Background: A Hospital Supervisory Agency was established to assist hospitals to maintain their service quality. However, not all provinces have an effective Hospital Supervisory Agency. One of the Hospital Supervisory Agency that have run properly is Yogyakarta Provincial Hospital Supervisory Agency.Aim: This study analyzed the success factors of Yogyakarta Provincial Hospital Supervisory Agency in implementing supervision and mentoring to hospitals in Yogyakarta according to the Indonesian Government Regulation Number 49 of 2013.Methods: This study employed a secriptive-qualitative approach and was conducted in Yogyakarta from January to June 2019. Data were collected with in-depth interview to informants chosen by purposive sampling technique.Results: Yogyakarta Provincial Hospital Supervisory Agency could construct a mindset that hospitals will get benefits when partnering with them. Also, the members of Yogyakarta Provincial Hospital Supervisory Agency had strong commitment and work ethic to create innovative strategies and networking to many related stakeholders in spite of low funds from Yogyakarta Provincial Health Office or Yogyakarta Government.Conclusion: The success factors of Yogyakarta Provincial Hospital Supervisory Agency is determined by the high commitment of the members and well-built cooperation between Yogyakarta Provincial Hospital Supervisory Agencyand all hospitals in Yogyakarta.Keywords: Hospital Supervisory Board, success factors, mentoring, supervision.

This study aims to analyze the role of Bawaslu in implementing non-military defence that occurs in the context of money politics. The research process tries to examine the cases that occurred in the Regional Head Election in Malang Raya. Money politics is a type of election violation, namely by giving and distributing money to prospective voters to be able to vote for that candidate. Money politics is closely related to corrupt behaviour and is a national threat. Therefore we need one step in anticipating this so that this does not happen again. This research uses qualitative research methods. Data mining was carried out, utilizing in-depth interviews with several sources to be able to extract primary data. Furthermore, literature studies are also used to enrich research data. The results showed that the General Election that occurred in Malang Raya was an election that was quite lively with money politics. Although the steps taken by the regional Bawaslu are quite reasonable, some adjustments and strengthening are still needed so that a similar thing does not happen. Some things that can be done are to include Bawaslu and money politics into the PKBN module. Besides, strengthening the intelligence function in election supervision is also essential.

This research examines the the effectiveness of election administration law enforcement by the General Election Supervisory Agency in the application of Law no. 7 of 2017 concerning Elections related to handling violations, namely Article 461 paragraph 6 and Article 464 of Law Number 7 of 2017 in handling administrative violations in the 2019 Election at Southeast Sulawesi. With the various forms of Administrative Election violations found in the 2019 General Election, it takes hard work from the Election Supervisory Agency (Bawaslu) to handle administrative violations in order to create the 2019 Election that is fair, honest, and free of various kinds of violation. The method of this research uses empirical normative legal research with a statue approach. The results showed that administrative violations processed by Bawaslu of Southeast Sulawesi Province reflect the effectiveness of the application of Article 461 paragraph 6 and Article 464 of Law Number 7 of 2017 in handling administrative violations in the 2019 Election at Southeast Sulawesi. Bawaslu of Southeast Sulawesi Province has handled 5 (five) administrative violations with verdicts that do not meet the formal and material requirements, 2 (two) administrative violations with a verdict not proven legally and a verdict proven legally. This achievement is an effective performance of making verdict that lead to doing things right, which contributes to fulfill mission or achieve goals of agency. The violation was caused by the reported party's unconsciousness that it qualifies as a violation and the reported lack of awareness in implementing direct, general, free, confidential, honest and fair in the administration of elections. From the aspect of legal culture, the general public or the parties misunderstand that their actions are classified as violatios in election.

