Abstract The Construction Contracts Act 2013 was introduced into the Irish construction industry for the primary benefit of the sub-contractors, and to address their exposure to the poor payment practices that were prevalent in the industry. The Act was introduced in the Seanad by Senator Feargal Quinn in May 2010, as a private member's bill. It was enacted on 29th July 2013 and recently came into effect on the 25th July 2016. The Act seeks to regulate payments under construction contracts and to provide fast track dispute resolution for matters related to payments. The Act is centred around three vitally important elements within construction contracts: The payment process. The right to suspend works. Dispute resolution. It is expected to have a major impact on industry and the Act will apply to most construction contracts with few, but none the less, noteworthy exceptions. The research was carried out to discover if the introduction of the Act held any implications for the practicing quantity surveyor. To achieve this, a qualitative research was carried out utilising action research and semi-structured interviews along with a literature review. This research revealed that currently the role of the quantity surveyor has not altered greatly, but moving forward as the Act is embraced, they will play a vital role in implementing the conditions of the Act. Based on the research the Author discovers little has changed from a procedural or documentation point of view and he makes several recommendations he feels may improve the implementation of the Act, such as: Improved education, industry regulation, enforcement from contract administrators and a full review of the Act in coming years to identify any alterations which may improve on the legislation.

Life cycle costing (LCC) has long been recognised as one of the essential techniques for sustainable development. Over the past decades, the use of LCC in the industry has been restricted and building stakeholders are blaming each other for its limited application. The research aims to investigate quantity surveyors' perception towards LCC implementation in Australia by specifically examining their general awareness and application of LCC; determining the key obstacles hindering LCC implementation; and identifying the key enablers for LCC implementation. An online survey of 24 quantity surveying professionals was undertaken. The overall results indicate that quantity surveying professionals do have basic knowledge of LCC and appreciate its benefits. However, the results suggest that clients and architects are the key culprits for hindering the implementation of LCC by placing greater emphasis on initial costs and design over strategic value of an asset. For wider application, it is suggested that government and professional bodies play a vital role to enforcing and promoting the future use of LCC. In conclusion, the research informs building stakeholders the key issues in LCC implementation and adds to the existing body of knowledge on LCC application for future research to be undertaken.

Complex clients' requirements and numerous construction industry challenges require an interrogation of the quantity surveyor's competencies. This article reports on a study that sought to determine the expected competencies of quantity surveyors and to establish statistically significant differences in ranking due to quantity surveyor designations. A questionnaire survey research design was employed to collect the primary data. Quantity surveyors from all quantity surveying firms and those working for construction companies in the major cities of Harare and Bulawayo in Zimbabwe participated in the study. Eight components were revealed through factor analysis, with the highest ranked component consisting of project finance control and reporting, sustainability issues and conflict avoidance management and dispute resolution procedures. While the traditional competencies of effective financial control and conflict management remain vital, sustainability issues have also become a priority. Hence, continuous professional development programmes and curricula redesigns that cater for these competencies are essential. A statistically significant difference due to the consultants' and contractors' quantity surveyor designations was revealed, indicating a differentiation of their roles. Thus, relevant weighted competency assessment frameworks also need to be instituted. However, owing to the exploratory nature of the study, only views of quantity surveyors were considered.

Although the advocacy for Social Sustainability consideration in the construction industry has been on the rise, however, the practice of Social Sustainability (SS) is plagued with many barriers. The barriers that hinder practices of SS in the construction industry has to be carried out. Notwithstanding, not much research works has been undertaken regarding the barriers that hinder SS in the construction industry. The aim of the study is to explore the critical barriers to social sustainability from the perspective of the quantity surveyor. A comprehensive literature review was conducted and nineteen (19) variables (barriers) were identified. Structured questionnaires were designed and were answered by 110 out of the total sample size of 120 Quantity Surveying professionals recognised by the Ghana Institute of Surveyors (GhIS) representing approximately 92% response rate. The data collected were analyse using Factor Analysis. The study found out that Socio-cultural barriers, Political and Technical barriers, knowledge or awareness barriers and financial barriers are the underlying group barriers for the 19 identified barriers. The study further revealed that, among the four underlying groups, Political and Technical barriers was the most dominant. This draws special attentions to the government's position in ensuring effective consideration in promoting social sustainability practices as well as the technical knowledge needed in the SS practices in Ghana. The study as well raises the awareness and the need to ensure adequate education, training and professional development. Again, this study adds to sustainability literature by analysing the critical barriers to achieving social sustainability from the perspective of the Quantity Surveyor. The findings and recommendations of this study will help practitioners and policy makers in taking appropriate measures to overcome the barriers and thereby promoting the integration of social sustainability into quantity surveying practices.

