The paper deals with existing regional development discrepancies in Croatia and discusses possibilities of initiating dormant development potentials and closing development gaps. Bottom up policy approach is analysed in view of Croatian specific regional features that call for careful design of a specific bottom up - top down policy. Such a policy requires efficient communication between national and local government levels, coordinated design of regional and structural measures, capacity building of local self-government structures and thorough development programming. Qualitative development factors like institutions, political environment and social capital are attached a particular importance. Almost totally neglected today these factors deserve a special attention in future Croatian development policy formation. Monitoring and evaluation of policy measures appear equally neglected and deserve a special attention as well. At the end, a pro-active regional policy is scoped and particular measures and projects proposed.

Climate is an inordinate challenge but also an inordinate opportunity to transform economies onto a low-carbon, resourcee !cient Green Economy path. Catalyzing clean energy will not only cut greenhouse-gas emissions as part of e"orts to limit a global temperature rise to under 2 degrees C or more, it also represents a way of curbing healthhazardous air pollution while o"ering a rapid path to address energy poverty, especially in rural areas of developing economies. Meanwhile enhancing ecosystems such as forests, mangroves and seagrasses in order to conserve their carbon stocks can also trigger multiple benefits from boosting water supplies and improving agriculture to maintaining natural sea defences and nurseries for fish. The 17th Conference of the Parties meeting in Durban, South Africa, later this year presents the world with another opportunity to advance the climate agenda and co-operative action under the UN Climate Convention. It is crucial that those actions are designed within a coherent and robust policy-planning framework to ensure that they are both cost-e"ective and compatible with broader social, economic and environmental goals. For developing countries, sound climatepolicy planning will also enhance access to climate finance from the developed ones. Climate-policy planning is a complex undertaking. Many developing countries are only just starting to consider how to go about it and some require improved access to the requisite knowledge, expertise and technical skills. Drawing upon best practices, tried and tested in other parts of the world, is clearly an advantage. The MCA4climate, a new UNEP initiative, is designed to assist policymakers, particularly in the developing world, in that endeavour. It o"ers concrete guidance and recommendations on a number of critical issues and proposes a formal framework for evaluating climate mitigation and adaptation policies, paving a practical way forward so that countries evolve sustainably and grow their economies in a way that keeps humanity's footprint within planetary boundaries. It draws on the work of leading experts on climate policymaking from around the world and uses an innovative approach to assessing policies that ensures that climate policies and strategies take full account of developmental concerns and objectives. The MCA4climate initiative reflects UNEP's mission to provide leadership and encourage partnership in caring for the environment by inspiring, informing and enabling nations and peoples to improve their quality of life without compromising that of future generations—issues at the centre of Rio+20 next year in Brazil as governments look to scale-up and accelerate the implementation of the agreements, including those relating to climate change, established in Rio in 1992.

Development and public policy are two things that can not be separated. Among various choices of public policy instruments, local governments have to cope with difficult tasks in order to bring equitable regional development and prosperity to society. This paper aims to evaluate the performance of local governments in East Kalimantan Province through the variables of economic growth, poverty alleviation and unemployment, and the quality of human resources. Governments' capacity to manage these indicators indicates the achievement in regional development. By using rank analysis, it can be seen the strength and the weaknesses each regency/ city in order to accelerating socio- economic development in East Kalimantan. The analysis showed that on average, the regions that have superior performance in pro-growth, pro- poor, and pro-human development policy are Balikpapan City and Paser Regency; while Tana Tidung Regency gets the lowest rank and need to accelerate the social-economic development in its region rapidly. However, in each development indicators that are used in this article also showed that there are city/ regency that experience the highest rank and the lowest rank. Thus, the findings demonstrate that particular city/ regency in east Kalimantan Province has better-quality in specific development policy, and it can be replicated to other regions (specifically for least development region) Keywords: Development Policy, Economic Growth, Poverty and Unemployment Rate, HDI.Pembangunan dan kebijakan publik merupakan kondisi yang tidak dapat dipisahkan. Upaya menghadirkan kemakmuran bagi masyarakat melalui pembangunan daerah yang merata dengan tatakelola yang baik adalah tugas berat yang dijalankan oleh pemerintah daerah diantara berbagai pilihan instrument kebijakan publik. Tulisan ini mencoba untukmelihat kinerja Pemerintah Daerah Kabupaten/ Kota di wilayah Kalimantan Timur melalui pendekatan kebijakan pencapaian pertumbuhan ekonomi; penurunan angka kemiskinan dan pengangguran; serta peningkatan kualitas sumberdaya manusia. Kemampuan pemerintah daerah mengelola indikator-indikator tersebut dapat mencerminkan keberhasilan pembangunan daerah. Dengan menggunakan analisis ranking, dapat diketahui keunggulan dan kelemahan masing-masing kabupaten/ kota dalam peningkatan pembangunan sosial-ekonomi di Kalimantan Timur. Hasil analisis menunjukkan bahwa secara rata-rata daerah yang memiliki kinerja pro- growth, pro-poor, dan pro-human development terbaik di Provinsi Kalimantan Timur adalah Kota Balikpapan dan Kabupaten Paser. Sedangkan daerah yang memerlukan akselerasi kebijakan pembangunan sosial-ekonomi daerahnya adalah Kabupaten Tana Tidung. Meskipun demikian, dalam setiap elemen kebijakan pembangunan tersebut, terdapat daerah dengan peringkat tertinggi dan daerah dengan peringkat terendah. Temuan ini menunjukkan bahwa Kabupaten/ Kota di Provinsi Kalimantan Timur memiliki keunggulan pada kebijakan pembangunan tertentu, sehingga upaya replikasi kebijakan pada daerah yang masih tertinggal layak untuk diterapkan. This paper is on shared prosperity and its measurement. Economic growth enhances total prosperity, increasing the economic pie in society, but the pie distribution determines how the population shares the pie. Based on a social welfare framework, we have developed an integrated methodology to evaluate growth and distribution simultaneously. Linking the two phenomena gives rise to four development goals: (i) pro-poor growth, (ii) inclusive growth, (iii) pro-poor development, and (iv) inclusive development. These four goals provide an alternative characterization of shared prosperity. The paper defines the four goals, providing a methodology to operationalize them using real-world data. The empirically measured goals inform at what rate the shared prosperity is enhancing in any country or the world. The methodology is applied globally to determine whether the growth and development have been pro-poor and inclusive in 173 countries over the two decades in the new millennium.

Pro-poor growth refers to how incomes change for the poor and for otherswhen economic growth occurs. Dualistic development refers to three typesof economic growth patterns in a two-sector economy: 1) modern sectorenrichment, 2) traditional sector enrichment, and 3) modern sectorenlargement. The question asked in this article is, what can we say aboutthe pro-poorness of each of the three types of dualistic development? Themain conclusion I reach is that pro-poor growth works well for the first twodualistic growth types but runs into some difficulties for the third. Toovercome these problems, I posit some axioms for dualistic development –particularly, by treating pro-richness and pro-poorness as distinct orderings.
