The China Dream is an Urban Dream: Assessing the CPC's National New-Type Urbanization Plan

The accelerated urbanization process in China has caused a shift in the urban land use structure. The Chinese government has issued 'the National New-type Urbanization Plan' focusing on the rational use of resources, which is of great significance for the intensification and sustainability of land use. In promoting the construction of the new-type urbanization (N-TU), enhancing the urban land use efficiency (ULUE) is crucial to regional coordinated development. This study uses panel data from 2011 to 2020 for 11 provinces (cities) in the Yangtze River Economic Belt (YREB) and adopts the super efficiency (SE) slacks-based measure (SBM) model with undesirable outputs and the entropy weight method to calculate the ULUE and N-TU levels. The study uses the System generalized method of moment (Sys-GMM) to study the N-TU's impact on the ULUE empirically. The results indicate: (i) the overall trend of new-type urbanization level is gradually increasing and has the characteristics of uneven spatial distribution between provinces. (ii) The ULUE shows a fluctuating upward trend during the studied period. (iii) The N-TU and its subsystems have significant positive effects on the ULUE. Overall, this study aims to explore the relationship between the N-TU and ULUE enriching the theoretical analysis and empirical research in related fields, thus helping decision makers in the assessment and design of policy recommendations.

The 2030 Agenda for Sustainable Development and the National New-type Urbanization Plan (2014–2020) put forward the novel principle of "people-oriented" policy. Has the Chinese government's plan achieved the expected results? To answer this question, the present study evaluates the impacts of New-type Urbanization on the subjective well-being (SWB) of residents. Based on the IV Ordered Probit Model and the data of Chinese General Social Survey (CGSS), we determined that (1) living in cities has a positive impact on SWB, and this impact is significant at a statistical level of 1%; (2) urban household registration (hukou) has no significant impact on SWB; and (3) "Gender", "Income", "Job", "Politics", "Education", "Marriage", and "Health" have significant effects on SWB. To improve residents' SWB, the government should enhance the attractiveness of the city and significantly reform the household registration system.

The Chinese 7th national population census (2020) was held in the recent year of the "urbanization of a new type" state program. The successful management of the entire complex of urbanization processes becomes an important social and political task. Improving the living standards and social security of migrants acts as important components of the reduction of inequality and development of human capital. Census data shows that the program helped the government not only to support the growth of the number of urban dwellers but also to improve the quality of the process. The share of urban dwellers in Chinese population increased from 54.3% in 2014 to 61.4% in 2020, the number of cities larger than 5 million inhabitants reached 21. The Government lifted restrictions on obtaining permanent registration in cities less than 3 million inhabitants and issued more than 100 million intermediate type registration documents (juzhuzheng). Transparent and unified point-quota registration rules have been introduced in large cities, which usually rank applicants according to their age, education, length of residence, tax history and other parameters. These measures made possible expansion of the coverage of rural and nonresident migrants and their children by the social protection system. At the same time, contrary to the program's guidelines, population of the largest cities continued to grow rapidly, and significant interregional and intraregional imbalances remained sharp. Share of the north-eastern part in the urban population of China continued to decline. The continuation of the program "urbanization of a new type" was not formally announced, however it is clear, that the urban system of the PRC will develop in line with the program's guidelines in the next decade.

In the 2019 Government Work Report of The State Council[1], Prime Minister of the People's Republic of China, Li Keqiang, stressed the need to "promote coordinated regional development and improve the quality of new-type urbanization." The Government Work Report of The State Council in May 2020 puts forward the basic principles of strengthening the new-type urbanization and improving the capacity of public service facilities[2]. (Xinhua News Agency [XNA], 2020). It is necessary to promote sustainable and livable urbanization. What should urbanization be like in the case of the new type as a crucial task of construction? How should it deepen the reform of the household registration system and promote economic development beyond the population balance of cities? Based on city clusters, how should urbanization further be promoted and comprehensively driven the Chinese economy after the epidemic? Will the "street stall economy" and "small shop economy" jointly proposed by the Central Civilization Office and Prime Minister in 2020 be a new opportunity? By reviewing Urbanization in China (2019) written by Houkai Wei, this paper believes that Qingming Scroll, as an observable example of the economic prosperity of the Northern Song Dynasty, can be a breakthrough in the analysis of the new-type urbanization. Taking the urbanization of the Northern Song Dynasty shown in Qingming Scroll as a base, this paper will further give a new answer on how to further develop and improve the new urbanization. Based on the analysis of the national urbanization of Bianjing in the Northern Song Dynasty shown and the process given by Urbanization in China, this paper further speculates and constructs the possibility of development. Therefore, according to the characteristics of cities and the nature of urban development in the Northern Song Dynasty, this paper tries to analyze the structure of urbanization in New China and discusses feasible new ways of the urban economy.[1] Li, Keqiang. Promoting new-type urbanization with the concept of green development has become an inevitable requirement for high-quality development in the Yellow River Basin. Grasping the development trend and influencing factors of green urbanization level in the Yellow River Basin is of great significance for implementing the international conventions on environmental protection and participating in global environmental governance. This paper selects the green urbanization level panel data of nine provinces in the Yellow River Basin from 2006 to 2018. Then, principal component analysis and factor analysis are applied to measure and evaluate the green urbanization level of each province. Furthermore, this paper constructs a dynamic panel estimation model and uses differential generalized method of moments (DIF-GMM) model and system generalized method of moments (SYS-GMM) model to explore the influencing factors. The results show that the overall level of green urbanization in the Yellow River Basin has steadily and rapidly increased, and there are significant spatial differences. The green urbanization level of eastern provinces is significantly higher than that of central and western provinces. In addition, the overall level of green urbanization shows a convergence trend. From the perspective of influencing factors, the factors that have significant positive effects on the level of green urbanization include economic development level, technological innovation level, and urban size. Industrial structure, foreign direct investment (FDI), and education level counteract the level of green urbanization. However, environmental regulation strength and opening degree fail to pass the significance test. Therefore, it is necessary to promote and upgrade industrial transformation, improve the quality of opening up, and strengthen cooperation in technological innovation and environmental governance. There are requirements that the government control the urban size and population scientifically and implement the environmental access system strictly in order to improve the level of green urbanization in the Yellow River Basin. It is more possible to achieve harmonious economic and ecological environment development.