Quantity Surveying is one of the prominent professions in the construction industry which fulfils varied and comprehensive duties to support cost-effective construction and property development. Thus, Quantity Surveyors (QSs) should adorn with competencies to deal with complex situations in the construction industry. The Quantity Surveying profession has become an emerging profession due to the increasing number of Quantity Surveying degree programmes offered by many Sri Lankan institutions. However, many construction professionals claim that Quantity Surveying education in Sri Lanka has not distinguished the actual needs of the profession, thus the graduates are presumed to not being up to the standards expected by the industry. Institute of Quantity Surveyors Sri Lanka (IQSSL) is the local professional organization that has set out competency standards for QSs under the Act of parliament. Assessment of Professional Competency (APC) is being evaluated by the IQSSL. IQSSL will only accredit any degree programmes which comply with specified competencies. On the other hand, the University of Moratuwa (UOM) is one of the government institutions that conduct the Quantity Surveying education in Sri Lanka and IQSSL has accredited its degree programme. Thus, this study intends to ascertain to which extent the IQSSL competency standards are being satisfied by the UOM Quantity Surveying degree programme to address the above claim of industry practitioners. To attain the aim, an extensive literature synthesis was piloted to develop a theoretical competency mapping framework upon the key findings of the literature. This research outlines a 'competency' as the ability of an individual to follow a set of professionally agreed standards. Due to the rapid evolvement and complexity in the construction industry, it is much required to enhance QSs' competencies. The literature synthesis identified that the UOM's competencies are slightly different from IQSSL competency standards. Hence, the research outcome has successfully argued that there is a competency gap between the UOM Quantity Surveying degree programme and IQSSL standards through competency mapping techniques. Thus, identifying such a competency gap would enhance any knowledge requirement of the UOM graduates in line with the construction industry. As construction projects became larger and more complex the need to control their costs became greater. As a result, cost control professions such as the cost manager and the quantity surveyor emerged. Cost control mechanisms have evolved with changes in the construction sectors. It is now apparent that the output of the construction sector plays an important part in the economic stability and growth of both national and international economies. Recently a coalition was formed to produce an international construction measurement standard (ICMS). All member organisations of the ICMS have pledged to mandate the standard amongst their membership and seek to have the standard incorporated by governments worldwide. This poster gives an overview of cost control and the need for a globalised standard.

AbstractThe paper considers methods of procurement for the construction of water‐ and sewage‐treatment works other than the traditional use of the ICE 5th Edition Conditions of Contract and Bills of Quantities. This is as a consequence of the speed at which schemes are currently required within the water industry.The paper particularly focuses on the use of target contracts, using the Institution of Chemical Engineers'Green Book form, and considers various types of target. It also discusses the form which tender documents may take, and how targets may be calculated.Tendering procedures, including the use of two‐stage tenders and negotiated targets, are considered, as are the procedures for cost monitoring and the financial management of the contract. Finally, the role of the engineer and quantity surveyor is considered.

The research study aims to identify and evaluate factors that affected the performance of property developers in construction and real estate sector of India, with the intention to identify the root causes faced by property developers while completing construction projects. For this purpose, a thorough primary and secondary research was carried out in India. Quantity approached is adopted and survey among developers, consultants and contractors. Total 105 samples of questionnaire were distributed among Design engineers, Project managers, Site engineers, Procurement engineers, Quantity surveyor, General Manager, Sales manager, Finance manager and Health & Safety manager associated with developers, contractors and consultants in India. It was noticed that the property developers faced acute shortage of finance apart from issues related to dropping demand of real estate properties and new strict rules imposed by Indian government on property developers to protect investors and labours. In addition, factors like man-power, procurement, time, cost, quality, safety and lack of training provided to the employees acts as major constraints influencing the performance of the property developer negatively. The Malaysian government has been promoting the use of industrialized building system (IBS) and Building Information Modeling (BIM) in the Productivity Thrust of the Construction Industry Transformation Program CITP2016-2020. However, the rate of BIM adaptation is hampered when the AEC industry still relies very much on traditional drawings and management practices. The clash management becomes one of the major problems affecting 25%-30% of contract value and 10% project cost. This study is part of a larger study aiming to propose an automated clash management system that supports integration of local IBS products in a BIM process. This paper reports the documentation of the underlying traditional practices for clash detection and resolution in industrialized projects. This study used case study research methodology involving a design-build construction team of an industrialized hospital project. In-depth interviews were conducted on the management team including the project manager, the architect, the coordinating engineer, and the quantity surveyor. Inductive logic approach was used to collect and analyze the data for this study. Results include documentation of the clash detection until resolution of management decision process through distinctive clash lifecycle phases including the sequential activities of the project management team and the criteria for decision-making. These results are expected to contribute towards proposing a technology-based clash management framework that would support the development of an automated clash management system. This paper extends the Discontinuity-in-Organization theory for supporting knowledge transfers in complex lifecycle process.

