Tiraspol - the border city of Eastern Latinity

The paper focuses on the Moldovan border city – Tiraspol, belonging to the Eastern extremity of Latinity; de facto, being situated in the secessionist region of Transnistria. Tiraspol has developed next to the ruins of the ancient Greek city Tyras, founded about 600 B.C. by people from Miletus. Tiraspol is analysed as a border city of Eastern Latinity, following its legal status, name, geographical position, history, people, demographics, ethnic structure, international relations, cross-border relations, EUBAM mission. The city is presented through the prism of the Transnistrian conflict, an artificial and frozen conflict, which affects the natural socio-economic development of Moldova and afflicts the security of Europe in this region of the continent. From the geographical, historical and cultural points of view, the Europeaneity of Tiraspol can play a crucial role in developing an appropriate matrix at the border of Eastern Latinity.

This article investigates the influence of Duginist Eurasianism amongthe elites of the self-proclaimed Pridnestrovian Moldavian Republic.The investigative approach is divided into two major sections: theanalysis of Dugin's Eurasian vision and the investigation of theinfluences of Duginist Eurasianism among the elites of Tiraspol. Suchresearch is needed in the light of the political situation in EasternEurope, especially after the opening of the conflict in Eastern Ukraine.It is important to investigate the influence of Duginist Eurasianismin the Transnistrian region in order to anticipate possible decisionmakingdirections. In terms of understanding Duginist Eurasianism,the philosopher's perspective is investigated through his publications.The same analytical approach is taken in order to capture its positionin relation to the importance of the Transnistrian region in its ownEurasian plans. Regarding the research of the propagation of Dugin'sEurasianist ideas among the elites in Tiraspol, the perspectives of someof the region's politicians and intellectuals are investigated. Despite thedefinite presence of the influences of the Eurasian Duginist amongthe elites in the Transnistrian region, the research is not able to clarifyexactly the extent of the ideas among the Transnistrians. Importantlythough, the research records their existence and confirms their spreadamong the ruling elites in the second decade of the 2000s.

DEVELOPING STUDENTS' CREATIVITY THROUGH RESEARCH

This paper analyzes the concept of creativity as a component part of the research activity, both having a universal character, applicable in all spheres of human activity. The creative process is carried out in 4 stages (preparation, incubation, lighting and evaluation), on the realization of which depends if the solution for the researched problem will be found. In the learning process, the student manifests himself at the level of productive creativity (one of the four types of creativity), which involves a process of creating useful things based on the skills and abilities acquired, although these things can be achieved at a low level of originality. The research conducted by students refers to new knowledge, experiences, life lessons, obtained independently, being argued theoretically (with the help of scientific studies) and practically (in the laboratory called "literary work"). Within the research activity, the 3 dimensions of the creative personality are developed: imagination, judgment, taste.
World demographic policy: origins and evolution

The article reveals the fundamental principles of the origin and development of world population policy on the example of the earliest civilizations in the history of mankind. Contrary to the popular stereotypes about the emergence of the first practices of this policy during the period of ancient Chinese and ancient Greek civilizations, the article provides a reasoned justification for the earlier origin, formation and dynamic development of the practice of political and legal regulation of family and demographic processes. The authors pay special attention to the terminological foundations and the specifics of the interpretation of key concepts in the context of the subject field of the article. Using a wide range of sources, including historical evidence, works of art, statements of ancient authors (poets and historians), teachings, treatises, codes of laws, etc., the article concludes that the normative regulators of marriages, divorces and reproductive behavior were fully formed during the period under review. Analysis of the primary normative practices in the field of regulation of family and demographic processes show the clear link of ancient methods of influencing the components of demographic dynamics with the modern understanding of the essence and content of population policy in its global international meaning. Demonstrating the systemic nature of the ancient samples of this kind of state policy, the authors come to a structural presentation of its basic principles, the history of which dates back to the emergence of the phenomenon of statehood.
Model of Implementation of Cultural Policy of Transnistria in Conditions of the Modern Ethno-Cultural Landscape

In the paradigm fi eld of sociocultural research, the presence of variability of approaches to models of cultural policy is fi xed. Applying the typologies put forward by Russian and foreign researchers, such as A.E. Khrenov, A.S. Balakshin, A. Mol, E. Evertitt, A. Wisand, explicating these models in the context of the Pridnestrovian sphere of culture, this study substantiates the need to develop and the introduction at this stage of the development of society of such a model of cultural policy that would meet the modern needs of a multi-ethnic and cultural community subject to assimilation processes under the infl uence of the emerging geocultural and geopolitical situation. It is in the spectrum of these defi nitions that the existing models of cultural policy are considered, the implementation possibilities of which are determined by the goals, subjects and tools for its implementation, as well as the presence of effective actors (active creators) who have real opportunities to infl uence it. The determination of these provisions lies in the plane of choosing that vector of the country's cultural development, that optimal model of cultural policy, the election of which, in the context of sociocultural transformations, actualizes the importance of preserving the dominant integrative culture, against the background of giving a special role to cultural communities, creative associations and associations, showing their position on a par with state, taking into account the heterogeneity of the Pridnestrovian culture. The study, based on the triangulation of cultural and political-philosophical approaches, revealed the need to introduce a new model of the cultural policy of such a young state as Pridnestrovie, as a way to preserve the state integrity and civil identity of a multi-ethno-cultural republic, under the infl uence of globalization trends. According to the author, the most optimal is the "public model" of cultural policy, which has an institutional balance, is aimed at the dynamic development of culture at the societal and local levels, is distinguished by tolerance and transparency, but at the same time takes into account the national character of the population living in the given territory. In this connection, the study of this model is updated, the possibilities of its implementation in the prospective development of the republic, which allows aggregating the communicative interaction of the state with society, by supporting a dialogue within society, between its various segments and carriers of different identities.
Problems of Preservation of National and Cultural Identity in the Context of Cultural Policy of Transnistria

This article analyzes the historical prerequisites that influence the formation of the identity of the population of Transnistria, based on the common language, history, culture and statehood in the conditions of polyethnicity and multiculturalism of the republic with a "deferred legal status". Among the array of basic identities, the national-cultural one is viewed through the prism of regulatory, legislative, socio-cultural and linguistic policies aimed at protecting the cultural, educational and linguistic rights and freedoms of the Pridnestrovian people, strengthening the statehood of Transnistria with existing educational and cultural imbalances, as well as progressive reverse processes. When considering the current state of interethnic consolidation, attention is focused on the problems of preserving national and cultural identity, its markers are singled out, transformational processes are identified due to historical, political and ethno-cultural interactions, the dynamics of the ethnic composition of the population of Transnistria is analyzed. It is noted that in the ethnic structure over the past 30 years, the Moldovan ethnos (initially being the backbone of the statehood of the newly formed country) has given way to the Russian one, because the share of Russian citizens is already more than a third of the population (33.8%). At the same time, a part of the Transnistrians already self-identify as the "Pridnestrovian people". Thus, on the basis of the ideology of "Transnistrian internationalism", which allows representatives of more than 70 ethnic groups to coexist peacefully, a new community is being formed, which makes it possible to observe the transformation processes taking place in the study area in dynamics. Focusing on "Russian culture", the author focuses on the need to activate the mechanisms of creative bilingualism, the development of the ethno-festival movement, ethnographic event tourism of various ethnicities of the multinational Transnistria, which should be reflected in the ongoing State cultural policy. The author presents the directions of activity for the preservation of the national and cultural identity of the Transnistrian people in the key of ethno-cultural, communication and infrastructural processes.
