Emerging forms of empowered participatory governance have generated considerable scholarly excitement, but critics continue to ask if such initiatives are "for real": Are participatory governance processes sufficiently independent? Do citizen participants make good policy choices? An in-depth look at the case of the British Columbia Citizens' Assembly on Electoral Reform suggests that real citizen empowerment depends on both the institutional constraints of the participa-tory setting and how citizen interests and arguments for policy outcomes crystallize over the course of a participatory process.

Good citizenship is often associated with patriotism. The patriotic citizen identifies deeply with her country and has a primary and far-reaching loyalty to the country. In the twenty-first century, forms of identification that support patriotic citizenship are increasingly undermined. State boundaries play an ever smaller role in forging citizens' identities, in defining citizens' moral horizons, and as sites of the political problems with which citizens are most concerned. But there are still good reasons to want people to be good citizens, even if they cannot be patriotic citizens. What could take the place of patriotic citizenship? This paper sketches a model of the "wordly citizen." The worldly citizen does not identify primarily with her country, but she nevertheless holds a strong derived commitment to her state, grounded in an accurate understanding of her place in her local community and the wider world. Worldly citizenship, the paper argues, is both recognizable and achievable. It stands as an attractive alternative to patriotic citizenship, and also to the "global citizenship" associated with strong forms of cosmopolitanism.

AbstractEconomic grievances, globalization, and voter discontent are among the usual explanations for the surge in right-wing populism (RWP) across Western democracies. However, subjective well-being has recently been introduced as an overlooked psychological factor explaining citizens' democratic support, immigration attitudes, and populist vote choice. Yet we know little about how general well-being, instead of specific negative sentiments, relates to populist and nativist attitudes. This study examines the well-being bases of populist and nativist attitudes in Finland where, similar to other European countries, populism and anti-immigration attitudes have increased since the early 2000's. Using the Finnish 2019 National Election Study, we demonstrate that life dissatisfaction, and not only economic concerns, relates to populist attitudes, setting an agenda for future populism research. We suggest that past research has not fully accounted for all psychological factors in explaining support for RWP.

This participatory and agenda-setting tool introduced into the Treaty of Lisbon has not yet reached its full potential of citizen engagement, nor has it driven the significant policy changes initially expected. Bearing this in mind, the project ECI: From A to Z aimed to promote the knowledge and use of the European Citizens' Initiative within the higher education arena by engaging investigators and students from four different Universities (University of Coimbra; Georg-August University of Göttingen; Alexandru Ioan Cuza University of Iaşi and the University of Vigo) to work together to share their concerns and common views on the European Union role and policies. This publication describes the methodology followed and results reached under the project, but more than that, it is a practical toolkit for all who wish to know more about the European Citizens' Initiative and how to put it in motion.

Abstract
The study analyses the public perception of citizenship in Slovakia using empirical findings from the ISSP sociological survey. The paper conceptualizes the important features of citizenship, identifying three factors constituting the public's perception of citizenship. It is a perception that is relatively stable in time and informed more by the legal dimension of citizenship than the participatory one. In this respect the empirical findings do not support the theoretical assumptions usually associated with citizenship research that highlight active, participatory citizenship. The study also analyses how citizenship relates to national pride. The author finds that the normative understanding of "a good citizen" is only very loosely related to the perception of national pride.

The "Open Air Laboratories" (OPAL) is a large, England-wide environmental public engagement (PE) project based on the "citizen science" model. It is designed to involve people of all backgrounds and abilities in the production of environmental science and in the process to educate and raise awareness and enthusiasm about nature and its importance. This article draws on a series of interviews with scientists and science communicators involved in the project to explore their motivations and aims for the project and what they see as the goals of public engagement generally. We find a varied and nuanced array of motivations and aims that interviewees cite for taking part in the project, pointing toward a reevaluation of traditional ways of understanding the value of public engagement, policy relevance, and dialogue within public engagement. Especially relevant in relation to thinking about the policy relevance of PE is our conclusion that there are many different ways of thinking about the value of PE, characterized in this article as "the neglected middle."
