e.g. national and international climate objectives. ; Regeringen har bett VTI att se över den aktuella kunskapen om de externa kostnaderna för samtliga trafikslag. Detta innebär att internaliseringsgraden för sjöfart på svenskt sjöterritorium är ungefär 100 procent, vilket är högre än i Samkost 2. Transporterna på internationellt vatten troligtvis har en låg internaliseringsgrad och det krävs både nationella och internationella styrmedel för att uppnå t.ex. uppsatta nationella och internationella klimatmål.
Executive Summary Energy consumption is a major cause of carbon dioxide emission, and also largely determines the uncontrolled emissions of many other pollutants. In consequence, energy scenarios are key inputs to the projection of pollution emission, and the formulation of strategies to reduce pollution and achieve environmental objectives. Alternative energy strategies including behavioral change, demand management, energy efficiency, and low carbon fuels are explored in this report. In addition to abating greenhouse gas emissions, these strategies can facilitate cheaper and greater abatement of other atmospheric pollutants as compared to higher carbon scenarios. In general, achieving a given air pollution emission target costs less in a low carbon scenario than in a high carbon scenario. This work is aimed at producing policies that exploit the positive synergy between strategies to limit global warming, and strategies for reaching other environmental objectives such as reduced acidification and improved air quality. Low carbon energy scenarios can improve energy security by reducing the consumption if finite fuels and reducing import requirements. The given objective was to produce scenarios in which the total emission of carbon dioxide from the twenty-five countries of the European Union is reduced by at least 30% over the period 1990 to 2020. To this end scenarios have been produced for each of the twenty-five EU countries taking into account recent historical data and assumed economic and population growths taken from other studies, and selections of policies measures. The scenarios show that, as compared to 1990, CO2 reductions of more than 30% are feasible by 2020, and that larger reductions are possible, especially in the longer term as technologies with long lifetimes such as power stations, are replaced. Data from the energy scenarios were input to the GAINS (Greenhouse Gas and Air Pollution Interactions and Synergies) model of IIASA (International Institute for Applied Systems Analysis), and the reductions in air pollution and the costs of air pollution control were there calculated. Apart from emission control, the policy options lead to a reduction in the import of finite fossil and fissile fuels into the EU and so they enhance supply security in a world with increasing competition for these dwindling resources. The policies required to implement the technical changes to demand and energy systems assumed have not been explored here. ; Svensk sammanfattning Produktion och konsumtion av energi är viktiga källor till utsläpp av koldioxid och andra luftföroreningar. Därför är energiscenarier viktiga vid upprättandet av strategier för att minska luftföroreningars miljöpåverkan. I denna rapport behandlas alternativa energistrategier för EU 25 som inkluderar livsstilsförändringar, efterfrågestyrning, energieffektivisering och användandet av bränslen med låg kolhalt. Jämfört med att enbart titta på varje förorening eller växthusgas för sig kan samordnade strategier leda till större utsläppsminskningar till en lägre kostnad. Syftet med denna rapport är att visa på de positiva synergier som finns mellan begränsningar av växthuseffekten och strategier för att uppnå andra miljömål såsom minskad försurning och förbättrad luftkvalitet. Alternativa energiscenarier som ger minskningar av koldioxidutsläppen på mer än 30 % över EU fram till år 2020 jämfört med 1990, har tagits fram och effekterna på andra luftföroreningar och kostnader studerats med hjälp av den så kallade GAINS modellen.
