Rather than viewing the opposition presidential victory in 2000 as the end of Taiwan's decades-long protracted transition, this article argues that the end of transition was marked by Taiwan's first direct presidential election in 1996. The dominant-party Kuomintang (KMT) regime cobbled together on Taiwan since the 1940s went beyond top-down authoritarianism, as the party's leadership designed a political machine that deeply penetrated local society, enticing ordinary Taiwanese into political networks whose ultimate function was to support the KMT party-state. The participants' long experience with iterated bargaining over rules of competition trained the KMT & its opponents to expect incremental changes in response to repeated demands. Unlike opposition leaders in rapid transitions, for whom the negotiation of a pact offers the first (& sometimes only) opportunity to help define the rules of politics, Taiwan's opposition politicians saw these conferences as rungs on a ladder. This paper looks at several developments that have taken place in domestic politics on Taiwan since the election of Chen Shui-bian as president of the Republic of China on Taiwan in 1998. After discussing the political successes and failures of the incumbent Chen administration, it analyses its strategy in dealing with the consequences of divided government. Some of the problems encountered by the administration are traced to changes in the political system of Taiwan that took place during the presidency of Lee Teng-hui. The paper also deals with the new role of the president as chief executive and functioning of the legislative. Finally, the reaction of the major political parties to the changes in the political situation is explored.

The purpose of this study is to explore the interplay of language policy & ethnic politics in the context of the Native/Mainlander competition in Taiwan. First of all, languages will be examined as an instrument of group solidarity, be it a national or ethnic one. Second, we will examine how the seemingly simply selection of a phonetic system of street signs initially embarked upon in Taipei, the capital of Taiwan, has evolved into a national controversy involving heated debate within not only the National Language Promotion Committee but also the National Legislature, & eventually led to the disgraceful dismissal of the Minister of Education. Third, the focus will be on the recent call by sonic, national legislators for the adoption of Hoklo as a second national language in addition to Mandarin. 13 References.
