Mining of rock minerals in the sandstone and gravel type is a mining commodity owned by the people of Naru village which requires supervision by the local government. Unfortunately, there are still problems in monitoring mining activities of excavation C, which are not in accordance with mining principles. This study aims to determine the role of the local government in the supervision of mining excavation C as well as the factors that influence the existence of the C mining activities in Ngada Regency. This research uses an empirical legal method, which is a study examining problems according to facts that take place in the field. The results show that the Ngada Regency Government no longer has the authority to supervise the mining since it has been taken over by the Provincial Government, starting with the issuance of Law No. 23 of 2014 concerning the Regional Government. The factor hampering the mining supervision and licensing process is that it is difficult for miners and mining companies to apply for permits whereas business owners are obliged to obtain mining permits from the Provincial Government. Given the great distance, this has been one of the factors causing many illegal mining activities to occur in Ngad Regency.

Artikel ini bertujuan untuk menjelaskan politik populisme Marianus Sae sebagai strategi politik pertahanan kekuasaan dalam Pilkada Kabupaten Ngada tahun 2015. Sejatinya eksekusi kebijakan yang sifatnya populis oleh pemimpin politik memberikan dampak elektoral yang positif dalam proses pemilihan kepala daerah/Pilkada. Kebijakan populis yang ditawarkan dapat dilihat sebagai instrumen strategi politik dalam upaya memperoleh dukungan politik serentak sebagai upaya mempertahankan kekuasaan. Berkaitan dengan itu, artikel ini berupaya membedah keterkaitan antara kebijakan populis terhadap strategi politik pertahanan kekuasaan. Dalam menjelaskan hal ini, peneliti memanfaatkan elaborasi populisme menurut Gidron, dan Bonikowski (2014) sebagai pisau analisis, serta menggunakan pendekatan kualitatif deskriptif. Dalam memperoleh data penelitian, peneliti memanfaatkan metode wawancara mendalam dan dilengkapi dengan studi kepustakaan terhadap laporan, pemberitaan media dan surat kabar berkaitan dengan obyek penelitian. Adapun hasil yang ditemukan dalam penelitian ini ialah bahwa keberhasilan Marianus Sae terpilih kembali menjadi Bupati dalam Pilkada Ngada tahun 2015, dengan persentase suara yang signifikan tidak lepas dari kuatnya figuritas dan citra Marianus Sae sebagai pemimpin populis, serta keberhasilannya menjalankan serentak mempropagandakan berbagai kebijakan dan program populis yang ditawarkan kepada masyarakat kabupaten Ngada, diantarnya; program PERAK (Pemberdayaan Ekonomi Rakyat), program JKMN (Jaminan Kesehatan Masyarakat Ngada), serta program beasiswa pendidikan. Dalam bingkai kekuasaan, eksekusi dan propaganda kebijakan populis demikian tidak lain merupakan bagian dari upaya membangun legitimasi publik sebagai bagian dari strategi politik untuk memperoleh dukungan elektoral dalam rangka mempertahankan kekuasaan.

This study aims to determine the development of community-based tourism in Lekoena Beach, Warupele I Village, Inerie District, Ngada Regency. In this study, the research method used is descriptive qualitative by conducting direct observations and interviews with predetermined informants such as the government, Lekoena Beach managers, communities, and tourists, as well as collecting research evidence in the form of image documentation. Based on the results of interviews, it can be concluded that Community-Based Tourism Development in Lekoena Beach, Warupele I Village, Inerie District, Ngada Regency. Based on the results of the interview, it can be concluded that the form of community participation and involvement is that the community together cleans the beach, the community provides self-help to the manager to develop tourism. The economic benefits received by the community are improving the community's economy and the development of this tourism can create jobs for the community, namely the community can sell merchandise and can also sell culinary delights to visiting tourists

