Purpose
This paper aims to examine the concept of participatory governance through membership in the context of the tailor-made legal form for social enterprises in Greece, i.e. the social cooperative enterprise (Koinsep). As such, the paper aims to contribute to the theoretical discussion regarding the participation of stakeholders in the governance of social enterprises not only as a theoretical construct prescribed by law but also by examining its implementation in practice.
Design/methodology/approach
The development of two in-depth case studies demonstrate whether and how the application and implementation of legal requirements regarding governance and membership permit and encourage stakeholders to participate in the decision-making processes of social enterprises. The study accordingly showcases the influence exerted by the legal regime over the social enterprise.
Findings
The case studies demonstrate how participatory governance is not realised in a formal manner in the organisational set-up of two social enterprises. It thereby shows how stakeholders and employees participate informally in the decision-making processes of Greek social enterprises, although legislation is conducive to formal means of participation.
Research limitations/implications
This study is part of a larger project involving a comparative research of tailor-made legal forms of social enterprises and corresponding organisations in three jurisdictions, i.e. Greece, Belgium, and the UK. In this study, the research was limited to the legal form of Koinsep.
Practical implications
This paper also contributes to the development of a better understanding of the Koinsep as a new tailor-made legal form for social enterprises in Greece. It therefore, sheds light in its function and its participatory governance structure.
Originality/value
The study is an original attempt to theoretically and practically examine the subject of participatory governance in the Greek social enterprises context.

Purpose: The study evaluates participation of stakeholders in sustainable management of Odun Forest Reserve, a government owned reserve located in Irepodun Local Government Area of Kwara State, Nigeria. The reserve is under the management of the State Forestry Department with dominance of Tectona grandis and Gmelina arborea.
Methodology: Stakeholders selected for this study include the rural dwellers, the timber contractors and designated staff of the Kwara State Department of Forestry. Structured questionnaire was used for collection of primary data.
Findings: The products collected in the reserve include timber, firewood and leaves. Majority of the rural dwellers did not participate in the decision making relating to Odun Forest Reserve (87,5%), prevention of illegal exploitation (80,0%) and in the management of Odun Forest Reserve. Concerted efforts are required by the State Forestry Department to involve the local stakeholders in the management.
Research Limitation: Entry into the reserve is by authorization or payment of levy to the Department of Forestry.
Originality: The development of the area as a whole will eventually enable the realization of the goal of sustainable forest reserve management. Participation will give the stakeholders the sense of ownership necessary for sustainability and protection against illegal activities.

The participation in the company is a longstanding issue in research on business organization, but usually is explained around workers and not around the highest levels of corporate governance. In the modern businesses, the value contribution of capital is dwindling, and the risk, in many situations, is shared by all of the stakeholders of the company. If the added value and the assumed risk are not unique to the shareholders, why should be the government right unique for shareholder? In this paper we reflect on the foundations of the participation of different stakeholders that group the company. We debate the problems associated with the manipulation of Stakeholder Theory, and the depletion deduction of it; moreover, we propose to take the ontological perspective and a practical approach of inductive character. The main contribution of work is to provide a methodological guide which summarizes the participation in organizations of stakeholders. ; La participación en la empresa es un tema de larga trayectoria en la investigación sobre organización empresarial; sin embargo, por lo general, se ha reducido únicamente a los trabajadores y ha excluido los niveles más altos de gobierno corporativo. En las modernas empresas, el valor aportado por el capital es cada vez más reducido, y el riesgo, en muchas ocasiones, es compartido por el conjunto de stakeholders de la empresa. Si la aportación de valor y la asunción de riesgos no son exclusivos de los shareholders, ¿por qué los derechos de gobierno han de ser únicos para los shareholders? En este artículo se reflexiona sobre los fundamentos de la participación de los diferentes grupos de interés que componen la empresa. Se abordan los problemas vinculados a la instrumentalización de la Teoría de Stakeholders, y al agotamiento deductivo de la misma y se propone adoptar la perspectiva ontológica, así como un acercamiento práctico de carácter inductivo. La principal aportación del trabajo es ofrecer una guía metodológica en la que se resume la participación de los stakeholders en las organizaciones.

