Die Forschung zu Abschiebungen verdeutlicht, dass diese leidvoll sind und schwerwiegende Folgen für Betroffene und ihre Familienangehörigen haben. Es gibt jedoch relativ wenige Studien darüber, wie sich die Erfahrungen zwischen verschiedenen nationalen Kontexten unterscheiden. Ausgehend von 81 Interviews mit dominikanischen und brasilianischen Abgeschobenen argumentieren wir, dass ihre Reintegration von Makro-, Meso- und Mikrofaktoren beeinflusst wird. Darunter zählen individuelle Merkmale wie kulturelle Anpassung und Humankapital (mikro), nationale und transnationale Bindungen (meso) sowie soziale und wirtschaftlichen Bedingungen, unter denen Abgeschobene aufgenommen werden (makro). Das Forschungsdesign des vorliegenden Artikels arbeitet diese Faktoren heraus und zeigt, wie sie voneinander abhängen. Je ungünstiger sich der Aufnahmekontext auf die Reintegration auswirkt, desto relevanter werden Faktoren auf der Meso- und Mikroebene. Dominikanische Abgeschobene werden von Regierung und Gesellschaft stigmatisiert und sind daher mehr auf transnationale Bindungen und ihre eigene Resilienz angewiesen. Im Gegensatz dazu stoßen brasilianische Deportierte auf einen weniger feindlichen Kontext, was bedeutet, dass sich Personen mit lokalen Bindungen und Humankapital einfacher reintegrieren.

Der Aufsatz ist die Überarbeitung eines Projektberichtes zur Eingliederung sozialer Randgruppen durch Wohnversorgungsmaßnahmen. Eine soziale Wiedereingliederung von Obdachlosen ist möglich, wenn alle Maßnahmen darauf abheben, die ökonomischen Benachteiligungen zu beseitigen, die Wohnverhältnisse zu normalisieren, die Betroffenen breit gestreut anzusiedeln und die Entlassung aus der 'totalen Situation' der Obdachlosigkeit zu betreiben. Dazu ist ein Bündel gezielter Maßnahmen der Sozialhilfe erforderlich. (TM)

Since 1989, international efforts to end protracted conflicts have included sustained investments in the disarmament, demobilization, and reintegration (DDR) of combatants. Yet while policy analysts have debated the factors that contribute to successful DDR programs and scholars have reasoned about the macro conditions that facilitate successful peace building, little is known about the factors that account for successful reintegration at the micro level. Using a new dataset of ex-combatants in Sierra Leone, this article analyzes the individual-level determinants of demobilization and reintegration. Past participation in an abusive military faction is the strongest predictor of difficulty in achieving social reintegration. On economic and political reintegration, we find that wealthier and more educated combatants face greater difficulties. Ideologues, men, and younger fighters are the most likely to retain strong ties to their factions. Most important, we find little evidence at the micro level that internationally funded programs facilitate demobilization and reintegration.

Die Entwicklung in der postsowjetischen Region und die Perspektiven der GUS sind weitgehend offen. Der vorliegende Beitrag analysiert einige Hemmnisse und Bedingungen der weiteren demokratischen Entwicklung. Sie hängt im wesentlichen vom Gelingen oder Scheitern der Reformprozesse in allen Ländern der GUS ab. Von entscheidender Bedeutung ist die innere Entwicklung Rußlands, die durch die Militäraktion in Tschetschenien zusätzlichen Komplikationen und Unwägbarkeiten unterliegt. Eine Destabilisierung Rußlands könnte fatale Folgen für die Neugestaltung des Beziehungsrahmens der GUS-Länder haben. Militäraktionen zur Unterwerfung von Unabhängigkeitsbestrebungen, die Betonung spezifischer Sicherheitsinteressen im "nahen Ausland", die Deklarierung von "Schutzrechten" für russische Bevölkerungsminderheiten sowie die Dominierung der gemeinsamen GUS-Organe verstärkt jedoch gegenwärtig das Mißtrauen der anderen ehemaligen Unionsrepubliken und erschwert damit eine Reintegration auf demokratischer Grundlage. The social reintegration of former combatants is the most important aspect of the disarmament, demobilisation and reintegration (DDR) process, but there is a paucity of literature providing a clear understanding of its challenges and what it actually constitutes, and, more importantly, how it could be planned and implemented in peace-building environments. In order to respond to the lack of theory, the paper will use the desistance theory which outlines assistance models for ex-offenders' re-entry into society and addresses the question of how social reintegration can be perceived and structured effectively in the overall DDR operational landscape. The proposed approach is presented through a matrix of relationships between the elements of 'emphasis on the combatant' and 'emphasis on the community' in terms of 'low' and 'high' levels, resulting in the four main models for community re-entry: 'self-demobilisation', 'reinsertion', 'community-located reintegration' and 'social reintegration'. Having explored what they constitute in the practice of DDR in the second part of the analysis section, the social reintegration approach, which is structured over the dimensions of 'family and community', 'sustainable employment' and 'civic responsibilities', will be elaborated in the final part. Reintegrating ex-combatants back into society is central to peace building, yet remains poorly understood. This is largely due to the difficulties of conceptualising and measuring reintegration. This paper argues that comparing ex-combatants and civilians can contribute to improved measures of reintegration, and to a better understanding of what it means in a given context. A novel theoretical and methodological approach is proposed, drawing on social cohesion research and creating a composite indicator of reintegration, allowing for comparisons between ex-combatants and civilians, and providing insights about how they differ and why. The approach is demonstrated using surveys from Colombia.