This study aims to determine how the community's perception of the Pasar Baru Bobou location. This research is a qualitative descriptive study, which explains or describes the results of the research based on the data obtained from the research results. The population in this study are people in 7 sub-districts, and traders who sell in the market. The sampling technique used purposive sampling method, namely the community and traders as market users. The population in this study amounted to 179 people consisting of 140 people and 39 traders. The data collection technique uses a questionnaire or questionnaire which contains statements and summarized in tables and graphs and explains them according to the results of the interview. The results of this study indicate that the relocation of the Bajawa Inpres Market to Pasar Baru Bobou resulted in many community complaints. In general, the results of research in 7 urban villages describe the community as agreeing with the market relocation. However, the community complained about the cost of transportation to the Bobou market. They said that the transportation costs were very expensive, up 100-200% from usual. Meanwhile, for traders, they complained about the availability of water in the market. Therefore, the recommendation given to the government regarding public complaints is that the government needs to provide free vehicles for the community, at least free vehicles in the city as transportation to the market if government funds allow. Meanwhile, for traders, the government must pay more attention to the availability of water in the market.

This study aims to determine the partial and simultaneous effect of Receipts and Travel Tariffs on Regional Levies in Ngada Regency. The population in this study are regional levies, tourist levies and tourist tariffs. The samples are budget reports and realization of regional levies, budget reports and realization of tourism levies and tourist tariffs. The research variables consist of regional levies (Y) and retribution receipts (X1) and tourist tariffs (X2). Data analysis using Multiple Linear Regression. The results showed that partially the variable retribution and acceptance of tourism retribution did not have a positive effect on regional levies and simultaneously the variables of tourism retribution and receipt of regional levies had a positive effect on regional levies. Based on the results obtained, it is hoped that it can be used as input in order to increase regional levies from the tourism sector, especially Mengeruda Soa Hot Springs Tourism and it is hoped that the Regional Government will explore sources of income from tourism. The sector is still largely unknown.

One of the Indonesian Government's efforts to meet the target of 23% fulfillment of new and renewable energy by 2030 is to provide solar electricity through government assistance. The priority of solar energy projects by the government, one of which is East Nusa Tenggara. The area is area that has a pretty good potential for solar energy. In addition, the site has a low level of access to electricity in Indonesia. In 2007, solar energy projects through a microgrid system were started and continued with a home system. However, the receiving group is a group that lacks knowledge of new renewable energy and is also economically vulnerable. This research was conducted to identify the level of understanding, awareness, and acceptance of solar energy users, which generally demands good knowledge and economic strength. Questionnaires containing demographic, attention, and approval information to utilize solar PV technology were distributed to 20 selected respondents from Maghilewa, Jere, Watu, and Belaraghi in Ngada, East Nusa Tenggara. The study revealed that although 90% of respondents had no basic knowledge of science, their level of awareness of solar energy technology and its use was at an average score. However, respondents showed a high level of technology acceptance because of the hope for social and economic improvement. In addition, the study also found that respondents in 4 kampongs were deeply involved in the changes that new technology products brought to society. The respondent gives total commitment to using and maintaining solar power.
A political party is a political organization represented by individuals who work for the people with the ideology embraced by the party itself. The task of a political party is to provide political education and lead according to the people's desires. But what if today's political party has unconsciously formed the public distrust? The phenomenon of the PAN victory in Ngada district-Nusa Tenggara Timur (NTT) was a symbol of Ngada's public distrust toward the party itself, as well as the previous political parties that had won in Ngada. This study aimed to assess the public distrust toward political parties, by looking at the phenomenon of the PAN victory in Ngada. The method used in this research was qualitative research, with in-depth interviews with sources in the field. In this study, the author found some interesting things related to the society and politics in Ngada. One of those things was that the people neither trust nor put hope in the political parties in the matter of responding to their wishes and communities' development in Ngada. The PAN victory in Ngada was an interesting phenomenon in the political sphere that showed the public's distrust of the parties today.