The building industry is responsible for 35% of final energy use and 38% of CO2 emissions at a global level. The European Union aims to reduce CO2 emissions in the building industry by up to 90% by the year 2050. Therefore, it is important to consider the environmental impacts buildings have. The purpose of this thesis was to investigate the environmental impacts and costs of a single-family house in Sweden. In the study, the life cycle assessment (LCA) and the life cycle cost (LCC) methods have been used by following the "cradle to grave" life cycle perspective. This study shows a significant reduction of global warming potential (GWP), primary energy (PE) use and costs when the lifespan of the house is shifted from 50 to 100 years. The findings illustrate a total decrease in LCA outcome, of GWP to 27% and PE to 18%. Considering the total LCC outcome, when the discount rate increases from 3% to 5% and then 7%, the total costs decrease significantly (60%, 85% to 95%). The embodied carbon, PE use and costs from the production stage/construction stage are significantly reduced, while the maintenance/replacement stage displays the opposite trend. Operational energy use, water consumption and end-of-life, however, remain largely unchanged. Furthermore, the findings emphasize the importance of using wood-based building materials due to its lower carbon-intensive manufacturing process compared to non-wood choices. The results of the LCA and LCC were systematically studied and are presented visually. Low carbon and cost-effective materials and installations have to be identified in the early stage of a building design so that the appropriate investment choices can be made that will reduce a building's total environmental and economic impact in the long run. Findings from this thesis provide a greater understanding of the environmental and economic impacts that are relevant for decision-makers when building single-family houses. ; Byggbranschen svarar för 35% av den slutliga energianvändningen och 38 % av koldioxidutsläppen på global nivå. Europeiska unionen strävar efter att minska koldioxidutsläppen i byggnadsindustrin med upp till 90% fram till 2050. Därför är det viktigt att beakta byggnaders miljöpåverkan. Syftet med denna avhandling var att undersöka miljöpåverkan och kostnader för ett enfamiljshus i Sverige. I studien har livscykelbedömningen (LCA) och livscykelkostnadsmetoderna (LCC) använts genom att tillämpa livscykelperspektivet "vagga till grav". Studien visar en stor minskning av global uppvärmningspotential (GWP), användning av primärenergi (PE) och kostnader vid växling från 50 till 100 års husets livslängd. Resultaten visar en årlig minskning med 27% för utsläpp av växthusgaser och med 18% för användningen av primärenergi. Med tanke på det totala LCC-utfallet, när diskonteringsräntan ökar från 3%, 5% till 7%, minskar de totala kostnaderna avsevärt (60%, 85% till 95%). Det noteras att klimatavtrycket, primärenergianvändningen och kostnaderna från produktionssteget/konstruktionssteget minskar avsevärt, medan underhålls- / utbytessteget visar den motsatta trenden när man byter från 50 till 100 års livslängd. Den operativa energianvändningen, vattenförbrukningen och avfallshanteringen är fortfarande nästan samma när man ändrar livslängden. Vidare betonar resultaten vikten av att använda träbaserade byggmaterial på grund av lägre klimatpåverkan från tillverkningsprocessen jämfört med alternativen. LCA- och LCC-resultaten studerades systematiskt och redovisades visuellt. De koldioxidsnåla och kostnadseffektiva materialen och installationerna måste identifieras i ett tidigt skede av en byggnadskonstruktion genom att välja lämpliga investeringsval som kommer att minska de totala miljö och ekonomiska effekterna på lång sikt. Resultaten från denna avhandling ger ökad förståelse för miljömässiga och ekonomiska konsekvenser som är relevanta för beslutsfattare vid byggnation av ett enfamiljshus.
The purpose of the "Carrots and sticks" project is to identify the policy instruments and measures that can reduce air emissions from shipping and contribute to the fulfilment of the national Swedish environmental quality objectives Reduced climate impact, Clean Air, Natural acidification only and Zero eutrophication in a cost-effective way. The climate objective has quantified targets 2030 and 2045; the EU and the IMO (International Maritime Organization) have also set up climate goals. The identification of the most relevant policies and measures is based on a global review of the policies and measures. Available ex-ante and ex-post analyses and studies that estimate the potential to reduce air emissions from shipping are analysed. It is shown that most policies have been implemented in Northern Europe and North America. Specific circumstances for Sweden are considered. The visiting profile is extreme, as just a few ferries perform about two-thirds of the calls and cause about half of the air emissions while one-third of the ships call into Sweden less frequently than once a year. The share of international transport is high and growing, which implies the importance of IMO and EU policies as well as the strong cooperation with neighbouring countries to reduce the air emissions from shipping. Air emissions of sulphur dioxides (SO2), nitrogen oxides (NOX) and particulate matter (PM) and greenhouse gases (GHG) from shipping in the waters in and close to Sweden 2015 are estimated based on the bottom-up approach using AIS-data (Automatic Identification System) and other sources. Four BAU-scenarios (business as usual) are developed for the target years 2030 and 2045. They comprise different assumptions about the development of transport demand, energy efficiency improvement and the fuels used. The calculated volumes of air emissions are highest when the assumptions of the Swedish public agencies are used. It