Institutional Structures for State Growth Management: An Examination of State Development Plans

State attempts to influence land use and development patterns have waxed and waned over the years and vary extensively from state to state. Among the approaches, states have taken toward these ends are the construction, adoption, and implementation of state development plans (SDPs). This article examines SDPs in five states: Connecticut, Delaware, Florida, New Jersey, and Rhode Island with a particular focus on their institutional structure. Unlike the institutional structure of local planning, where the participants and their roles are relatively well established and uniform nationwide, there exist considerable differences in the development, adoption, and implementation of state plans. Each of the five states thus offers unique insights for addressing intergovernmental relationships in land-use planning.

the present work is part of the research topics of Sport, Physical Culture, Leisure and Recreation Researchers Network, which aims to dialogue between specialists interested in studying and reflecting on "Sport, Culture and Society" as a thematic axis. The question that arises this work is: how does public policies takes on leisure in Mexican daily life? Public policies are generated within a framework of procedures, institutions, and government organizations, as action strategies. In this sense, sport leads us to question whether public policies in Mexico pay attention to it and how they are taken up in the State Development Plans. ; El presente trabajo se inscribe en las líneas de investigación de la Red de Investigadores sobre Deporte, Cultura Física, Ocio y Recreación, que tiene como propósito establecer un diálogo entre diversos especialistas interesados en estudiar el eje temático "Deporte, cultura y sociedad". La pregunta que motiva esta investigación es: ¿de qué manera las políticas públicas retoman la idea de ocio en la vida cotidiana mexicana? Las políticas públicas se generan en un marco de procedimientos, instituciones y organizaciones gubernamentales, en tanto estrate- gias de actuación. En este sentido, la pregunta conlleva a cuestionarnos si las políticas públicas en México le prestan atención al ocio y al tiempo libre y cómo es retomado en los Planes Estata- les de Desarrollo.

Zentrale Orte im Zielsystem des neuen Landesentwicklungsplans Nordrhein-Westfalen

Das Zentrale-Orte-Konzept in Nordrhein-Westfalen fußt auf landesplanerischen Überlegungen aus den 1970er Jahren (LEP I/II 1979). Im Entwurf zum neuen LEP wird daran unverändert festgehalten. Die Einstufungskriterien für Zentrale Orte werden jedoch - wie bereits 1995 - nicht fortgeschrieben. Soll nun - wie vorgesehen - eine Validierung des Zentrale-Orte-Konzepts erfolgen, sind jedoch ebensolche Kriterien erforderlich. Ausgehend vom Zielsystem im Entwurf zum neuen LEP werden in diesem Beitrag konkrete Ansätze zur empirischen Überprüfung des Zentrale-Orte-Konzepts abgeleitet. Insbesondere geht es um Hinweise zu zentralörtlich relevanten Einrichtungen, zu Tragfähigkeits- und Erreichbarkeitsstandards, zum Erfordernis einer raumstrukturell differenzierten Betrachtung sowie für eine geeignete Methodik zur Zentralitätsmessung.