Abstract: Sabang as one of the national tourism destination in Aceh province promises a lot of beautiful panorama charm. Determination of Sabang as a tourist destination should be supported by an adequate fleet of ships both in quality and quantity. The Banda Aceh - Sabang trip is served by 2 (two) types of vessels, the government's slow ship (KMP BRR) and the private-owned vessel (KM Express Bahari 3B). The number of trips to Sabang has increased very rapidly in 2013, so the addition of 1 (one) fleet of fast boats (Express Bahari 9). Although there have been 3 (three) fleets that navigate this route, but prospective passengers often can not be served. In this research, we want to know (1) the factors that influence the demand of passenger ship from Banda Aceh - Sabang and (2) formulate a model through regression using Causal Model. This model is processed based on the primary data (questionnaires) are distributed and the filling is accompanied by surveyors. The survey consists of 2 (two) stages: pilot survey and main survey. The questionnaire data was then coded and then processed using SPSS 18.0 software using multiple linear regression. The model is formulated based on the best R2 and R criteria, taking into account significant F-Test and t-Test. Based on the data processing, the Causal Model of Banda Aceh - Sabang passenger travel request is Y = 3,134 - 0,250 X9 (travel time) + 0,203 X13 (ship mode used) - 0,166 X6 (residents). Based on this model, it is known that the factors influencing the demand of passenger trip of Banda Aceh - Sabang ship consists of 3 (three) factors, namely: travel time, the mode of ship used and the origin of the population.Abstrak: Sabang sebagai salah satu tujuan wisata nasional di Provinsi Aceh menjanjikan banyak pesona panorama indah. Penetapan Sabang sebagai destinasi wisata seharusnya didukung oleh armada kapal yang memadai baik dalam kualitas maupun kuantitas. Perjalanan Banda Aceh - Sabang dilayani oleh 2 (dua) jenis kapal, yaitu kapal lambat milik pemerintah (KMP BRR) dan kapal cepat milik swasta (KM Express Bahari 3B). Jumlah perjalanan menuju Sabang mengalami peningkatan yang sangat pesat pada tahun 2013, sehingga dilakukan penambahan 1 (satu) buah armada kapal cepat (Express Bahari 9). Walaupun telah ada 3 (tiga) armada yang melayari rute ini, namun calon penumpang kerap tidak dapat dilayani. Untuk itu dalam penelitian ini ingin diketahui (1) faktor-faktor yang berpengaruh terhadap permintaan penumpang kapal dari Banda Aceh - Sabang dan (2) merumuskan suatu model melalui regresi memakai Model Sebab Akibat (Causal Model). Model ini diolah berdasarkan data primer (kuesioner) yang disebar dan pengisiannya didampingi oleh surveyor. Survei terdiri atas 2 (dua) tahapan yaitu pilot survey dan survey utama. Data kuesioner selanjutnya diberi koding dan kemudian diolah menggunakan software SPSS 18.0 memakai regresi linier berganda. Model dirumuskan berdasarkan kriteria R2 dan R yang terbaik, dengan mempertimbangkan nilai F-Test dan t-Test yang signifikan. Berdasakan hasil pengolahan data maka dirumuskan Model Causal permintaan perjalanan penumpang Banda Aceh - Sabang adalah Y = 3,134 – 0,250 X9 (waktu berwisata) + 0,203 X13 (moda kapal yang digunakan) - 0,166 X6 (asal penduduk). Berdasarkan model ini diketahui bahwa faktor-faktor yang mempengaruhi permintaan perjalanan penumpang kapal Banda Aceh – Sabang terdiri dari 3 (tiga) faktor, yaitu: waktu berwisata, moda kapal yang digunakan dan asal penduduk.