is recommended to consider estimates from different sources in the next Swedish forecasts and scenarios. ; Syftet med projektet "Morötter och piskor" är att identifiera styrmedel och åtgärder som kan minska sjöfartens utsläpp till luft och därmed bidra till uppfyllandet av de nationella svenska miljökvalitetsmålen Begränsad klimatpåverkan, Frisk luft, Bara naturlig försurning och Ingen övergödning på ett kostnadseffektivt sätt. Klimatmålet har kvantifierade mål för 2030 och 2045, EU och den internationella sjöfartsorganisationen IMO har också satt upp kvantifierade klimatmål. De mest relevanta styrmedel identifieras baserade på en global översyn av befintliga och planerade policys och tillgängliga konsekvensanalyser (ex ante och ex post) och potentialanalyser. Det visar att de flesta styrmedel för att minska sjöfartens emissioner till luft har implementerats i Norra Europa och Nordamerika. De specifika förutsättningarna för Sverige studeras. Ett fåtal färjor står för ungefär två tredjedelar av anloppen och orsakar ungefär hälften av emissionerna medan en tredjedel av fartygen kommer mer sällan än en gång om året. Andelen internationella transporter är stor och ökar, vilket understryker vikten av att arbeta inom IMO och EU och att samarbeta med grannländerna för att minska sjöfartens emissioner. Sjötransporternas emissioner av svaveldioxid (SO2), kväveoxider (NOX), partiklar (PM) och växthusgaser till luft i och nära Sverige 2015 beräknas med hjälp av AIS-data (Automatic Identification System) och andra källor. Fyra BAU-scenarier (business as usual) utvecklas för 2030 och 2045. De omfattar olika antaganden om utvecklingen av transportefterfrågan, förbättringen av energieffektiviteten och bränslemixen. De beräknade emissionsvolymerna är störst när de svenska myndigheternas antaganden används; det rekommenderas att beakta antaganden från flera olika källor i kommande svenska prognoser och scenarier.
How does the international climate policy frameworks influence the domestic institutional responses to climate mitigation in emerging economies? And how, in turn, do domestic institutions and politics in emerging economies influence the fate of international climate policy frameworks? The thesis provides answers to these questions by studying domestic engagements with Nationally Appropriate Mitigation Actions in three emerging economies – India, Brazil, and South Africa. The thesis specifically studies how these engagements were influenced by the domestic institutional context provided by national climate policy, norms, and institutional capacity in the three countries. Drawing upon the variations in the engagements with nationally appropriate mitigation actions, made visible by use of the policy cycle as a heuristic device, the thesis informs the implementation of another nascent, yet prevalent, international climate policy framework – Nationally Determined Contributions. The thesis identifies how engagements with nationally appropriate mitigation actions varied in India, Brazil, and South Africa in agenda-setting, policy formulation, decision-making, implementation, and evaluation. In cases where international support is considered crucial for taking mitigation actions, external factors such as lack of clarity on definitional aspects and availability of international support can hamper the prospects of such frameworks at the agenda-setting and policy formulation stages. Efforts to engage with these frameworks under this uncertainty are held back by non-decisions, overriding national climate policy, as well as by uneven inter-ministerial coordination. The thesis argues that successful implementation of upcoming Nationally Determined Contributions will be influenced by a country's ability to align them with its national climate policy, localization of the transnational norms, and the extent to which efforts to enhance institutional capacity for coordinating the implementation of national climate policy are made. In sum, the effective implementation of International Climate Policy Frameworks will be dependent on the willingness of the state to provide oversight and coordination, and clarity on the availability of international support. ; Hur influerar ramverken för internationell klimatpolicy nationella institutionella åtgärder för att begränsa utsläpp av växthusgaser i framväxande ekonomier? Och hur påverkar, i sin tur, dessa länders nationella institutioner och politik dessa ramverk för internationell klimatpolicy? Denna avhandling studerar nationella engagemang i Nationellt lämpliga utsläppsminskande åtgärder (s.k. NAMAs) i tre framväxande ekonomier – Indien, Brasilien, och Sydafrika. Avhandlingen studerar i synnerhet hur dessa engagemang har påverkats av de tre ländernas nationella klimatpolicy, normer, och institutionella kapacitet. Genom att använda policycykeln som heuristiskt analysverktyg identifierar avhandlingen variationer i hur länderna utvecklat sitt engagemang i NAMAs. Arbetet med dessa ramverk försvåras även av icke-beslut och ojämn interministeriell koordinering samt om tvingande nationell klimatpolicy inte ligger i linje med de internationella besluten. Avhandlingens slutsatser har betydelse för implementeringen av ett annat framväxande ramverk för internationell klimatpolicy: Nationellt fastställda bidrag (s.k. NDC:er). En framgångsrik implementering av NDC:er kommer att influeras av en stats förmåga att anpassa dem till nationell klimatpolicy samt transnationella normer, så att dessa överensstämmer eller jämkas med nationella normer, samt den institutionella kapaciteten för att koordinera implementering av nationell klimatpolicy. En effektiv implementering av ramverk för internationell klimatpolicy kommer, sammanfattningsvis, att vara beroende av staters villighet att tillhandahålla tillsyn och koordinering, samt tydlighet vad gäller tillgänglighet till internationellt stöd.