This research begins with the number of liquid vapor which spread in Indonesia that is not licensed by BPOM, and there is no clear law for liquid vapor, so there is no clarity from legal protection against liquid vapor consumers who are not licensed by BPOM. Therefore, in this research, the formulation of the problem is as follows: Is there legal protection against liquid vapor consumers who are not licensed by BPOM? The purpose of this research is to determine whether there is legal protection against liquid vapor consumers who are not licensed by BPOM. So this research can be useful for subsequent research that has the same theme and beneficial to researchers, liquid vapor consumers and also for the government. The research method used is the normative method. Normative research methods use the statute approach. The result of the research shows that there is a legal protection for liquid vapor consumer who is not licensed by BPOM, which is reviewed from the Law of the Republic of Indonesia Number 36 Year on concerning the health of Article 113 paragraph (1) and Article 114, Law of the Republic of Indonesia Number 8 Year 1999 on Consumer protection Article 8 paragraph (1) c and paragraph (1) i, Regulation of the Head of the Food and Drug Supervisory Agency of the Republic of Indonesia Number 4 Year 2017 on the Supervision of the Importation of Drugs into the Territory of Indonesia Article 4 paragraph (1). ABSTRACTThe purpose of this study is to examine the influence of the appropriateness of compensation, the effectiveness of internal control systems and the organizational ethical culture on fraud in government agency. The dependent variable used in this study is fraud in government agency, while the independent variables used are the appropriateness of compensation, the effectiveness of internal control systems, and the organizational ethical culture. This study uses a sample of 105 respondents at BPKP Jakarta Representative Office. Sampling technique is conducted using convenience sampling method. Data analysis method used is multiple linear regression statistical analysis. Results of regression analysis show that the appropriateness of compensation has positive effect on the occurrence of fraud in government agency, the effectiveness of internal control system has negative effect on fraud in government agency, and the organizational ethical culture has no significant effect on fraud in government agency.

This study was conducted to explore the effect of the intervention of the LPD management, professional expertise, and work experience on the independence of the LPD internal supervisors. The purpose of this study is to obtain facts related to the extent of the role of LPD internal supervisors. If it is proven to have an effect on the LPD. The results of this study are expected to help the provincial government to develop a regulation that can improve the quality of the LPD supervisory board members themselves. This study uses 54 LPDs, with unhealthy LPD criteria, which scattered throughout the territory of Bali. Data collection techniques using a questionnaire distributed to the chairman and members of the internal supervisory as research respondents. Hypothesis testing uses Multiple Linear Regression analysis techniques, with a validity and reliability test preceded for research instruments that are suitable for use in this study. the results of this study explain that the Management Intervention Variable has a significant negative effect on the Independence of the Internal Supervisory Board, Professional Variables Have a significant positive effect on the Independence of the supervisory board, Variable work experience has no significant effect on the independence of the internal supervisory board.

In order to overcome currency of dangerous cosmetics, medicines and foods, so that the eforts of the trackling need to be enhenced, from society, government institution and upholder of laws institution which in this case is BPOM. The aim of POM is to discovery, prevent and control products included to protect consuments safety and healthy. BPOM has national and international network linking and also authority of laws and has high professional credibilies. That's why this reaserch was aimed to find out an appropriate of laws strategy that could be taken by BPOM as institute which has authority to ward off and giving law protection for the consuments caused of the accurancy of dangerous cosmetics and food. Based on this research and it's discussion, that is the regulations of cosmetics products must be fulfilled as attached rules regarding of pasal 2 the judgement of BPOM RI no. HK.00.05.4.1745 about cosmetics, the purpose of BPOM Jambi in order to warding off dangerous cosmetics and food currency for healthy, is appliying two stages of control those are pre-market and post-market. As the eforts of post-market control, BPOM continouesly gives education to consuments through communication, information and aducation and also publish public warning to society if it's found dangerous cosmetics and foods, and increas the collaboration with related agency such as official of healthy and tha official of perindag so that the use of dangerous materials could be controlled. The control of cosmetics, medicines and foods (POM) comprehensively covering pre-market nad post-market evaluation and post-market control would be held routine and continously by BPOM. The effort of safety to protect society from currency of danggerous cosmetics and foods, had fulfilled the regulation of mutual rules and or safety and or benefits, and controling activity and safety afforementioned in the case of cismetics and food could be fulfilledz so that there were some eforts non pr ojustitia and pro justitia.

