The nine contributions consider the evolution framework of local economies and study the link between national economies and local economies within the context of globalization, liberalization and decentralization. Special attention is paid on (a) the tolls and methods for assessing the potential of local economy, (b) the incentives and the conditions for a development of dynamic local economies and (c) the role of the central government in the establishment of conditions for a sustainable local development. The nine contributors to the meeting on local governments' access to borrowing and financial markets aimed at highlighting the current situation of local development financing by reviewing African and international experiences of borrowing through financial markets or other ways. The whole range of conditions to be met by local governments in the process is examined. In this particular context, contributors review mechanisms and institutional options that are available in order to ensure adequate access to municipal borrowing. Special attention is paid to the role of national, regional and international specialized financial institutions, by distinguishing between the direct financing of local governments and that of public or private corporations responsible for managing urban infrastructures. Finally contributors recommend measures and incentives to be taken by central governments and cooperation organizations to support local governments' access to municipal loans. (DÜI-Sbd)

Avec la décentralisation les collectivités locales voient leurs compétences et leurs responsabilités élargies. Pour les aider à jouer un rôle moteur dans l'impulsion du développement local, le Partenariat pour le Développement Municipal (PDM) a mené une recherche action sur « l'élaboration participative des projets de développement locaux ». L'étude doit aboutir à la formulation d'un « guide méthodologique » qui promeut un partenariat intelligent entre collectivités et acteurs locaux s'inscrivant dans une dynamique de développement durable. Il a été choisi de prendre comme champs de réflexion et d'application les démarches initiées par le PDM pour la relance de l'économie locale des villes moyennes de l'Afrique de l'Ouest. (DÜI-Sbd)
