Open Government is one of the main roads for accelerating development and ensuring sustainable development.One of the strategies to encourage open government is by implementing what is the mandate of the Law on public information openness well.For citizens, this law means a guarantee to citizens to obtain public information in order to increase their active role in governance.As for government institutions, the law provides the obligation to government institutions to open access to public information, actively (without preceded by the request), and passively (with the request by the requestor) to the community.However, when citizens try to access the public information, it is not uncommon for the answer to be obtained is "This is the system", "The procedure is like this", "I am not authorized".This is the background of research on how collaboration among local government institutions in Padang Panjang Municipality in realizing public information openness.With qualitative descriptive method, through the analysis of data in ethics and emic found that Local Government of Padang Panjang Municipality developed collaboration among government institutions that marked by the cooperation, interaction, compromise of some related elements to encourage public information openness.One of the ways implemented by Local Government of Padang Panjang Municipality is by the establishment of Management Officer of Information and Documentation or Pejabat Pengelola Informasi dan Dokumentasi (PPID) or consisting of Main PPID (PPID Utama) and Asssisytance PPID (PPID Pembantu).For the future, it is required a clear Standard Operating Procedure for the local government work unit to network each other in encouraging the openness of public information, so the impression that the responsibility of creating public information openness in Padang Panjang Municipality is only a function of PPID can be eliminated.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

Talent management is a concept increasingly on the minds of managers and practitioners, but still remain neither a strategic or operational priority in many organisations. The main objective of this research was to investigate the application of talent management practices in South African local government institutions (N=578). The results showed that talent management practices are poorly applied in the local government institutions. Significant gaps exist between the current applications versus the importance of talent management practices. Maģistra darba izvēlētā tēma ir "Atalgojums valsts un pašvaldību institūcijās" Maģistra darba apjoms: 98 lapas, darbā iekļauti 8 attēli, 17 tabulas, tas papildināts ar četriem pielikumiem un darbā izmantoti 23 informatīvie avoti. Maģistra darbā izmantotie materiāli: LR normatīvie akti, zinātniskā literatūra, Aizsardzības ministrijas un RP SIA "Rīgas satiksme" iekšējie normatīvie akti un nepublicētie materiāli. Darba mērķis ir veikt atalgojuma nozīmes un specifikas analīzi RP SIA "Rīgas satiksme" un Aizsardzības ministrijā un izvirzīt priekšlikumus atalgojuma sistēmas uzlabošanai. Maģistra darbs sastāv no četrām pamatdaļām: - Pirmajā nodaļā ir izvērtēta personāla atalgojuma būtība, izvērtēti atalgojuma noteikšanas teorētiskie aspekti. - Otrā nodaļā detalizēti izvērtēta patreizējā Aizsardzības ministrijas un RP SIA "Rīgas satiksme" atalgojuma sistēma un normatīvo aktu bāze uz kuriem tā tiek balstīta. - Trešajā un ceturtajā nodaļā ir apskatīts Aizsardzības ministrijas un RP SIA "Rīgas satiksme" budžets, atalgojuma īpatsvaram tajā, kā arī militārā un civilā personāla atalgojuma īpatnības, piemaksu un pabalstu sistēma, kas patreiz pastāv, kas patreiz pastāv šajās iestādēs. Kā rezultātā ir veikta analīze par Aizsardzības ministrijas un RP SIA "Rīgas satiksme" strādājošo atalgojumu specifiku un konstatēti būtiskākie pozitīvie un negatīvie aspekti tajos, kā arī izstrādāti priekšlikumi negatīvo aspektu novēršanai. ; The topic of my Master Thesis is "Salary in national and local government institutions". The Master Thesis consists of 98 pages including 8 pictures and 17 tables complemented by four Annexes and 23 informative sources. The sources of information for Master Thesis are Regulatory Acts of the Republic of Latvia, scientific literature, internal Regulatory Acts and unpublished materials of the Ministry of Defence and Ltd. "Rīgas Satiksme" (Riga Traffic). The goal of the Thesis is to provide the analyses of the salary role and specification in the Ltd. "Rīgas Satiksme" and Ministry of Defence and elaborate proposals for the improvement of system. The Master Thesis consists of four fundamental parts: •In the First Chapter there is review of the nature of personal salary and theoretical aspects of defining the remuneration. •In the Second Chapter there is detailed assessment of the existing system of salary in the Ministry of Defence and Ltd. "Rīgas Satiksme" and the regulatory basis that it is build upon. •In the Third and Fourth Chapters there is review of the budget of the Ministry of Defence and Ltd "Rīgas Satiksme", the proportion of salary in it, as well as specification of salary for military and civil personal and nowadays existing system of extra surcharges and benefits in those institutions. In the conclusion there is an accomplished analysis of the specification of salary for the employees in the Ministry of Defence and Ltd. "Rīgas Satiksme" and identified major positive and negative aspects in these institutions, as well as proposals are elaborated to eliminate the negative aspects.

The article contains an important institution of the sovereignty of people — the institutions of local government. The institutions passed their way of development and authors emphasis on the important role of the local government institutions in the subsequent development of the Kyrgyz society. The optimization processes of granting state and municipal services in the Kyrgyz Republic are offered.