AbstractThe Elections Supervisory Agency, in Indonesia known as Bawaslu (Badan Pengawas Pemilu), is the supervisor for all elections in Indonesia. The Agency has many roles, authorities, and obligations. One of their authorities is to oversee the activities of campaigns in various platforms, including the social media. The Agency has an authority to ensure and to keep the election participants not to violate campaign rules. They are obliged to ensure no misuse of social media, considering that the social media has been platforms to spread hoaxes and hate speeches–activities that can disrupt and undermine the ongoing democratic process. This study aims to explain the achievements of Bawaslu in carrying out the process of monitoring social media, the obstacles, the findings, the enforcements, and the importance of the role of state institutions. Prior to the prosecution, such as taking down media content, account deletion, or criminal prosecution, it is necessary to pay attention to the existing legal rules. This study performed analysis employing qualitative method with juridical-empirical approach. The data consisted of the spread of hoaxes and hate speeches that are spread on social media during the course of the 2019 Election stages. Bawaslu berkewajiban memastikan agar tidak ada penyalahgunaan media sosial dengan berita bohong (hoax) dan ujaran kebencian (hate speech), yang dapat menganggu dan merusak proses demokrasi yang berlangsung. Akan tetapi pengawasan di media sosial memiliki persoalan tersendiri karena dibutuhkan keseimbangan antara pembatasan kebebasan berbicara dan aturan mengenai ujaran kebencian. Artikel ini berusaha untuk menjelaskan, apa saja yang sudah dilakukan oleh Bawaslu dalam melakukan proses pengawasan di media sosial, hambatan yang dialami, temuan yang ditindak lanjutin dan pentingnya peran antar lembaga negara. Sebelum dilakukan proses penindakan baik penurunan konten, penghapusan akun serta proses pidana, perlunya memperhatikan aturan hukum yang ada. Analisa dalam tulisan ini ditulis berdasarkan kajian kualitatif dengan pendekatan yuridis-empiris dan penyebaran isu kebohongan dan ujaran kebencian yang ada di media sosial selama proses pemilu 2019 berlangsung.Kata kunci: hoaks dan ujaran kebencian, kebebasan berbicara, pengawasan pemilu. This study aims to analyze the Effect of Perception of Behavioral Control, Attitude, and Wrongdoer Status on Whistleblowing Auditor Behavior. The sample of this study consisted of Auditors of the Bali Province Certified Financial and Development Agency (BPKP) of 55 people. The data collection method used is using a questionnaire distributed to the Auditors of the Bali Province Certified Financial and Development Agency (BPKP). Data analysis in this study used multiple linear regression analysis using the SPSS (Statistica Program and Service Solution) program. Referring to the results of the analysis, that Perception of Behavioral Control has a positive effect on Whistleblowing Auditors. The attitude has a positive effect on the Whistleblowing Auditor. Wrongdoer status has a positive effect on Whistleblowing Auditors. Perception of Behavioral Control, Attitude, and Wrongdoer Status have a positive effect on Whistleblowing Auditors.