The Department of Basic Education (DBE) in South Africa has shut down many public schools in the last few years and several other township and rural schools face imminent closure. The major reason adduced for this disturbing development is the increasing reduction of pupils because of poor performance. However, it is not clear whether all stakeholders are involved in the school rationalisation programme. Schools are custodians of children's education and thus stakeholders such as parents, teachers, learners, community members and traditional leaders are important stakeholders in the education system and therefore, should participate fully in policy development and implementation processes. This study investigated how stakeholders in the school system such as teachers, learners, parents, and traditional leaders participated in the implementation of the school rationalisation policy. Using a qualitative approach within the interpretive research paradigm, the study investigated the case of two secondary schools that were closed and merged in the Amatole West Education District of the Eastern Cape Province. The researcher adopted this research approach because of its exploratory, descriptive, and contextual nature. A non-probability purposive sample was selected from the categories of teachers, learners and parents including traditional leaders of the communities of the two schools that were investigated. Data was collected using semi-structured face-to-face interviews and focus group discussions, while the content analysis technique was used to analyse the data. The data collected and analysed was also tested for its trustworthiness and ethical imperatives were also considered. The study revealed a lack of proper consultation of stakeholders prior to and during the implementation of school rationalisation policy. The DoE, to give an impression that stakeholders participated, in order to comply with the legislation, adopted a pseudo-participation strategy. This lack of consultation and pseudo-participation of stakeholders declared their participation as undemocratic. As a result, many challenges emerged and there were also unintended consequences that manifested themselves in the process. These findings were then translated into conclusions. Based on the findings of the study, it was recommended that the authorities should consult with the relevant stakeholders and create platforms that will allow them to express their views about any proposed school rationalisation policy before it can be implemented. The DoE should also consider all relevant legislative imperatives before embarking to the implementation of its decision to close or merge schools. In compelling situations where school closures are necessary, the anticipated social and economic impacts and unintended impacts on learners must be planned and mitigated before the school closure policy can be implemented. Lastly, the relevant authorities should develop an alternative policy framework to address the gaps and challenges that manifested themselves during the implementation of the current school rationalisation policy framework. A reserva está sob gestão da Secretaria Estadual de Florestas com dominância de Tectona grandis e Gmelina arborea. Metodologia: As partes interessadas selecionadas para este estudo incluem os moradores rurais, o contratante de madeira e a equipe designada do Departamento Florestal do Estado de Kwara. Questionário estruturado foi utilizado para coleta de dados primários. Resultados: Os produtos recolhidos na reserva incluem madeira, lenha e folhas. A maioria dos residentes rurais não participou na tomada de decisão relativa à Reserva Florestal de Odun (87,5%), prevenção da exploração ilegal (80,0%) e na gestão da Reserva Florestal de Odun. Esforços conjuntos são necessários pelo Departamento Florestal para envolver as partes interessadas locais no manejo. Limitação da Pesquisa: O ingresso na reserva se dá mediante autorização ou pagamento de taxa ao Departamento Florestal. Originalidade: O desenvolvimento da área como um todo acabará possibilitando a concretização do objetivo de manejo sustentável de reservas florestais. A participação dará às partes interessadas o senso de propriedade necessário para a sustentabilidade e proteção contra atividades ilegais.

Nowadays the importance of involvement of citizens in decision-making processes is underlined in most recent research on effectiveness of public administration. Taking into consideration that development of science and research is fundamental for economic growth as well as sustainable development, the process of policy making in science should involve relevant stakeholders building effective relationships with key stakeholders. In case of EU, Ministries responsible for science have developed Smart Specialization Strategies for transformation of economies towards higher added value. For successful implementation of the strategies, Ministries have identified different initiatives towards involvement of key stakeholders in science policy making. In circumstances of low public and private funding to research and development in EU-13, the communication with science community has been challenging. Taking into account all mentioned before, the purpose of the study is to analyse the approaches on involvement of stakeholders in science policy making, especially in EU countries with relatively low budget for research and development. In order to achieve the purpose, the tasks are formulated as follows: 1) to review the theoretical background for involvement of stakeholders in science policy making in EU; 2) to analyse the best practice in ensuring the participation of key stakeholders in science policy making in EU, special focusing on case of Latvia; 3) to provide the recommendations for the ministries in EU responsible for science in ensuring the participation of key stakeholders in policy making. PurposeIt has long been recognised that the top-down approach is prevailing over bottom-up approach in landuse planning in African countries. The purpose of this paper is to evaluate and identify the facilitators and limitations to have effective public participation (PP), and suggest how the practices can be improved in Nigeria.Design/methodology/approachUsing Nigeria as a case study, this paper involves interviews of various stakeholders, including government staff, representatives of interest groups, general public, members of the planning board and planning commission. Information is analysed by narrative techniques of reporting.FindingsThere is a general judgment that PP is vital to landuse policy. Early public consultation was preferred, as many respondents pointed out that this would help shape the final policy. Yet, their opinion varied on whether relevant information was provided to the public, as well as their level of satisfaction with the whole process. While the process was fairly seen as giving opportunities for the public to make comments on public policy, the approach appeared not to be fruitful in many cases: (a) when the scope was broad; (b) lack of representativeness and abstruse information; (c) insufficient feedback to the participants; and (d) corruption and shortage of resources to complete the process promptly.Practical implicationsUnderstanding the facilitators and limitations that impact the success of PP can help provide guidance to improve the decision-making processes of public policies.Originality/valueThis paper fills the knowledge gap by providing the Nigerian experience on stakeholders' perspectives of PP in developing countries.
