Die Nanotechnologie behauptet ihren Status als Schlüsseltechnologie der Zukunft seit geraumer Zeit und sie tut dies mit gehörigem Aufwand. Sie gilt, wie weit über den wissenschaftlichen Bereich hinaus zu lesen ist, als Zukunftschiffre schlechthin. Ihre Verheißungen sind weitreichend und werden entsprechend vollmundig vorgetragen, betreffen sie doch grundlegend neue Möglichkeiten in der Gestaltung technischer Um- und menschlicher Lebenswelten. Nicht zuletzt das Zusammengehen mit anderen zukunftsträchtigen Techniken und ihr Zusammenschluss in der so genannten NBIC-Konvergenz ('nano', 'bio', 'info' und 'cogno') steigern diese Potentiale um ein Beträchtliches. Die Liste der an Nanotechnologie geknüpften Versprechen ist beeindruckend, scheint sie doch Lösungen für sämtliche Zukunftsprobleme anzubieten. Diese betreffen Rohstoffbewirtschaftung und Energieversorgung, Produktion und flächendeckende Verfügbarkeit von Nahrungsmitteln, politische Teilhabe aller bis hin zur Realisation des Weltfriedens, umfassenden Umweltschutz, Revolution des Gesundheitswesens, Bereitstellung verbesserter Informationstechnologien und handlungsfähiger Materialien.

Based on the research projects submitted to the 6th Framework Program of the European Union, this paper studies cooperative networks in micro and nanotechnologies. Our objective is twofold. First, using the statistical tools of the social network analysis, we characterise the structure of the R&D collaborations established between firms. Second, we investigate the determinants of this structure, by analysing the individual choices of cooperation. A binary choice model is used to put forward the existence of network effects alongside other microeconomic determinants of cooperation. Our findings suggest that network effects are present, so that probability of collaboration is influenced by each individual's position within the network. It seems that social distance matters more than geographical distance. We also provide some evidence that similar firms (in terms of research potential) are more likely to collaborate together

Die Nanotechnologie-Forschungsförderung wurde in den 90er Jahren in einem exklusiven Zirkel von Vertretern aus Industrie, Technikwissenschaften und Ministerien vorbereitet. Da transdisziplinäre Wissensformen, mittels derer beispielsweise das Vorsorgeprinzip von vornherein hätte konkretisiert werden können, nicht in die Forschungsprogrammatik einbezogen waren, müssen Regularien im Nachhinein entwickelt werden. Diese Reparaturarbeiten im Nanokosmos, die insbesondere Regularien für nicht-gebundene Nanopartikel in Kosmetik und Lebensmitteln entwickeln helfen sollen, sind zwar zentral für eine 'verantwortungsvolle Entwicklung', kommen jedoch ein weiteres Mal viel zu spät. Diese Entwicklung könnte sich wiederholen: Denn in Bälde könnten qualitativ neuartige Nanotechnologien entwickelt werden. Im Wettlauf der Zukunftstechnologien wird die Staffel rasant weitergegeben, denn dem Nano-Hype folgte die Diskussion über konvergierende Technologien. Jetzt steht die Debatte über synthetische Biologie an. Nur wenn es gelingt, gesellschaftliche Kernfragen (wie beispielsweise den Umgang mit dem Klimawandel) von vornherein in die vermeintlich nur technischen Fragestellungen neuer Forschungsgebiete zu integrieren, wird eine wirksame Governance der Risiken von Zukunftstechnologien möglich. Nur dann werden sich Zukunftstechnologien auf gesellschaftliche Erfordernisse ausrichten lassen. (ICF2)

Dès le départ, le développement des nanotechnologies a été fortement soutenu par les pouvoirs publics et marqué par une vision particulière du futur de nos sociétés occidentales. C'est notamment pour cette raison que les sciences humaines et sociales (SHS) ont été conviées à participer à la réflexion autour des nanotechnologies, dans le cadre plus général (et concomitant) de l'innovation responsable. Que ce soit aux États-Unis ou en Europe, cette évolution s'est traduite par des tentatives de mobiliser les savoirs produits en SHS, et des les rendre "opérationnels" directement au coeur des processus d'innovation, de recherche et développement. Cette démarche d'"intégration", selon la dénomination consacrée, entend briser les barrières disciplinaires. Nous abordons l'un de ces programmes de recherche spécifique, auquel nous avons collaboré, et en tirons les conclusions provisoires ainsi que quelques conséquences.
