This work analyses the Merida Initiative, whose objective is to coordinate the information systems used against terrorism, organized crime, and drug and arms trafficking between the United States, Mexico and Central America. This implies the introduction of communication equipment, data bases and surveillance technology, which not only reinforces the security policies of the 'western hemisphere', but also consolidates and broadens the spaces of exception in Mexico and Central America, thus eroding their already weakened democratic institutions. Resumen: La Iniciativa Mérida: la armonización de seguridad y vigilancia en América LatinaEl trabajo analiza la Iniciativa Mérida, que tiene por objetivo coordinar los sistemas de información contra el terrorismo, el crimen organizado, el tráfico de drogas y de armas entre Estados Unidos, México y Centroamérica. Esto implica la introducción de equipos de comunicación, bases de datos y tecnología de vigilancia, las que no sólo refuerzan las políticas de seguridad del 'hemisferio occidental', sino también consolidan los espacios de excepción en México y Centroamérica, erosionando las ya debilitadas instituciones democráticas.

This study focuses on the impact of the Merida Initiative cooperationagainst drug trafficking eradication in Mexico in 2007-2012. The activityof Drugs Trans Organizations (DTOs) in the U.S. and Mexico have causednegative impacts on both countries. Mexico's DTOs are major supplier ofcocaine, heroin, methamphetamine, and marijuana into U.S. territory. Thecompetition between DTOs in the race for the distribution area in Mexicohas caused thousands of deaths each year. This common problem eventuallybecame cooperation between U.S. and Mexican governments, which iscalled Merida Initiative. This study found that the Merida Initiative cooperationof U.S. and Mexico in 2007-2012 had a positive impact on the eradicationof drug trafficking in Mexico. Through Merida Initiative programs,the U.S. government has provided assistance over U.S. $ 2 billion in theform of equipment, weapons, training and the sharing of technology andinformation to the government of Mexico which is very helpful in destroyingDTOs and the improvement of the legal system in Mexico.Key words: Drugs Trans Organizations, Drugs, Cooperation, Impact.

Testimony issued by the Government Accountability Office with an abstract that begins "Crime and violence related to drug trafficking in Mexico and Central America have increased in recent years and pose a threat not only to those areas but to the United States as well, particularly along the Southwest border. The Merida Initiative, announced in 2007, provides about $1.6 billion in law enforcement support to Mexico and Central American countries. The Department of State (State) manages the Initiative while other U.S. agencies play key roles in implementation. This testimony addresses (1) the status of Merida program implementation; (2) State's strategy for implementation; and (3) coordination mechanisms in place for Merida. This testimony is based on a new GAO report being released at today's hearing (GAO-10-837)."

ABSTRACTMexico is a major supplier in drug trafficking in the United States. United States be used as market for Mexican cartels in the illegal drug trade. Drug trafficking that occurred in the border region between the two countries increasingly make the concerns of both countries as an increase in murder, violence, kidnapping. Crimes committed by Mexican drug cartels aiming to compete with other cartels and want to master the southwest border region. In addressing the problem of illegal drug trafficking in the border region, the two countries decided to create a cooperation agreement in the Merida Initiative. Cooperation Merida Initiative undertaken by the United States and Mexico in combating illegal drug trafficking is implemented through the Inter-institutional cooperation and the United States provide Military Aid to Mexico.Keyword: Merida Initiative, Inter-institusional Cooperation, Military Aid.