AbstrakPengadaan pegawai yang baik akan membantu terwujudnya tujuan organisasi. Oleh karena itu penting melakukan perekrutan dan seleksi untuk memperoleh dosen dan koordinator lapangan (Korlap) yang sesuai dengan kebutuhan, baik dari segi kualitas maupun kuantitas. Oleh karena itu, tujuan penelitian ini adalah untuk menganalisis perekrutan dan seleksi dosen dan Korlap pada Undana II Bajawa. Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif. Teknik pengumpulan data dengan wawancara, telaah dokumen dan observasi dengan informan sebanyak lima orang terdiri dari Ketua Pengelola, Kepala Seksi Sarana dan Prasarana, Dosen Terbang dan Dosen Kontrak, serta Korlap yang dianggap mampu memberikan informasi seputar pengadaan dosen dan Korlap pada Undana II Bajawa. Hasil penelitian ini menunjukkan bahwa: 1) Aspek Perekrutan belum sesuai standar perekrutan tenaga kependidikan karena masih dipengaruhi oleh kekuatan politik dan hubungan kekerabatan. Juga, perekrutan calon dosen tetap masih mengutamakan putra daerah. Namun secara umum, proses perekrutan sudah sangat baik karena dilaksanakan secara terbuka dan transparan. Selanjutnya 2 proses penyeleksian dosen/ tenaga kependidikan, sudah sesuai dengan standard dan prosedur yang ada, dimana dosen/ tenaga kependidikan tetap memasukkan syarat yang sudah ditetapkan oleh Undana dan juga mengikuti serangkaian tes, baik tertulis maupun tidak tertulis (wawancara).Kata Kunci: Perekrutan, Seleksi, Dosen, Koordinator Lapangan, Universitas Nusa Cendana II BajawaAbstractGood employee recruitment can contribute to the attainment of organizational goals. The background in this study with the phenomenon observed in the development of the public sector today is the increasing demands for the implementation of public accountability by public sector organizations. Public institutions, both central and regional, are demanded for accountability, so that all government agencies are required to prepare strategic plans, measure performance and report by striving to provide the best services in a transparent and quality manner. This study aims to examine the effect of the presentation of regional financial reports and the accessibility of regional financial reports on the accountability of regional financial management either partially or simultaneously. Sources of data obtained from the results of respondents' answers to questionnaires that have been distributed. The population is the PPKAD office of Ngada Regency and the research sample consists of 40 staff from the secretariat, verification, budget, revenue and treasury fields. The method used in this research is descriptive method and quantitative method. The method of analysis uses multiple regression analysis. The results of this research hypothesis testing indicate that partially the presentation of regional financial reports and the accessibility of regional financial reports has a positive effect on the accountability of regional financial management. Simultaneous testing shows the presentation of regional financial reports and the accessibility of regional financial reports have a significant effect on the accountability of regional financial management.

Organizational goals stated in the vision and mission of the organization are influenced by employee performance and leadership style. The Department of Transportation, Tourism, Communication and Information Technology is a government organization that provides services to the community in the fields of transportation, tourism, and communication and information technology. The purpose of this study was to (1) analyze the effect of leadership style on employee performance. (2) The effect of employee motivation on employee performance. This research is a case study at the Department of Transportation, Tourism, Communication and Information, Ngada Regency. The method used is descriptive quantitative research. The results showed that: (1) there is a positive and significant influence of leadership style on employee performance. (2) There is an influence of motivation on employee performance in the Department of Transportation, Tourism, Communication and Informatics, Ngada Regency. This research can be used to become a reference for the leadership of the Ngada Regency Department of Transportation, Tourism, Communication and Information in carrying out their duties to control the organization in achieving organizational goals effectively through leadership styles to improve employee performance.

