Inefficient infrastructures, lack of employment opportunities and poor social amenities are some of the rural challenges Nigeria is facing. These challenges persist mainly due to ineffective approaches used in tackling them. This thesis argues that Nigeria can improve this situation by taking a "territorial development" approach. The work develops an approach of "Territorial Rural Development" for Nigeria and shows conditions for its implementation. ; Die vorliegende Dissertation zeigt auf, dass Nigeria die Lebensbedingungen in ländlichen Regionen mit dem Ansatz der "Territorialen Entwicklung" verbessern kann. Häufige politische Veränderungen sowie Versäumnisse der Politik standen der Verwirklichung bisher jedoch entgegen. Vor diesem Hintergrund entwickelt die Arbeit einen Ansatz zur "Territorialen Ländlichen Entwicklung" in Nigeria und zeigt Voraussetzungen für eine erfolgreiche Umsetzung auf.
International audience ; This article aims to discuss the approach of the land concept within territorial development. Thus, we sought to understand the land as a spatial analysis unit in the development of emancipatory public policies for Brazilian countryside. Hence, a brief critical review of public actions intentionalities was made, aiming at the territorial development of small farmers' and peasants' production of the country, and resulting conflicts. Regarding these conflicts, the emphasis is in the fact that they create exit movements from a given land, which no longer offers neither survival conditions nor development to farmers, who reproduce their lifestyle somewhere else completing the triad of land derivations: deterritorialisation, territorialisation, and repossession. The territory is a result of these and conflicting different ends, caused by social groups and relations of power. So thinking about territorial development, consists in thinking the economic and social growth for each territory, with their interests and contradictions. ; Cet article a pour but de discuter des approches de la question foncière dans le cadre de l'aménagement du territoire. Nous avons cherché à comprendre le foncier en tant qu'élément de l'analyse spatiale dans le développement des politiques publiques d'émancipation mises en place dans les campagnes brésiliennes. Pour ce faire, nous avons réalisé une brève synthèse critique des objectifs de l'action publique pour l'aménagement des territoires où sont installés des paysans et petits exploitants, et des conflits qu'elle a générés. L'accent est mis sur le fait que ces conflits créent des mouvements d'émigration, à partir de terres qui n'offrent plus les conditions de la survie ou du développement aux exploitants. Ceux-ci reproduisent leur mode de vie ailleurs, ce qui complète la triade des effets dérivés de la question foncière : déterritorialisation, territorialisation et repossession. This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. . Against the backdrop of globalisation with tensions running high, white our planet struggles against climate change and the depletion of non-renewable resources, Africa is faced with the challenge of inventing original development models. These models need to address the considerable requirements generated by improvements in the standard of living, population growth and economic diversification, without reproducing traditional growth models that are no longer sustainable. This challenge is central to the African Union's Agenda 2063 for the structural transformation of the continent. It implies mobilising ail territorial resources available, in both urban and rural areas, in order to make full use of the range of existing spatial dynamics.
Relevance: The problems of sustainable development of rural areas are extremely relevant nowadays, especially in the context of deepening localization and the increasing role of territorial and natural resources. Research objective: The purpose of the article is to develop theoretical and methodological aspects of sustainable development of territories, encompassing rural areas with small urban settlements, based on the ecosystem approach to form a unified multi-level strategy for the development thereof. Method and data: The paper substantiates an application of the ecosystem approach to the development of rural areas in increasing the efficiency of rural businesses, budgetary spending through prioritization of state support recipients, stimulating sustainable development of enterprises and the industry, and increasing the consistency of regional economic policy. The conceptual foundations of this approach are presented, and an algorithm to select participants in a rural ecosystem is proposed. Results: The proposed approach allows operationalizing self-organization processes in an ecosystem, ensuring a balance of interaction processes of its participants. The research results have contributed to solving the problem of territorial socio-economic ecosystem formation by proposing an algorithm to select target indicators for achieving sustainable development goals, taking into account the specifics and development trends of territories. Conclusions: The conclusions arising from the conducted research provide scientists, government bodies with the necessary information for a better understanding of practical mechanisms to provide balanced territorial development, ensure the move from fragmentary unsystematic measures of state support to effective differentiated and targeted regional policy of rural areas.
Rural tourism in Romania has significant potential. The Romanian effort to develop and promote tourism in the rural area has been completed by the support provided by the European Union funds. In this context, the objective of this paper is to highlight the territorial development of the rural tourism market after the Romania's accession to the European Union. The methodology used is based on the synthesis of information from articles and studies published in specialty journals, in Government documents as well as in other development strategies on tourism and rural space. The results reconfirm that the supply of tourist accommodation in rural areas has shown a general upward trend, despite a slight decline during the global financial crisis, and the investments in rural tourism activity have a great advantage, i.e. job creation and maintaining the local (rural) labour, revitalization of rural localities, mainly those from the less-favoured and remote rural areas.
Introduction. It is extremely important to improve the management of territorial development and to determine the priorities of state regional policy and to harmonize national, regional and local interests. At the present stage, the institutional support for the development of territories is characterized by the slowness of state measures to implement reforms, the inconsistency of regional and local development and «point» bills. Therefore, today there is an urgent need to explore the essence of institutional imbalances and their impact on the management of territorial development.Purpose of the research. Research of defining features of the development of territories, the characteristics of the evolutionary transformations of the state regional policy of Ukraine and the definition of institutional imbalances in the modern management model and their impact on the development of territories.Research methods. To achieve this goal, the following research methods were used: system analysis, systematization, generalization - to identify signs of development of territories; chronological - to study the peculiarities of the evolutionary transformations of the state regional policy of Ukraine; institutional analysis - to determine the impact of institutional imbalances on the development of territories.Results. The signs of the development of territories are highlighted, namely: the impact of the development of territories on the national economy as a whole; rational use of various territorial resources through effective institutional mechanisms and management tools; development is always associated with the spatial organization of the territory; the real development of territories is based on partnership relations between public authorities, business representatives and the public. The features of evolutionary transformations and the current state and specificity of the state regional policy of Ukraine are investigated: from smoothing disproportions in regional development and solving point chronic problems to socio-economic cohesion and unity of the country and sustainable growth in the quality of human life, regardless of where he was born, where he lives now and where he will live in the future. It has been proved that decentralization is primarily due to the declared state regional policy, which determines the scale and pace of reforms, and that the relationship between decentralization and the development of territories is ambiguous, since in the context of the new state regional policy, the problems of institutional support for managing the development of territories lead to a number of contradictions and imbalances. , namely: the formation of a hierarchical system of regional and local authorities has not been completed; low involvement of state authorities and local self-government bodies at the district and regional level in the processes of organizing cooperation between territorial communities; lack of a full-fledged system for monitoring the impact of reforms on the development of territories; inadequate participation in the territorial development management model of the Regional Development Agencies; the development of territories requires not only their effective functioning, but also ensuring economic security. It has been determined that the development of territories requires both the effectiveness of measures of state regional policy and the development of local authorities, since the decentralization reform itself will be perceived as an expansion of the powers of local authorities, and therefore the ability of local residents to develop, finance and implement local policy.Perspectives. In the conditions of realization of the new state regional policy the prospects of further scientific researches are directions of improvement of institutional maintenance of management of development of territories.