The problems in this research consist of: What are the forms of violations that occur at the voting & counting stages in the 2019 simultaneous general election in West Halmahera Regency What is the role of Bawaslu Halbar in resolving violations that occur during the holding of general elections simultaneously year 2019 in the West Halmahera Regency area.The location of field research was carried out in West Halmahera district. The type of normative-empirical research uses a statute approach and a conceptual approach. Types and sources of data are primary legal data and secondary legal data. Data collection techniques are carried out. by interviewing and documenting the data for further qualitative analysis.The purpose of this research is to conduct a study and analysis to find out what forms of violations that occur at the voting and counting stages in the 2019 simultaneous general elections in the West Halmahera Regency area. To find out how to resolve violations that occur during the holding of general elections simultaneously in 2019 in the West Halmahera Regency area.Whereas the forms of violations handled by Bawaslu Halbar in dealing with founding violations totaled 11 (eleven) election violations, and in handling only 3 (three) election violations recommended by the Integrated Law Enforcement Center. Besides that, 1 (one) finding that has been decided has permanent legal force. Meanwhile, other findings were not continued because the elements of election violations were not fulfilled based on the results of the study of alleged violations. The forms of violations are as follows: (1) Election Crime, there are 10 (ten) cases of criminal violations handled by Bawaslu Halbar. However, the handling process can be forwarded to the Police for only 3 (three) cases based on the results of the Bawaslu Halbar study; and (2) Violation of Liannya's Law, namely the findings of Muhammadun Hi's alleged violation of ASN neutrality. Adam on April 6, 2019 and has been registered with number 03 / TM / PL / KAB / 32.03 / IV / 2019. Based on the results of Bawaslu Halbar's study, the findings of the alleged violation of ASN Neutrality were given a recommendation to be sanctioned by the State Civil Apparatus Commission (KASN). As for the form of Election administration violations, Bawaslu Halbar did not receive reports or findings during the 2019 simultaneous elections. In addition, in terms of violations of the code of ethics, Bawaslu Halbar did not find any violations of the code of ethics committed by Election Administrators in the West Halmahera Regency either by election organizers. still namely the Election Commission of West Halmahera Regency and the organizer of the Ad Hoc Election.That Bawaslu Halbar has carried out its role as a supervisory agency for the implementation of the 2019 simultaneous elections very well. This can be seen from the actions of Bawaslu Halbar in handling violations both in the form of findings and reports of general election violations. Bawaslu Halbar handles findings of alleged violations according to working days or from the day the public finds out about and / or reports the alleged violation. Then the results are reported or stated in form B-1 and .discussed in the Plenary Meeting of the Follow-up of Initial Information on Alleged Violations to determine whether or not there are allegations of election violations, and if the election supervisor states that there is a violation of the general election, the election supervisor determines to be registered or recorded in Election register book. Bawaslu Halbar handles reporting violations totaling 8 (eight) election violations, and in handling only 1 (one) election violation that fulfills the formal and material elements. Meanwhile 2 (two) Election Violation Reports will be withdrawn by the Reporting Party. Other reports cannot be followed up because the violation elements and / or material elements are not fulfilled based on the results of the plenary meeting to follow up the initial information on the alleged violation. During the process, the election stages took place starting from the data updating stage and the recapitulation plenary session at each level, 8 (eight) reports of alleged violations from the public were received and 2 (two) of them were withdrawn by the reporter. reports that have been registered cannot meet sufficient evidence so that they are terminated, while 1 (one) other report has been reviewed and recommended to the Integrated Law Enforcement Center (Gakumdu) or related agencies because it fulfills the elements of an election criminal offense.

Developments in all sectors at this time have quite affected the profession of independent auditors, in this case government auditors. Government auditors are auditors who work in government agencies whose main task is to audit the financial accountability of various organizational units within the government. This auditing is carried out by government auditors, one of which is the Internal Auditor who works at the BPKP Finance and Development Supervisory Agency (BPKP). The purpose of this study was to determine the effect of Competence and Professionalism of Government Internal Auditors on Audit Quality at Representatives of the Financial and Development Supervisory Agency for the Special Capital Region of Jakarta. The results of this study indicate that there is a simultaneous influence of Competence and Professionalism of Government Internal Auditors on Audit Quality at Representatives of the Financial and Development Supervisory Agency for the Special Capital Region of Jakarta. This is indicated by the calculated F value of 11.752 which is greater than the F table of 3.42 and indicated by the sig of 0.000 which is smaller than 0.05. From the results of the calculation of determination (R2) that is equal to 0.763 which means that the Competence and Professionalism of the Government's Internal Auditor simultaneously affect the Quality of Audit at the Representative of the Financial and Development Supervisory Agency for the Special Capital Region of Jakarta by 76.3%.

