Nearly 17% of people without asthma smoke. But surprisingly, even more people with asthma smoke. About 21% of people with asthma smoke, even though cigarette smoke is known to trigger asthma attacks. Smoking rates are different from state to state. The percentage of people with asthma who smoke ranges from about 12% in Minnesota and Utah to about 32% in Kentucky. Fires and burns are among the top ten leading causes of unintentional death in the United States, with thousands of deaths occurring annually. The majority of these deaths and injuries occur in residential fires, and cigarettes have been identified as one of the leading causes of these fire-related deaths. In this paper, I explore the relationship between cigarette smoking and fires caused by cigarettes in the United States. As fewer people smoke, there is less opportunity for fires to start as a result of cigarettes. However, the magnitude of any reduction is in question as it is not obvious that the people who quit smoking are the ones who start fires. I also examine the contribution of tobacco-related public policies in influencing the incidence of cigarette-related fires. I use a state-level panel of reported fires over time to estimate both the structural and reduced form equations for cigarette fires. Results indicate that reductions in smoking and increases in cigarette prices are associated with fewer fires. However, laws regulating indoor smoking are associated with increases in some types of fires. Specifically, workplace restrictions and bans are associated with increases in fires in all locations and in residential units. However, health behavior is highly heterogeneous, and so are individual responses to public policies such as taxes or restriction on use. We investigate the effect of a workplace smoking ban which took place in France in 2007. By its national aspect, the French reform offers a good case to study the effect of workplace smoking bans. Using original data on patients who consult tobacco cessation services, we show that the ban caused an increase in the demand for such services, and in the number of successful attempts to quit smoking. However, using survey data, we show that the ban had no measurable effect on overall prevalence in the general population. Models of quasi rational smoking behavior may offer an explanation for these two apparently contradictory findings.

"The Freedom House letter suggests that there is a strong correlation between democratic deficits in Georgia and President Saakashvili's ability to go to war with Russia. The letter's implication is obvious: had more robust democratic institutions been in place, the war between Russia and Georgia might not have occurred. In this paper, I argue that U.S. government assistance to Georgia since 2003 has failed to support robust democratization, focusing too much on strengthening the executive branch of the Georgian government. Once Saakashvili took office, Washington reduced funding to critical democratization programs, especially those that supported independent media and civil society organizations. This shift in U.S. assistance, which contributed to the slowdown of democratic consolidation in Georgia, demonstrates that U.S. aid is critical to Georgia's political development."--from pages 69-70

Purpose: To evaluate sociodemographic differences in the relationship between state and national anti-smoking media campaigns and cessation behaviors among adult smokers in the U.S. Design: Repeated cross-sectional analysis. Setting: U.S. nationally representative survey of adults ages 18 and older, 2001-2015. Subjects: 76,278 year-ago smokers from the 2001-2015 Tobacco Use Supplement to the Current Population Survey. Measures: Area-level exposure to State-sponsored and "Tips from former smokers" anti-tobacco media campaigns was the primary predictor of this study. Outcome variables included: quit attempt in the past 12 months, past 30-day smoking cessation, and past 90-day smoking cessation among year-ago smokers. Analysis: We conducted modified Poisson regression models to examine the association between media campaign exposure and cessation behaviors. We also examined effect modification on the additive scale by sex, race/ethnicity, income, and education using average marginal effects. Results: Year-ago smokers with greater exposure to media campaigns were more likely to report 30-day (Prevalence Ratio [PR]: 1.18, CI: 1.03, 1.36) and 90-day cessation (PR: 1.18, CI: 1.00, 1.41) compared to respondents with less campaign exposure. We found no evidence of effect modification by sociodemographic variables. Conclusion: Exposure to anti-smoking media campaigns were associated with year-ago smokers' cessation behaviors. However, there were no differences in the association by sex, race/ethnicity, income, or education, indicating that broadly focused media campaigns may be insufficient to reduce smoking cessation among priority populations, and thus health disparities generally.
