"The Chinese economy is currently undergoing a profound institutional transformation—a quiet revolution. In a regulated environment geared to the requirements of state-owned enterprises, the successs of the private sector as the main focus for economic growth is remarkable. State-owned enterprises are currently being restructured based on market conditions in which private firms are now permitted to play an important role. Fascinated by the implications of this reform within the Chinese economy, the Asia-Pacific School of Economics and Management of The Australian National University, in conjunction with the China Center for Economic Research of Peking University research team, conducted a large sample survey. Four study sites were chosen: Beijing, Chengdu, Shunde and Wenzhou. Leading economists analyse the nature and dynamics of private sector reform within the Chinese economy and make recommendations for policy which support opportunities for growth and investment. SINCE 1978, CHINA HAS LEGALIZED THE EMERGENCE OF PRIVATE ENTERPRISE, BUT STRONG PRESSURES REMAIN WHICH RESTRAIN ITS EXPANSION. CHINA'S PRESENT PRIVATE ENTERPRISE IS STILL IN ITS INFANCY, ITS AVERAGE CAPITAL AND PRODUCTION SCALE IS RELATIVELY SMALL. HOWEVER, CERTAIN FACTORS CONNECTED WITH THE DEVELOPMENT OF PRIVATE ENTERPRISE, SUCH AS THE PARTICIPATION IN IT OF SOME MEMBERS OF THE CHINESE COMMUNIST PARTY, HAVE SIGNIFICANT IMPLICATIONS FOR CHINA'S POLITICS, IDEOLOGY AND ECONOMY. FURTHER DEVELOPMENT OF PRIVATE ENTERPRISE IN CHINA IS LIKELY TO REMAIN CIRCUMSCRIBED BY POLITICAL DEVELOPMENTS.

Gegenstand der Untersuchung ist das private Unternehmertum als neue soziale Schicht in China. Der Bericht gibt zunächst einen Überblick über die Entwicklung des privaten Sektors seit 1989 sowie über die Kapitalausstattung und das Management der Unternehmen. Gefragt wird weiter nach der Effizienz der privaten Unternehmen sowie nach ihrer Besteuerung. Im folgenden wird auf Schwachpunkte in der Ausgestaltung und Umsetzung der Privatisierungspolitik und die Problematik unklarer Eigentumsrechte sowie ungeschützter Arbeitsverhältnisse hingewiesen. Abschließend wird nach der sozialen Herkunft des neuen Unternehmertums, nach der Integration von Familienmitgliedern in den Privatsektor sowie nach dem Einkommen der Privatunternehmer gefragt.