The simultaneous General Election to be held in various regions of Indonesia is the holding of legislative elections with joint executives. Indonesia will begin a new experience of elections like this. At the same time, the second phase of the Pilkada is necessary to prevent the violation of the election, this is the biggest task of the election supervisor, although the violation is also an important task of the supervisor, and ensures the implementation of elections and pilkada based on Luber Jurdil. Public relations tasks, especially in the government, are to improve the smooth flow of information and accessibility with the community in obtaining information, and improve coordination of information dissemination about government policy. Publications that use mass media ass a means of disseminating information, one of which is done by Public Relations Bawaslu in achieving publicity by realizing good media relations activities. Media is also described as the most powerful means to support public relations activities or public relations. The concepts in research are public relations, media relations, and publicity. This research uses postpositivism paradigm, with qualitative approach. This research type is descriptive. The results of research conducted in the government agencies of the General Election Supervisory Board of the Republic of Indonesia is about publicity conducted by public relations Bawaslu RI through media relations activities. Finance and Development Supervisory Agency (BPKP) is one of the institutions stipulated in Presidential Regulation of the Republic of Indonesia No. 192 of 2014 in charge of organizing government affairs in the field of state/ regional financial supervision and national development. This research raises several problems which include: First, what is the form of regulation of BPKP's authority in legislation related to audits in calculating state financial losses in the case of corruption crime. Second, how is the legal standing of the BPKP Representative of West Sumatra Province in calculating state financial losses in the decision Number: 31/Pid.Sus/TPK/2017/PN Pdg on behalf of the defendant Vera Aldilla Roza, ST related to corruption crime in Padang District Court. This is a normative juridical research which applied an approach to legislation (statute approach) and to the case (case approach). This research used a technique in the form of a library study that utilized primary, secondary, and tertiary legal materials. The legal materials were then analyzed qualitatively to answer the problems discussed in this research. Based on the results of the research, it was concluded that the legal standing of BPKP was in the executive power. In this case, the regulation of authority related to calculating state financial losses contained in the legislation, i.e. Presidential Regulation No. 192 of 2014 concerning BPKP. In addition, this authority was strengthened by the Decision of the Constitutional Court Number: 31/PUU-X/2012 dated October 23, 2012. The legal standing of BPKP, in calculating state financial losses in the case of procurement of medical devices at Health Office of Pesisir Selatan Regency, was as auditor. The judge was guided by the calculation of state financial losses carried out by BPKP and used it as a basis for consideration of decisions.

In the first part of this essay, the author describes the regulatory regime governing the issuance of opinions by the Supervising Agency of the Government Procurement (OSCE) in Peru. In the second, there is a series of interpretative elements of the binding nature of opinions of OSCE that were provided by the legislature and that institution. The third is a review of the doctrinarian characteristics that defined the institution of the Administrative Advisory Service. And finally, in the fourth part, the author proposes an interpretation of the meaning and scope of the binding nature of opinions of OSCE, with focus on their application across the various stages of government procurement in Peru. ; En la primera parte de este artículo se describe el régimen normativo que regula la emisión de opiniones por parte del Organismo Supervisor de las Contrataciones del Estado en el Perú. En la segunda, se recogen una serie de elementos interpretativos del carácter vinculante que el legislador nacional le ha dado a esas opiniones. La tercera hace una revisión de las características con que la doctrina define a la Función Administrativa Consultiva. Y en la cuarta, finalmente, se propone una interpretación del sentido y alcance del carácter vinculante de las opiniones, con especial énfasis en su aplicación durante las diversas etapasde la contratación pública en el Perú.