Energy use in the European Union is increasing. At the same time, it is estimated that by the year 2050 most of the EU population will be living in currently existing buildings. Some of these buildings are or will be in need of renovation, and they have identified a target to reduce overall energy use. The urgency of climate change also makes it highly relevant and important to improve buildings resource and energy efficiency. This thesis aims to explain how different proposed energy efficient renovation strategies affect the energy use at different system levels, the potential environmental impacts of these alternatives, how they are connected to economic impacts and the implications of using a commercial LCA software to answer these questions from a research perspective. In order to answer the questions above, the effect of different renovation strategies were studied by combining building energy simulations, energy system simulations, a building environmental assessment tool, life cycle assessment and life cycle cost calculations. These tools are used in order to provide an overview of how the different renovation strategies affect the production of district heating, greenhouse gas (GHG) emissions and the environmental and economic performance of the building. The results show that the selected renovation strategies reduce energy use by decreasing transmission losses, while reducing the total amount of purchased energy by using solar energy or by changing energy carriers. These different approaches have the potential to reduce the environmental impact, mainly by reducing global warming potential, acidification potential and eutrophication potential and to some extent abiotic depletion potential. However, when changing energy carriers there is a burden shift to radioactive waste disposed. When the economic aspects are analyzed, it is shown that there is no simple correlation between financial and environmental impacts. To analyze a building from a life cycle perspective can help to identify the advantages and disadvantages of energy efficient renovation from the building owner's perspective as well as from a societal perspective. Applying a life cycle perspective is therefore important for building owners, building companies and practitioners as well for policy makers to avoid suboptimisation. ; Energianvändningen inom den Europeiska Unionen ökar. Climate change is one of the global challenges of our time. The energy sector is at the focus of the European efforts to combat climate change as it accounts for 80% of the total greenhouse gas emissions in the European Union. Buildings, on the other hand, represent 40% of the energy use and 33% of the total greenhouse gas emissions in the European Union, giving the buildings sector also a key role in the European climate strategy. There are, at the same time, strong interdependencies between the energy and buildings sectors due to the high amount of energy used by buildings and their rising importance as active components in the future energy systems. These interdependencies do not only influence the investment decisions in the energy and buildings sectors, but also the effectiveness of the European climate strategy. Cooperation between the energy and buildings sectors can create beneficial outcomes for the both sectors as well as the environment. It may also encourage innovation, improve the energy performance of buildings, and help achieve a higher penetration of renewable energy into the energy system. This licentiate thesis investigates the relationship between the energy and buildings sector at the inter-company level. Presenting the data collected from interviews and a web survey answered by the energy and buildings sectors in Sweden, this thesis examines the level of cooperation between these two sectors, discusses trust issues between stakeholders, presents the factors that negatively impact cooperation, and provides recommendations for the minimisation of these factors. The findings presented in this thesis indicate an insufficient level of cooperation between the energy and buildings sectors in Sweden, to which the following factors have been identified to contribute in a negative a way: district heating monopolies; energy efficiency in buildings; building regulations; self-generation of