Ruston attorney Buddy Napper applied to the state legislature to establish the jurisdiction of the Louisiana Tech Campus Police department in the early 1950's/ M.E. McFadden, Sr. was the first Chief of Security at Louisiana Tech University. He hired Prentiss Frasier and Clemon Speights. Mr. McFadden was working for the Louisiana State Police and kept his commission until the job here was well established.
