The article synthesizes information on database analysis of state, municipal, and regulated procurement through which Russian contract institutions and the market model are investigated. The inherent uncertainty of quantity indicators on contracting activities and process is identified and explained. The article provides statistical evidence for heterogeneous market structure in state and municipal procurement, and big player's dominance. A theoretical model for market behavior, noncooperative competition and collusion is proposed, through which the major trends are explained. The intrinsic flaws and failure of the current contracting model are revealed and described. This ineffectiveness is regarded to be not a limitation, but a challenge to be met. If responded to, drivers for economic growth and market equilibrium will be switched on.

An overview of the very complex aspects of community development as they relate to financial institutions may be put into context with a reiteration of one of the basic tenets of American philosophy as stated in the Housing Act of 1949; that it be the policy of the United States Government to provide every American family "a decent home and a suitable living environment." As we narrow our focus to the more specific problem of decaying urban neighborhoods, we are faced immediately with the question of responsibility.

This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This work which presents the most recent and innovative research on inter-local collaborative arrangements will appeal to practitioners as well as scholars of local government, public economy, public administration and policy.

This article empirically examines the formation of municipalities in the USA. It traces change in unincorporated areas over decades to determine how basic dimensions of population heterogeneity affect the probability of municipal incorporation. The article also examines how state legislation on local government autonomy affect the probability of municipal incorporation. To guide the research, this article follows theory on local government boundary change and the Tiebout hypothesis – literatures interested in the role of municipal fragmentation in tax-and-service differentials within metropolitan areas. Main findings are that income heterogeneity raises the probability of municipal incorporation and state restrictions on local government autonomy lower that probability. I present a boundaries-normalised data set that can be useful for research extensions.

AbstractIn an effort to understand subnational borrowing, this article explores how three Brazilian institutions—the 1988 Constitution which mandates revenue and expenditure assignments among the levels of the federation; the national Law of Fiscal Responsibility, which imposes expenditure and debt limitations on all levels and branches of government; and various borrowing arrangements—affect the municipal borrowing environment. These institutions are examined in light of de Mello's (2001) policy recommendations for strengthening efficiency and fiscal discipline in subnational borrowing. The institutions of Brazilian borrowing were found to have some of de Mello's recommendations, with the new Constitution and the Law of Fiscal Responsibility making progress towards increased fiscal responsibility, but the current borrowing arrangements serving to maintain a controlled system that is not conducive to responsible municipal borrowing.