electricity; and energy use patterns. The emphasis on self-interest by stakeholders within the both sectors appears to create trust issues between stakeholders. Accordingly, shifting the focus from self-gains to mutual gains is deemed necessary to improve the cooperation between the energy and buildings sectors. This, however requires significant changes in current practices and business models. It has been identified that the development of smart energy systems that allow a closer interaction between the energy and buildings sectors through flexible energy supply and use would minimise many of the factors that negatively impact cooperation. ; Klimatförändringen är en av de stora globala utmaningar vi står inför. I Europa läggs idag stort fokus på energisektorn, som står för 80 procent av det totala utsläppen av växthusgaser. Byggnader representerar 40 procent av energianvändningen och 33 procent av växthusutsläppen, vilket också ger byggsektorn en nyckelroll i den europeiska klimatstrategin. Samtidigt finns det starka beroendeförhållanden mellan energi- och byggsektorn på grund av den höga energianvändningen i byggnader och deras ökade betydelse som en aktiv komponent i det framtida energisystemet. Dessa beroendeförhållanden påverkar inte bara investeringsbeslut i de båda sektorerna, utan även effektiviteten i den europeiska klimatstrategin. Samarbete mellan energi- och byggsektorn kan få positiva effekter för både dem själva såväl som för miljön. Samarbete mellan sektorerna kan även uppmuntra innovation, förbättra energieffektiviteten i byggnader och tillåta en högre användning av förnyelsebar energi i energisystemet. Denna licentiatavhandling utforskar förhållandet mellan energi- och byggsektorn på företagsnivå genom att analysera data som samlats in med hjälp av intervjuer och en webbaserad enkät. Intervjuer och enkäter har besvarades av både energi- och byggsektorerna i Sverige. Denna avhandling studerar nivån av samarbete mellan de två sektorerna, diskuterar problem gällande förtroende mellan intressenter, presenterar de identifierade faktorer som försvårar samarbete och ger rekommendationer för att minimera dessa. Resultatet visar på en otillräcklig nivå av samarbete mellan energi- och byggsektorerna i Sverige. De faktorer som försvårar samarbetet är följande: fjärrvärmemonopol; energieffektivitet i byggnader; byggregler, egenproduktion av el och användarmönster. Naturligt finns ett egenintresse hos olika intressenter inom de båda sektorerna, och detta tycks ha skapat ett förtroendeproblem mellan de olika sektorerna Att byta fokus från egen vinning till gemensamma mål bedöms vara nödvändigt för att öka samarbetet mellan energi- och byggsektorerna. Detta fodrar dock stora förändringar både i nuvarande verksamhet samt i affärsmodellerna. Det har påvisats att utvecklandet av smarta energisystem som tillåter en större interaktion mellan energi- och byggsektorerna genom flexibel energiförsörjning och användning skulle minimera många av de faktorer som inverkar negativt på samarbetet.
Within the framework of the Swedish Climate Act and Climate Policy Framework there is a possibility for using negative emissions as complementary measures for climate change mitigation. With negative emissions is meant that CO2 is removed from the atmosphere and stored permanently (or at least for a very long time). There are several Carbon Dioxide Removal (CDR) techniques for removing CO2 from the atmosphere that are described in the literature. They are at varying stages of development and implementation, and include for example: Bioenergy with carbon capture and storage (BECCS) Afforestation and reforestation (AR) Soil carbon sequestration and biochar Enhanced weathering (EW) Direct air CO2 capture and storage (DACCS) In this report the focus is on capture and storage of biogenic CO2 (bio-CCS or BECCS), which is seen as having a future potential in Sweden. National greenhouse gas emission inventories are annually submitted to the UNFCCC. The current 2006 IPCC Guidelines and reporting rules for national emission inventories do not fully support, or even allow, reporting of negative emissions. A survey was made of reported data from other countries to the UNFCCC on carbon capture and storage (CCS, for long term storage) and carbon capture and use (CCU, CO2 is re-emitted