"Der vorliegende Beitrag präsentiert die soziologische Analyse eines automationsunterstützten sog. 'intelligenten' bzw. 'smarten' Videoüberwachungssystems zur Detektion von Kfz-Delikten. Das Überwachungssystem soll verdächtiges Verhalten in Garagen durch softwarebasierte Videoanalyse eigenständig erkennen und weitere Schritte zur Verfolgung der Täter einleiten. Hierzu ist geplant, das System mit diversen Funktionen und Sensoren aus dem Bereich der Gebäudeautomation zu koppeln. Die Analyse des Überwachungssystems zeigt eine deutliche Diskrepanz zwischen technischer Machbarkeit und den tatsächlichen Anforderungen im Alltag. Trotz der hohen jährlichen Deliktfallzahlen im städtischen Bereich, ist die Zahl an Vorfällen in den einzelnen Garagenobjekten verschwindend gering, vor allem in Relation zur Frequenz an Bewegungen und der Heterogenität an Aktivitäten. Zudem gibt es keinen haltbaren Nachweis darüber, wie typische Verhaltensmuster von Tätern tatsächlich aussehen. Dies hat eine hohe Zahl an Fehlalarmen zur Folge, weil auch normale Situationen als verdächtig eingestuft und als sicherheitskritische Momente vom Überwachungssystem produziert werden. Darüber hinaus gibt es eine Reihe an grund- und datenschutzrechtlichen Problemen. Es besteht die Gefahr diskriminierender automatisierter Einzelentscheidungen mit strafrechtlichen Konsequenzen für die Betroffenen. This article reviews the agenda-setting process which led to the approval of the Smart City concept by the Brussels Region in 2014 and questions the public policy choices aimed at making Brussels a "smart city". While one of the theoretical objectives of the Smart City is to decompartmentalise public action by promoting the implementation of cross-cutting policies through the use of technology, it is clear that the policies of Brussels in this area remain essentially limited to the competences of the regional technical body. This article attempts to understand why a cross-cutting policy in the area of mobility – a sector which is normally a priority for this type of project – has not emerged in the framework of the Brussels Smart City, while a security policy has gained a foothold as its main focus. The centralisation of regional video surveillance is the only policy of the Brussels Smart City project which has managed to overcome regional institutional compartmentalisation. This article therefore demonstrates how the regional political and institutional organisation in Brussels influences public policy choices.

Abstract This paper analyzes the influence of government support on the implementation of video surveillance, one of the tools usable in smart cities, and the effect of this technology on the performance of public security in the city of Recife. With a qualitative approach, the study locus was the Integrated Center (CIODS), which encompasses the public security forces and provides the video monitoring service in Recife. Interviews were conducted with video surveillance operators. The results show that government support is essential; however, in Recife, it is understood as insufficient for the use of innovations in public security, especially concerning the technology analyzed here. It is concluded that integration between agencies in the video surveillance system favors the expansion and applicability of the concept of smart cities to Recife.

Smart home technologies (SHT) are becoming more and more widespread. The commodification of the household and the surveillance of family life by companies have understandably sparked numerous questions. It should not be forgotten, however, that SHT also bring family members convenient tools to surveil each other. Parental and partner surveillance, further referred to as intimate surveillance, have rarely been studied with regard to the smart home. This article empirically explores intimate surveillance behaviours, intentions and motivations by drawing on an online survey study ( n = 715) with parents and partners. Overall, the results show that intimate surveillance takes place with SHT, that parental surveillance intentions are higher than partner surveillance intentions and that care is considered a relevant motivation for intimate surveillance. Furthermore, this study invites to be mindful of the specificities of surveillance practices, and encourages researchers to be explicit about their assumptions on the underlying motivations for intimate surveillance.

International audience ; Intelligent video tracking technology is the digital video processing and analysis of an important field of application in the civilian and military defense have a wide range of applications. In this paper, a systematic study on the surveillance video of the Smart in the agricultural tracking, particularly in target detection and tracking problem of the study, respectively for the static background of the video sequences of moving targets detection and tracking algorithm, the goal of agricultural production for rapid detection and tracking algorithm and Mean Shift-based translation and rotation of the target tracking algorithm. Experimental results show that the system can effectively and accurately track the target in the surveillance video. Therefore, in agriculture for the intelligent video surveillance tracking study, whether it is from the environmental protection or social security, economic efficiency point of view, are very meaningful.

The Air Force has increasingly invested in persistent surveillance platforms gathering a large amount of surveillance video. Ordinarily, intelligence analysts watch the video to determine if suspicious activities are occurring. This approach to video analysis can be a very time and manpower intensive process. Instead, this thesis proposes that by using tracks generated from persistent video, we can build a model to detect events for an intelligence analyst. The event that we chose to detect was a suspicious surveillance activity known as a casing event. To test our model we used Global Positioning System (GPS) tracks generated from vehicles driving in an urban area. The results show that over 400 vehicles can be monitored simultaneously in real-time and casing events are detected with high probability (43 of 43 events detected with only 4 false positives). Casing event detections are augmented by determining which buildings are being targeted. In addition, persistent surveillance video is used to construct a social network from vehicle tracks based on the interactions of those tracks. Social networks that are constructed give us further information about the suspicious actors flagged by the casing event detector by telling us who the suspicious actor has interacted with and what buildings they have visited. The end result is a process that automatically generates information from persistent surveillance video providing additional knowledge and understanding to intelligence analysts about terrorist activities.
