All contributions examine the extent to which spatial aspects constitute a condition for successful governance in federal systems. Spatial developments influenced by the world wide trend of globalisation have far-reaching consequences for economic and fiscal policies. Several subjects are identified as the dominating future challenges for federal systems with regard to regional economic development and growth. Interpreting the experiences of several countries, the papers presented are dealing with the regional perspective of spatial externalities and public goods, challenges and problems of agglomerations, the regional incidence of public budgets, the concept of competitive federalism as well as the politics of urban change and metropolitan government. The final discussion deals with challenges of demographic change for the political and institutional structure of federal systems as well as the future demand and supply side of decentral public infrastructure.

The article presents the spatial aspect of population research in Lithuania, its causes and possibilities for such research. It states that population research in Lithuania is not carried out on a sufficiently detailed scale, so this increases the probability that the emerging or long-standing social problems will not be observed. These problems are especially relevant in cities that have a high diversity of different ethnic, socio-demographic, socio-economic and other population groups. And the main reason why many large-scale population researches have not been carried out in Lithuania is the country's weak traditions of detailed research and social statistics. There are also a lot of methodological problems with official detailed statistical data submission, which makes difficult to use them. This article proposes the methodology for population research using the detailed population census data of 2011, illustrated by an example of the analysis of the ethnic structure of the three major Lithuanian cities. After the analysis it can be stated that such territorial distribution of the ethnic structure in cities was influenced by historical conditions.

However, making international news attractive is increasingly dicult. Today, one of the main strategies employed by journalists consists in mentioning individuals in the news. The reader is supposed to identify with the mentioned individual(s), and the story is expected to be more successful as a consequence. This paper investigates the interest of using quali-quantitative content analysis to study the semiotics of international news. We analyse six daily newspapers from three developed countries and examine three complementary aspects of the relation between individuals and international news : the level of personication, the type of individual mentioned and the geographical scale to which individuals is connected.