within a shorter time). The survey shows that there are only a few countries who do report any such data, and that there seems to be differences (or difficulties) in the interpretation of the Guidelines. From the survey we could not find any specific reporting of negative emissions arising from capture and storage of biogenic CO2. To our knowledge, there is currently no large-scale capture of CO2 for long-term storage in Sweden (CCS). However, there have been several pilot studies on CCS and CCU (mainly of fossil CO2). Most likely there are also other CCU activities in addition to the one exemplified by Agroetanol in this report. A comparison of current Swedish reporting of biogenic CO2 emission to UNFCCC and to the Swedish PRTR (Pollutant Release and Transfer Register) shows that more biogenic CO2 emissions occur in Sweden than are reported to the UNFCCC. This discrepancy is mainly due to the allocation of emissions from the pulp and paper industry in the reporting tables, and the reporting rules of UNFCCC. Furthermore, at present there is no data collection in Sweden that provides all necessary data for reporting negative emissions. Such a system needs to be developed. Conclusions: There are currently no large-scale activities related to negative emissions in Sweden, except in the LULUCF sector. Some smaller scale activities and projects covering carbon capture and storage (CCS), or use (CCU) exist in Sweden. For transparent reporting of negative emissions to the UNFCCC, the Guidelines and CRF tables need to be improved. The ambiguous language concerning CO2 storage, capture and recovery in the Guidelines and CRF tables need to be clarified. To be able to estimate negative emissions in the future, Sweden needs to set up a data collection system. E.g. covering biogenic CO2 capture and storage through EU ETS, PRTR or national surveys. To enable follow-up of national GHG reduction targets, Sweden should create a system for data collection and negative emission estimation even if the UNFCCC guidance and reporting tables are not improved. The EU might take initiative and create a reporting system including negative emissions for EU member states in order to follow up on EU targets. Sweden could report information on negative emissions to the UNFCCC in the Swedish NIR even if they are not possible to report in the CRF tables. Rules for accounting of negative emissions in relation to reported CO2 emissions from fossil fuels need to be negotiated within the UNFCCC. Emissions from black liquor combustion in the pulp and paper industry, currently reported in the IPPU sector (Industrial Processes and Product Use), should be reallocated to the energy sector to improve transparency and completeness of reporting of biogenic CO2 emissions. The Swedish reporting of biogenic CO2 emissions in the annual inventory submissions to UNFCCC could be further improved by comparing with data from the Swedish PRTR reporting (SMP, Svenska MiljörapporteringsPortalen). Practices to ensure that no double-counting or omission of emissions occur in the Swedish GHG inventory is necessary in cases where CO2 is captured in one industry and used in another (CCU), e.g. in carbonated drinks or greenhouses. If CO2 captured in one country is exported for storage in another country the country of capture reports captured amounts (and any negative emissions), while the country of storage reports stored amounts. An arrangement should be made between the countries for example in the form of written agreements and regular exchange of relevant data for control and harmonization of the reporting. ; Inom ramen för klimatlagen finns möjlighet att använda negativa utsläpp som kompletterande åtgärd för att motverka klimatförändringar. Negativt utsläpp innebär att koldioxid (CO2) avlägsnas från atmosfären och lagras permanent (eller åtminstone under mycket lång tid). I litteraturen finns det flera tekniker beskrivna för att avlägsna CO2 från atmosfären(Carbon Dioxide Removal (CDR) techniques). Dessa befinner sig i olika utvecklingsstadier och i olika stadier av praktisk implementering, och inkluderar till exempel: Infångning och lagring av biogen CO2 (bio-CCS) Beskogning och återbeskogning (afforestation and reforestation) Kolinbindning i mark och lagring av biokol Ökad vittring Direktinfångning och