The chapter undertakes a comparison of different approaches to the ethical assessment of novel technologies by looking at two recent research projects. ETICA was a FP7 sister project to PHM-Ethics, responsible for identification and ethical evaluation of information and communication technologies emerging in the next 10-15 years. The aims, methods, outcomes and recommendations of ETICA are compared to those of PHM-Ethics, with identification of linkages and similar findings. A relationship is identified between the two projects, in which the assessment methodologies developed in the projects are shown to operate at separate, but complementary levels. ETICA sought to reform EU ethics governance for emerging ICTs. The outcomes of PHM-Ethics are analyzed within the policy recommendations of ETICA, which demonstrate how the PHM-Ethics toolbox can contribute to ethics governance reform and context-sensitive ethical assessment of the sort called for by ETICA.

An emerging prognostic and health management (PHM) technology has recently attracted a great deal of attention from academies, industries, and governments. The need for higher equipment availability and lower maintenance cost is driving the development and integration of prognostic and health management systems. PHM models depend on the smart sensors and data generated from sensors. This paper proposed a machine learning-based methods for developing PHM models from sensor data to perform fault diagnostic for transformer systems in a smart grid. In particular, we apply the Cuckoo Search (CS) algorithm to optimize the Back-propagation (BP) neural network in order to build high performance fault diagnostics models. The models were developed using sensor data called dissolved gas data in oil of the power transformer. We validated the models using real sensor data collected from power transformers in China. The results demonstrate that the developed meta heuristic algorithm for optimizing the parameters of the neural network is effective and useful ; and machine learning-based models significantly improved the performance and accuracy of fault diagnosis/detection for power transformer PHM.

O PHM Atlântico foi recentemente adquirido pela Marinha do Brasil. O porte do navio indica que seus custos de operação e apoio devem ser os maiores entre os meios convencionais da Força. Em geral, os meios navais permanecem em serviço ativo por 25 a 30 anos, embora a Marinha esteja ampliando o tempo de serviço de alguns dos principais meios. O conhecimento dos custos de ciclo de vida dos seus meios permite que a Força efetue o adequado planejamento orçamentário a médio e longo prazo. Entretanto, os novos meios adquiridos, decorrentes de projetos de construção ou mesmo por compra de oportunidade, carecem de registros históricos de custos. Isto dificulta o cálculo estimativo dos custos de ciclo de vida. Este artigo tem por finalidade aplicar métodos por analogia e paramétricos, associados a modelos de inferência Bayesiana, para estimar os custos de operação e apoio do PHM Atlântico. Somente dados de fontes abertas foram utilizados na pesquisa. Os resultados por diferentes métodos apresentaram similaridade, oferendo alternativas interessantes para o cálculo dos custos de ciclo de vida sob.

The advanced use of the Information and Communication Technologies is evolving the way that systems are managed and maintained. A great number of techniques and methods have emerged in the light of these advances allowing to have an accurate and knowledge about the systems' condition evolution and remaining useful life. The advances are recognized as outcomes of an innovative discipline, nowadays discussed under the term of Prognostics and Health Management (PHM). In order to analyze how maintenance will change by using PHM, a conceptual model is proposed built upon three views. The model highlights: (i) how PHM may impact the definition of maintenance policies; (ii) how PHM fits within the Condition Based Maintenance (CBM) and (iii) how PHM can be integrated into Reliability Centered Maintenance (RCM) programs.
