NIRP has quickly become a consensus policy within the economics establishment. This paper argues that consensus is dangerously wrong, resting on flawed theory and flawed policy assessment. Regarding theory, NIRP draws on fallacious pre-Keynesian classical economic logic that asserts there is a natural rate of interest which can ensure full employment. That pre-Keynesian logic has been augmented by ZLB economics which claims the natural rate may be negative in times of severe demand shortage, so that policy must deliver it since the market cannot. In contrast, Keynes argued investment could become saturated so lower interest rates cannot increase aggregate demand (AD) and no natural interest rate exists. Regarding policy assessment, NIRP turns a blind eye to the possibility that negative interest rates may reduce AD, cause financial fragility, create a macroeconomics of whiplash owing to contradictions between policy today and tomorrow, promote currency wars that undermine the international economy, and foster a political economy that spawns toxic politics. Worst of all, NIRP maintains and encourages the flawed model of growth, based on debt and asset price inflation, which has already done such harm.

Die Theorie der NIRP beruht auf der irrigen, vorkeynesianischen ökonomischen Logik, dass Vollbeschäftigung grundsätzlich über Zinsanpassungen erreicht werden kann. Diese vorkeynesianische Logik wurde auch von der Nullzinsgrenzenökonomik übernommen, die davon ausgeht, dass Zeiten schwerwiegender Nachfrageschwäche negative Zinssätze verlangen, die von der Geldpolitik herbeigeführt werden müssen, da der Markt dazu nicht in der Lage ist. Der Politikansatz der NIRP lässt außer Acht, dass negative Zinssätze die gesamtwirtschaftliche Nachfrage reduzieren, die Anfälligkeit des Finanzsystems erhöhen intertemporale Widersprüchlichkeiten hervorrufen und zu Währungskriegen führen. Diese belasten Weltwirtschaft und befördern eine politische Ökonomie, die toxische Politik hervorbringt. Die schlimmste Folge der Negativzinspolitik ist allerdings, dass sie ein fehlerhaftes Wachstumsmodell am Leben erhält und stärkt, das auf Verschuldung und Vermögenspreisinflation beruht und bereits viel Schaden angerichtet hat.

AbstractNegative interest rate policies (NIRP) have become an established monetary policy instrument in the toolkit of the ECB. We discuss NIRP in the euro area based on theoretical considerations and available empirical evidence. We find that NIRP had some positive impact on loan growth and investment in the euro area, but that the room to further loosen monetary policy via NIRP may be small. NIRP is discussed also in the context of the general monetary policy environment.

AbstractOver the past few years, several central banks have implemented negative interest rate policies (NIRP) to provide additional monetary policy stimulus. This paper presents an early assessment of the domestic and global implications of NIRP by analysing the behaviour of a set of key financial variables. We report three main results. First, since the introduction of NIRP, many of the key financial variables have evolved broadly, as implied by the standard transmission channels. For the euro area, the responses of these financial variables following NIRP announcements are directionally consistent with those of conventional interest rate cuts. Second, NIRP could pose risks to financial stability but there is no conclusive evidence as yet of a significant impact on bank profitability or of a broad‐based increase in leverage. Third, the responses of assets of emerging market and developing economies to NIRP announcements are on average broadly consistent with those to other types of expansionary monetary policy measures.

ABSTRACTThis study explores the spillover effects of Japan's negative interest rate policy (NIRP) on Asian financial markets. Unlike quantitative and qualitative monetary easing (QQE) without a negative interest rate, the NIRP not only had limited impacts on the Japanese economy but also raised serious concern about the profitability of local financial institutions. It is, thus, likely that its spillover effects were different from those of QQE without a negative interest rate. In the analysis, we examine the spillover effects on Asian stock markets. We find that Japan's long‐term interest rate decline had significantly positive effects on Asian stock prices in the NIRP period. The results imply that the NIRP, which lowered the long‐term rate below zero, might have benefitted Asian economies. We discuss that this might have happened because local financial institutions that lost their profit opportunities in domestic markets explored a new profit opportunity in emerging Asia after the NIRP was announced.

Auf der Grundlage empirischer Untersuchungen im Luwero District (Uganda) 1993-94 beschreibt und analysiert die Studie den Erfolg von Umsiedlungsanstrengungen von Bevölkerungen, die durch politische Gewalt ihren ursprünglichen Lebensraum verlassen mussten. Die untersuchte Bevölkerung hat nur geringe Unterstützung von nationalen und internationalen NGOs erhalten; der Fokus der Untersuchung liegt auf der Frage, inwieweit die Menschen ihren Lebensstandard wiederherstellen und das Gemeinschaftsleben am neuen Ort wieder in Gang bringen konnten. Mit dem Regimewechsel 1991 stieg die Zahl der in- und ausländischen NGOs in Äthiopien erheblich. Die Studie untersucht mit besonderem Fokus auf der Tigray Province die organisatorischen und funktionalen Fragen der NGOs und deren Beziehungen zu den Regierungsinstitutionen auf der nationalen, regionalen und lokalen Ebene. Die Autoren stellen positive Effekte der NGO-Aktivitäten bei der Armutsbekämpfung, der Nahrungsmittelsicherung und der Wiederansiedlung von Flüchtlingen fest; gleichwohl sei das Verhältnis zu den Regierungsinstitutionen kompliziert. Die Regierung befürchtet, dass Verbesserungen vor allem den NGOs zugeschrieben werden und sie damit ihren Rückhalt in der Bevölkerung verlieren könnte. In der Folge versucht die Regierung den NGOs ein enges Korsett anzulegen. Echte Fortschritte bei der Armutsbekämpfung und der Nahrungsmittelversorgung könne es allerdings nur geben, so die Autoren, wenn sich alle Akteure als Partner im Entwicklungsprozess begreifen. Auf der Grundlage einer Fragebogenuntersuchung unter äthiopischen Studenten werden ethnische Identitäten, Beziehungen und Konflikte untersucht. Zwar gebe es zahlreiche Stereotypen über Ethnien und das Bewusstsein von Über- und Unterlegenheit, die die Autoren als psychosoziale Faktoren für ethnische Konflikte identifizieren, gleichzeitig dominierten aber Freundschaften und Heirat unter den Ethnien; die Sorge um die nationale Einheit und die Entwicklung des Landes sei groß. Wenn die Politik Ethnizität richtig behandle, so die Autoren, gebe es eine gute Chance auf eine stabile, multiethnische Gesellschaft. (DÜI-Sbd)