lagring av CO2 från luft Rapporten fokuserar på infångning och lagring av biogen CO2 (bio-CCS eller BECCS), vilket anses ha en framtida potential i Sverige. verige rapporterar årligen nationella utsläpp av växthusgaser till Klimatkonventionen, UNFCCC. Genomgången visar att det bara är ett fåtal länder som rapporterar några sådana uppgifter överhuvudtaget, och att det tycks finnas skillnader (eller svårigheter) i tolkningen av riktlinjerna. I genomgången kunde vi inte hitta någon specifik rapportering av negativa utsläpp som härrör från infångning och lagring av biogen CO2. Av vad vi har kunnat ta reda på, förekommer för närvarande inte någon storskalig infångning av CO2 för långtidslagring (CCS) i Sverige. Det har dock funnits flera pilotstudier om CCS och CCU (främst fossil CO2). Sannolikt förekommer det fler CCU-aktiviteter i Sverige än den som exemplifieras med Agroetanol i rapporten. En jämförelse av nuvarande svensk rapportering av biogena CO2-utsläpp till UNFCCC och till svenska PRTR (Pollutant Release and Transfer Register) visar att det finns större biogena CO2-utsläpp i Sverige än vad som rapporteras till UNFCCC. Denna skillnad beror främst på hur utsläpp från massa- och pappersindustrin allokerats i rapporteringstabellerna (och på UNFCCC:s rapporteringsriktlinjer). Dessutom samlas för närvarande inte alla nödvändiga uppgifter in som behövs för rapportering av negativa utsläpp i Sverige. Ett system för insamling av dessa data behöver därför utvecklas. Slutsatser: Det verkar för närvarande inte finnas några storskaliga aktiviteter relaterade till negativa utsläpp i Sverige, förutom i LULUCF-sektorn (Land Use, Land Use Change and Forestry). Det finns några aktiviteter och projekt i mindre skala i Sverige som innefattar infångning och lagring av CO2 (CCS) eller infångning och användning av CO2 (CCU). För transparent rapportering av negativa utsläpp till UNFCCC behöver riktlinjerna och CRF-tabellerna förbättras. De oklara och svårtolkade instruktionerna kring lagring, infångning och "recovery" av CO2 i IPCC:s metodriktlinjer behöver förtydligas. För att kunna beräkna negativa utsläpp i framtiden måste Sverige inrätta ett datainsamlingssystem som t.ex. täcker infångning och lagring av biogen CO2. Detta skulle kunna ske via EU:s system för handel med utsläppsrätter (ETS), PRTR eller nationella undersökningar. För att möjliggöra uppföljning av nationella mål för minskade utsläpp av växthusgaser bör Sverige skapa ett system för datainsamling och beräkningar av negativa emissioner, även om UNFCCC: s riktlinjer och rapporteringstabeller inte förbättras. Det kan tänkas att EU tar initiativ och skapar ett rapporteringssystem som inkluderar negativa emissioner dit EU:s medlemsstater ska rapportera. Detta kan komma att behövas för att EU ska kunna följa upp sina mål. Sverige skulle kunna rapportera information om negativa utsläpp till UNFCCC i den svenska NIR:en (National Inventory Report) även om data inte kan rapporteras i CRF-tabellerna. Regler för bokföring av negativa utsläpp i förhållande till rapporterade CO2-utsläpp från fossila bränslen behöverförhandlas fram inom UNFCCC. Utsläppen från förbränning av svartlut i massa- och pappersindustrin, som för närvarande rapporteras i sektorn IPPU (Industrial Processes and Product Use), bör flyttas till energisektorn för att förbättra transparens och fullständighet irapporteringen av biogena CO2-utsläpp. Den svenska rapporteringen av biogena CO2-utsläpp i de årliga inventeringarna till UNFCCC kan förbättras ytterligare genom att jämföra med data från den svenska PRTR-rapporteringen (SMP, Svenska MiljörapporteringsPortalen). Rutiner behövs för att säkerställa att det inte uppstår någondubbelräkning eller utelämnande av utsläpp i den svenska rapporteringen till UNFCCC i de fall där CO2 fångas i en bransch och används i en annan (CCU), t.ex. till kolsyrade drycker eller i växthus. Om CO2 fångas in i ett land och exporteras för lagring i ett annat land är det landet som fångat in CO2 som rapporterar infångade mängder (och eventuella negativa emissioner), medan landet som lagrar den CO2 som exporterats rapporterar lagrad mängd. Någon form av överenskommelse bör göras mellan de två länderna, t.ex. i form av ett skrivet avtal som innefattar regelbundet utbyte av data för kontroll och harmonisering av rapporteringen.
