Purpose
The purpose of this paper is to examine the prevalence with which individuals with intellectual disability are housed in jails and prisons.


Design/methodology/approach
This was a literature review of individuals with intellectual disability who are in prison.


Findings
Persons with intellectual disability are imprisoned approximately seven times more frequently than would be expected by their prevalence in the general population.


Research limitations/implications
Factors likely to contribute to this overrepresentation are reviewed, including need for supports and acquiescence of people with intellectual disability.


Practical implications
People who have intellectual disability do not receive needed supports and services in prison.


Social implications
Supports are needed to end this overreliance on prisons to support people who have intellectual disability.


Originality/value
The paper highlights the magnitude by which imprisonment exceeds the level that would be expected from population prevalence alone. It highlights the problems associated with insufficient funding and supports.

This article analyses how disability human rights protections and processes under the United Nations Convention on the Rights of Persons with Disabilities (crpd) have responded to the heightened vulnerability created when disability intersects with indigeneity. It considers the evolution of international human rights law instruments for indigenous persons with disabilities. It further examines the drafting history of the crpd related to indigenous-specific content and examines the crpd Committee's engagement with the human rights protections and violations of indigenous persons with disabilities. It demonstrates that the crpd Committee has advanced these rights by acknowledging the rights of indigenous persons in the general course of its work, but has fallen short of adequately recognising the special vulnerabilities that are created when disability and indigeneity intersect. This evaluation is illustrated by expounding on the crpd Committee's recommendation in Noble v Australia, a communication brought by an indigenous person with a 'mental and intellectual disability' whose indigenous status was not engaged.

Fostering entrepreneurship and inclusive societies are on top of EU policy agenda. This article is bringing together both aims by discussing a social innovation framework for inclusive entrepreneurial education for persons with disabilities. Similar to other disadvantaged groups, persons with disabilities can benefit from entrepreneurial skills for self-management or, on a next level, for starting own, opportunity-driven businesses. The framework suggests several building blocks considered necessary for successful entrepreneurial education for the beneficiaries. First, it is approaching the framework through a social innovation perspective. In doing so, it suggests a social innovation ecosystem perspective to operationalize all relevant stakeholders and contextual aspects relevant for the framework. Second, it suggests to build on socially innovative, hence novel, practices by starting from co-creation and co-production in order to meet individual demands and needs of learners. Furthermore, it takes the concept of universal design into account as it holds major implications for inclusive entrepreneurial education for persons with disabilities and underlines the need of different, more suitable practices in entrepreneurship education and beyond, toward an inclusive learning ecosystem.

The author discusses inpatient care of persons with AIDS based on her experience at Davies Medical Center, San Francisco. Issues and concerns of patients and families are discussed, and the role of the social worker is described, especially with regard to first hospitalization.

[extract] From the most remote Western civilizations, the disabled person has always been marginalized in society under the stigma of inferiority. This reality, however, has been suffering from the impacts of a worldwide trend towards the promotion of its social inclusion, especially in the last decades.This work aims to analyze this social phenomenon, with an emphasis on the right of freedom of the disabled, in their legal-normative perspective. Given the repercussion of recent legislative innovations in numerous spheres of action of the individual, this theme is relevant and requires more in-depth reflection from the operators of the Law. In addition, statistical data reveal that this social segment corresponds to a significant percentage of the Brazilian population - 23.9% (twenty-three point nine percent) have some type of physical disability and 8.3% (eight point three percent) presents a severe deficiency - which claims the state and society at large - which seeks to be guided by the supreme values of freedom, security, well-being, development, equality and justice in a context of fraternity, pluralism and absence of prejudice - special attention.After delimiting the concept of handicapped, we will make a brief historical retrospect of the social insertion of the disabled person, from antiquity to the present.Next, we will approach the notions of autonomy and human dignity as guidelines of the legal rule and, subsequently, the freedom of the disabled, in light of Brazilian legislation, specifically Law 13,146, of July 6, 2015 Deficiency.The available jurisprudential collection is very small, thus the research will be supported predominantly by a bibliographical and normative one, by reading scientific works and articles published in national and international journals, that directly or indirectly face the proposed issues.Without intending to exhaust the subject, we will discuss the right of liberty of the disabled person from an eminently normative perspective, with the aim of contributing to the debate on the scope of the legislation of regency.

The housing status of persons with HIV/AIDS is a central issue in their care and prognosis. We conducted eight focus groups to explore the housing needs of special populations of persons with HIV/AIDS in New York State; these populations included substance users, ex-offenders, persons with documented histories of homelessness, and rural dwellers/migrant workers. For the focus groups, 52 participants were recruited from the clientele of health and social service agencies. A major theme was the potent effect that housing situations had on participants' health. Participants frequently attributed lowered T-cell counts and increased lethargy to the stress associated with governmental rules and paperwork. Lack of money, inadequacy of entitlements, and high costs of housing were the major barriers to securing stable and appropriate housing. Furthermore, participants experienced housing discrimination based on HIV status and experience with the criminal justice system or drugs.

The article is devoted to the study of the technology of social rehabilitation of persons with disabilities. Social rehabilitation is considered as a concept, process, activity, and result. The results of the empirical study in the framework of the social program «Everything is Available to Us!» are presented.
