The prevalence of coalition operations has ensured that interoperability between multinational forces is of overarching importance. Although historically interoperability was mainly seen as a matter of technology, Steven Paget argues that cultural interoperability is just as, if not more, significant. Cultural interoperability can be developed in many ways, but exchanges of international students and teachers during the process of professional military education has the potential to redress negative stereotypes, solidify strong existing bonds and enhance interoperability. As a considerable number of international exchange officers at professional military education institutions progress to the highest ranks of their own armed forces, the potential long-term benefits are vast.

Ukraine's destiny is critical to the security of the entire post-Soviet zone. It long has been the stated goal of Ukrainian defense policy to integrate with Euro-Atlantic structures like the North Atlantic Treaty Organization (NATO), and this goal has been one of the chief objectives of the United States, as well. However, to move from rhetoric to implementation is particularly difficult where the defense reform of a post-Soviet state has been concerned, and Ukraine is no exception. Ukraine has begun to make remarkable progress towards its self-professed goal of defense integration with Western structures. This monograph provides a comprehensive account of Ukrainian-American defense relations and of Ukraine's defense reforms over the period since Ukraine became independent in 1991. It clearly points out both the obstacles and the successes that both partners have encountered in building a cooperation mechanism, in practical peacetime engagement, and in accomplishing missions together, as well as outlining the challenges ahead. For three decades after the Cold War, NATO member states no longer faced a major threat, and focussed on out-of-area operations. They took the opportunity to reduce defence spending and foster their own national defence industries; interoperability was limited to air and maritime missions on a small scale. The 2014 Russian annexation of Crimea and war by proxy in eastern Donbass was a wake-up call, while China's creeping seizure and fortification of islands in the South China Sea, as well as its relentless acquisition of Western technologies, similarly alerted the Western leadership to a less benign strategic environment. But the real shift occurred in 2022. China and Russia not only announced their 'unlimited friendship', but made clear their intention to reduce American hegemony by breaking up the NATO alliance and its Pacific equivalents. This volume is the first account of the challenges and solutions for so-called strategic integration in this coercive global situation. The contributors show, thematically and through selected national case-studies, how strategic integration and interoperability are conceived, debated, problematised and resolved. The chapters are written with specific reference to the illegal Russian invasion of Ukraine, which has galvanised a new era of integration and alliance cooperation within NATO.

One way to enhance the interoperability of medical service personnel is by training service specialists to a common standard. A methodology is outlined for defining a common standard of practice (SOP) that can be applied to any enlisted medical specialty with the goal of consolidating training for enlisted military personnel across the services. The methodology involves three analytic tasks: Define a common SOP for the specialty, validate it through reviews by military and civilian subject matter experts, and identify a set of training options that will result in the required number of specialists trained to a given level of proficiency. The methodology is illustrated by applying it to the military surgical technologist specialty. The authors examine the commonality of work across services rather than commonality of training as currently provided to define a common scope of practice. They identify and evaluate different training methods and different ways of obtaining qualified medical personnel. However, the authors note that achieving common training is a necessary but not sufficient condition for achieving interoperability and that interoperability may be more easily achieved in future years as other transformational initiatives are implemented

Interoperability and reusability of models are main concerns in military simulation. In order to improve the interoperability and reusability of models, the model shall be separated with a particular simulation engine, and the modelling framework of models as well as the architecture of the simulation engine should be standardized. This paper describes the architecture and operational concept of simulation environment which has been developed to enhance interoperability an d reusability of models. We named this environment adaptive distributed parallel Simulation environment for Interoperable and reusable models (AddSIM). We suggested a modelling framework to promote model development, portability and interoperability with other models. Also, we proposed a layered architecture to modularise critical capabilities including kernel layer, tool/application layer, support/service layer and external interface. This means that models can be developed independently of a simulation engine and interfaced with it using API. To validate the application feasibility of AddSIM, we set up an anti-air missile engagement situation and performed simulation.