Increasing evidence of anthropogenic climate change and the recognition that warming is likely to go beyond 2°C raises the need for responses that help people cope with the anticipated changes. The rise of attention to so-called climate adaptation on political agendas at the local, national and international scale has come about with a hastily growing field of academic knowledge production. But while adaptation choices are inherently political, adaptation has been largely considered a 'problem free' process and 'tame' challenge; only a relatively small strand of scholarly work engages in critical enquiry into the idea of adaptation, the discursive practices through which it is imagined, and related questions of power and politics. Responding to calls for more attention to the socio-political dimensions of adaptation and for conceptually embedded research, this thesis investigates the creation, interpretation and use of adaptation as a concept in research, policy and practice. Drawing on Poststructuralist Discourse Theory and the so-called Logics of Critical Explanation in particular, it develops a perspective through which the politics of adaptation can be investigated in a theoretically and methodologically consistent and transparent manner. Through a close analysis of official adaptation discourses at the international level, the EU level, and the national level in Germany, the thesis enquires into the discursive practices around adaptation responses and what these different discourses open up or limit in terms of broader implications for political action. The contributions of the thesis are empirical, methodological and conceptual. In addition to providing critical insights into contemporary understandings of adaptation, including revealing some depoliticising 'building blocks' in conventional adaptation discourses, the thesis makes two important conceptual contributions to the growing field of critical adaptation studies: (1) It suggests that the increasing interconnectedness between people and places makes it impossible to know whether adaptation efforts undertaken have in reality reduced net vulnerability or simply shuffled vulnerability across the board. Ignoring the potential for such redistributive effects can have significant consequences in practice and will likely lead to unsustainable and, in the long run, maladaptive outcomes. (2) It argues that non-rational and affective dimensions are vital to the emergence of adaptation responses and that paying attention to them is important if critical scholarship is to understand and intervene in the persistence of techno-managerial approaches to adaptation. Furthermore, to the field of critical policy studies this thesis makes a methodological contribution by developing a new analytical framework for poststructuralist policy analysis. ; Vi ser allt starkare bevis på att de antropogena klimatförändringarna, trots internationella ansträngningar att begränsa utsläppen av växthusgaser, troligen kommer att överstiga tvågradersmålet. Detta kommer att leda till omfattande förändringar av vår livsmiljö, vilket i sin tur kommer att kräva betydande åtgärder för anpassning. Intresset för klimatanpassning har ökat på lokala, nationella och internationella politiska dagordningar, samtidigt som forskningen på området har intensifierats. Men trots att besluten om implementering av specifika åtgärder i grunden är politiska, har klimatanpassningen ofta betraktats som en "problemfri" process, eller en "tam" utmaning. Hittills har endast en relativt liten del av forskningen analyserat den pågående debatten om anpassningen, samt hur de dominerande diskurserna och de föreslagna lösningarna är sammanlänkade med frågor om makt och politik. Den här avhandlingen sätter de socio-politiska dimensionerna av klimatanpassningen i fokus och undersöker empiriskt och teoretiskt hur själva fenomenet "klimatanpassning" uppstår, tolkas och används som ett begrepp inom forskning, politik och praktik. Med avstamp i poststrukturalistisk diskursteori – och i synnerhet det så kallade logikperspektivet (även kallat Logics of Critical Explanation, eller the logics approach)– vidareutvecklas här ett analytiskt ramverk som syftar till att undersöka anpassningspolitiken på ett konsekvent och transparent sätt. Med utgångspunkt i empiriska analyser av officiella anpassningsdiskurser på internationell nivå, europeisk nivå (EU) och nationell nivå i Tyskland undersöks hur olika diskursiva logiker möjliggör eller begränsar förutsättningarna för politiskt handlande. Avhandlingens bidrag är alltså såväl empiriska som begreppsliga och metodologiska. Empiriskt bidrar den med kritiska insikter och visar hur de vanligast förekommande samtida anpassningsdiskurserna innehåller viktiga avpolitiserande aspekter (till exempel genom att inkorporeras i en nyliberal marknadsdiskurs). Dess viktigaste teoretiska bidrag till det växande fältet av kritiska anpassningsstudier är för det första en diskussion om hur den ökande sammankopplingen mellan människor och platser gör det omöjligt att veta om arbetet för anpassning på specifika platser verkligen minskar den totala sårbarheten eller om det bara förflyttar sårbarheten någon annanstans. Att bortse från sådana omfördelningseffekter kan få betydande konsekvenser och kommer troligen att leda till ohållbara strategier – och därmed i längden till missanpassning snarare än anpassning. För det andra visar avhandlingen att icke-rationella och affektiva (känsloladdade) dimensioner är centrala i anpassningspolitiken och att det är viktigt att vara uppmärksam på dem för att förstå och förändra de nuvarande teknik- och managementorienterade anpassningsstrategierna. Avhandlingen bidrar även med metodologiska insikter till forskningsfältet "kritiska policystudier" genom att utveckla ett nytt analytiskt ramverk för poststrukturalistisk policyanalys.
