Milano), Adrienne Héritier (EUI/RSCAS), Martin Rhodes (Denver Univ./former EUI) ; This thesis aims to understand how the Open Method of Co-ordination (OMC) has developed at the European level and to explore how, and with what effect, it has influenced the EU Member States. My cases are policy areas, which have been selected on the basis of their salience in Member States. The case of high salience is employment policy and the case of low salience is anti-poverty policy. Regarding the European level, the thesis seeks to identify the main causal factors that determine the development of the OMC. I use an adapted version of the Principal-Agent framework, where the Member States represent the Principal(s) and the European Commission represents the Agent. While most existing literature analyses the OMC at one moment in time, I analyse how the OMC develops through time, where I distinguish between emergence, when it has not been fully established, and evolution, when it has been fully established as a policy coordination instrument. I develop two hypotheses to test Commission-Member State interaction during OMC development during emergence and evolution and two to test if their interaction differs in cases of high and low saliency. My findings show that the Commission has a greater influence during the emergence of the OMC and that the Member States have more influence during the evolution of the OMC. The saliency of a policy issue only minimally influences Member State and Commission interaction in the two cases. For the national level, the thesis seeks to shed some light on how and the extent to which the OMC has been integrated into the domestic contexts of (14) EU Member States. The endeavour is first to draw some general conclusions about how governmental and non-governmental actors in Member States use the OMC. My findings show that it has mainly been used as a policy reporting instrument, but has in some cases also been used for policy development. The aim is secondly to assess the extent to which the general objectives of the OMC have been achieved. My findings show that it does not define core reform programmes in Member States, which is hardly surprising, since the OMC is a soft policy instrument.

Using real-time data, we examine whether fiscal policy has been counter- or procyclical in a panel of 27 European Union (EU) member states over the period 2000–2015. We also investigate whether fiscal rules and government efficiency improve the cyclical reaction of fiscal policy. Our results suggest that even though fiscal plans in EU countries have an acyclical stance, budgetary outcomes are procyclical. Government efficiency and fiscal rules seem to reduce fiscal procyclicality. Further analysis also reveals that fiscal policy seems to be more procyclical in non-euro area countries and in times of economic prosperity.

This book reviews how local social and employment policy fields react to the European Social Fund (ESF) to determine the role of the ESF in local activation policies. Drawing on both sociology and political science literature on welfare state reforms, the author examines what shapes local policy reactions to ESF and what effects these reactions have on change in local policy fields. Comparing data from 18 local case studies across 6 European countries, and deploying an innovative mixed-method approach, the book presents comparative evidence on everyday challenges in the context of the ESF and discusses how these findings are applicable to other funding schemes.

The influence of the Nordic countries on the European Union's (EU's) policy processes has been researched from various angles, but there is a lack of research that comprehensively examines all policy positions advanced by Nordic actors within a given policy context. This article introduces a new design for studying policy positions and influence in the EU and examines the phenomenon from a multilevel perspective using an original data set compiled in connection to three directives: the Floods Directive on the assessment and management of flood risks, the Environmental Liability Directive, and the Restriction of Hazardous Substances Directive. The analysis reveals that the Nordic countries follow a certain pattern of influencing EU policy that deviates from other states participating in the consultations. Nordic governmental actors exert a strong technical but weak directional influence in the chosen context but are, overall, more successful than Nordic organizational actors at influencing the policy process. ; Peer reviewed
