Customs tariff reforms in Mongolia

Mongolia has been pursuing a free trade policy since the transition to a market economy, and today, with a sharp increase in imports and a boom in raw materials exports, domestic production has fallen, and the country became overly dependent on mining products. Therefore, there is an urgent need to review the methods for implementing foreign trade policy, to study their optimal use and update them effectively. This study examines how Mongolia's import tariff regulations have been reforming since the transition to a market economy, and discusses some potential impacts of the import tariff reform on the Mongolian economy.

Philippine Tariff Reforms: A CGE Analysis
The Philippines undergoes a tariff reform program. After more than a decade of implementation, significant achievements have been attained in terms of changes in the tariff structure. For example, quantitative restrictions on important commodities have been tariffied. The tariff structure has been simplified from a multi-layered one into a structure with fewer tariff rates. Furthermore, tariff rates have been substantially reduced. The objective of the paper is to analyze the effects of the tariff reform program using a computable general equilibrium model calibrated using Philippine data. The primary focus is on the change in the tariff structure and its impact on efficiency, resource movements, income distribution, and welfare.

AbstractWe investigate the impact of tariff reform—which serves as the main instrument of trade liberalisation—on income inequality in Indonesia, using a panel dataset of 26 provinces for the period of 1977–2012. Our study provides evidence from a long period of trade liberalisation analysis and offers some valuable insights into the nexus between trade liberalisation and income distribution. We find that relative inequality was reduced more in provinces that had more exposure to input tariff liberalisation. Furthermore, the results also suggest that tariff cuts play an important part in poverty reduction.

Belarus Heat Tariff Reform and Social Impact Mitigation
The government of the Republic of Belarus plans to increase district heating tariffs to cost recovery levels and gradually phase out subsidies, replacing them with social assistance programs. Residential district heating tariffs in Belarus are currently at roughly 10–21 percent of cost-recovery levels. District heating subsidies are highly regressive, add costs to business, and create significant fiscal risks and macroeconomic vulnerabilities. Belarus Heat Tariff Reform and Social Impact Mitigation analyzes the social, sectoral, and fiscal impacts of the proposed tariff reform and identifies and recommends measures to mitigate adverse impacts of district heating tariff increases on the households. The analysis shows that a negative social impact is manageable if a tariff increase is accompanied by countervailing measures to compensate for the loss of purchasing power—in particular that of the poor—through targeted social assistance and energy efficiency programs. The reform is more likely to be successful if communication campaigns to address consumer concerns are carried out before significant price increases, and consumer engagement and monitoring systems are established. When tariff reform and mitigation measures are properly sequenced and coordinated, the reform will become more socially acceptable, consumers will benefit from better quality of services, the government will achieve positive fiscal savings, and the district heating sector will become sustainable in the long term.