The infant mortality rate (IMR) in East Nusa Tenggara Province is still high, with the number of deaths from 2011-2014 fluctuating between 1219-1350 cases. The purpose of this study was to determine the influence of factors of community participation, socio-cultural, and regional government budget policies on reducing infant mortality rates in Ngada and Kupang districts. The type of research used is qualitative with the support of quantitative data. The population in the study were all managers of Maternal and Child Health from the district level (government, health office) to the village level. Purposive non-random sampling is used to obtain a sample consisting of the district level: the head of the financial planner, the head of the maternal and child health department of the health department. The Puskemas is the head of the Puskemas and is in charge of Maternal and Child Health. The sub-district level is the head of the health affairs section; village level is the village head, 4 Neighborhood heads / Head of Hamlets/community leaders, and 4 cadres. In terms of recipients of health services are 4 mothers after childbirth and husband. The results showed that the socio-cultural factors of the community, both sex, occupation, and low level of education, as well as customs in Kupang Regency, greatly influenced the pattern of handling newborns. Plus the low participation of village government resulted in high mortality rates compared to other districts, especially Ngada. Community participation in this case during the pregnancy period in both districts was still low which affected delays in making decisions. Regional government budgetary independence in Ngada and Kupang districts is still lacking in accelerating the program to reduce infant mortality. The recommendations given are that the health department is expected to focus more on training to reduce the causes of newborn deaths such as the handling of infants with Asphyxia, Acute Respiratory Distress Syndrome, Infection for nurses/midwives; and cadres and community leaders. ; Angka kematian bayi (AKB) di Provinsi Nusa Tenggara Timur masih termasuk tinggi dengan jumlah kasus kematian dari tahun 2011-2014 berfluktuasi antara 1219-1350 kasus. Tujuan penelitian ini adalah mengetahui pengaruh faktor partisipasi masyarakat, sosial budaya, dan kebijakan anggaran pemerintah daerah terhadap penurunan angka kematian bayi di Kabupaten Ngada dan Kabupaten Kupang. Jenis penelitian yang digunakan adalah kualitatif dengan dukungan data kuantitatif. Populasi dalam penelitian adalah semua pengelola Kesehatan Ibu dan Anak dari tingkat kabupaten (pemerintah, dinas kesehatan) sampai pada tingkat desa. Purposif non-random sampling digunakan untuk mendapatkan sampel yang terdiri dari tingkat kabupaten: kepala perencana keuangan, kepala seksi Kesehatan Ibu dan Anak dinas kesehatan. Tingkat Puskemas adalah kepala Puskemas, dan penanggung jawab Kesehatan Ibu dan Anak. Tingkat kecamatan adalah kepala seksi urusan kesehatan; tingkat desa adalah kepala desa, 4 kepala RT/RW/tokoh masyarakat, dan 4 orang kader. Dari segi penerima pelayanan kesehatan adalah 4 orang ibu paska persalinan dan suami. Hasil penelitian menunjukkan bahwa faktor sosial budaya masyarakat baik jenis kelamin, pekerjaan, dan tingkat pendidikan yang rendah maupun adat kebiasaan di Kabupaten Kupang sangat mempengaruhi pola penanganan bayi baru lahir. Ditambah lagi partisipasi pemerintah desa yang rendah mengakibatkan tingkat kematian masih tinggi bila dibanding Kabupaten lainnya terutama Ngada.Partisipasi masyarakat dalam hal ini suami selama masa kehamilan di kedua Kabupaten masih rendah yang mempengaruhi keterlambatan dalam mengambil keputusan. Keberpihakkan anggaran pemerintah daerah di Kabupaten Ngada dan Kupang masih kurang dalam mempercepat program penurunan Kematian Bayi. Rekomendasi yang diberikan adalah diharapkan dinas kesehatan lebih memfokuskan pada pelatihan-pelatihan untuk menekan penyebab terjadinya kematian bayi baru lahir seperti penanganan bayi Asfiksia, Acute Respiratory Distress Syndrome, Infeksi bagi perawat/bidan; dan kader serta tokoh masyarakat.

Clean and healthy living behavior is one of the factors causing disease transmission if not executed properly. Inelika Village is the village that has the lowest clean and healthy lifestyle. This is because the community has not implemented a clean and healthy lifestyle programs that has been implemented by health workers. This research aim is to determine the relationship between knowledge, attitudes and socio-culture of housewives with the implementation of clean and healthy family behavior in Inelika Village.This study was an analytic observational study with a cross sectional study design. The population in this study were 185 housewives. The sample used in this study was 65 people, using the proportional random sampling method. Data were analyzed using Chi-square test. The results showed that there was a significant relationship between attitudes (0.002), socio-culture (0.031) and the implementation of clean and healthy living behavior. There is no relationship between knowledge and the implementation of clean and healthy living behavior (0.569). There must be cooperation between the government and the local community to improve the existing hygiene and healthy lifestyle programs.
