Forest landscape restoration includes both the planning and implementation of measures to restore degraded forests within the perspective of the wider landscape. Governing forest landscape restoration requires fundamental considerations about the conceptualisation of forested landscapes and the types of restoration measures to be taken, and about who should be engaged in the governance process. A variety of governance approaches to forest landscape restoration exist, differing in both the nature of the object to be governed and the mode of governance. This paper analyses the nature and governance of restoration in three cases of forest landscape restoration in Indonesia. In each of these cases, both the original aim for restoration and the initiators of the process differ. The cases also differ in how deeply embedded they are in formal spatial planning mechanisms at the various political scales. Nonetheless, the cases show similar trends. All cases show a dynamic process of mobilising the landscape's stakeholders, plus a flexible process of crafting institutional space for conflict management, negotiation and decision making at the landscape level. As a result, the landscape focus changed over time from reserved forests to forested mosaic lands. The cases illustrate that the governance of forest landscape restoration should not be based on strict design criteria, but rather on a flexible governance approach that stimulates the creation of novel public-private institutional arrangements at the landscape level.

Forest Landscape Restoration (FLR) has recently received broad political support, e.g., under the Bonn Challenge. However, although the concept promises quadruple wins for humans, biodiversity as well as climate change mitigation and adaptation, it remains heavily underutilized in practice. Drawing on a social constructivist reading and a survey in different developing and developed countries, we elaborate on varying existing narratives about FLR at global and country level. Overall, we find that FLR understandings in different countries strongly resonate with the globally pursued idea of enhancing ecological and human well-being. In more detail, however, rural development and climate mitigation oriented motives are prioritized over aspects of species conservation or adaptation. Globally, strong emphasis is placed on collaborative processes empowering local actors. At country level, by contrast, these ideas regarding greater local authority are complemented with a techno-managerial notion of government control. Considering the potential power struggles that could be evoked from such dialectic expectations, we see it as a primary responsibility for global FLR processes to fully embrace the political dimension of FLR and to support conflict resolution and adaptive learning processes.

Owing to high rates of land and forest degradation, there is consensus that forest landscape restoration is a global priority with the Bonn Challenge and the New York Declaration on Forests committing to restore about 350 Million hectares by 2030, globally. However, there is a need for incentives that motivate these restoration efforts and disincentives aimed at restricting activities that result in further land degradation. We provide insights and understanding of the incentives and disincentives measures applied within the forest restoration systems through a case study in the Shinyanga region of Tanzania. Incentives that have promoted forest landscape restoration in Shinyanga include; conservation benefits, education and information, Reducing Emissions from Deforestation and forest Degradation (REDD+), well-defined property rights & increasing land prices and awards while disincentives include; penalties, quotas and permits. Intrinsic incentives that are derived from self-desire within an individual such as conservation benefits and education & information were more preferred within Shinyanga region compared to extrinsic incentives which relied more on external factors such as REDD+ and awards. Nonetheless, a combination of both incentives and disincentives has led to the success of restoration in Shinyanga; positive incentives worked better for privately owned lands while regulatory disincentives worked better for communally owned restoration lands. High levels of social equity and trust have enabled the functioning of these incentives while a robust governance structure at the local level has been instrumental in enforcing the disincentives. There is need for government and all stakeholders to maintain and enhance the gains from restoration, especially empowering communities further, for these incentives to work.

Indonesia has the second-largest biodiversity of any country in the world. Deforestation and forest degradation have caused a range of environmental issues, including habitat degradation and loss of biodiversity, deterioration of water quality and quantity, air pollution, and increased greenhouse gas emissions that contribute to climate change. Forest restoration at the landscape level has been conducted to balance ecological integrity and human well-being. Forest restoration efforts are also aimed at reducing CO2 emissions and are closely related to Indonesia's Nationally Determined Contribution (NDC) from the forestry sector. The purpose of this paper is to examine the regulatory, institutional, and policy aspects of forest restoration in Indonesia, as well as the implementation of forest restoration activities in the country. The article was written using a synoptic review approach to Forest Landscape Restoration (FLR)-related articles and national experiences. Failures, success stories, and criteria and indicators for forest restoration success are all discussed. We also discuss the latest silvicultural techniques for the success of the forest restoration program. Restoration governance in Indonesia has focused on the wetland ecosystem such as peatlands and mangroves, but due to the severely degraded condition of many forests, the government has by necessity opted for active restoration involving the planting and establishment of livelihood options. The government has adapted its restoration approach from the early focus on ecological restoration to more forest landscape restoration, which recognizes that involving the local community in restoration activities is critical for the success of forest restoration.

Restoration ecology, as a scientific discipline, developed from practitioners' efforts to restore degraded land, with interest also coming from applied ecologists attracted by the potential for restoration projects to apply and/or test developing theories on ecosystem development. Since then, forest landscape restoration (FLR) has emerged as a practical approach to forest restoration particularly in developing countries, where an approach which is both large-scale and focuses on meeting human needs is required.Yet despite increased investigation into both the biological and social aspects of FLR, there has so far been little success in systematically integrating these two complementary strands. Representatives from a wide range of European governmental and non-governmental conservation organisations, universities, independent ecologists and land managers compiled 677 questions relating to all aspects of European landscape restoration for nature and people. The questions were shortlisted by an email vote, followed by a two-day workshop, to produce the final list of 100 questions. Many of the final questions evolved through a process of modification and combination as the workshop progressed. The questions are divided into eight sections: conservation of biodiversity; connectivity, migration and translocations; delivering and evaluating restoration; natural processes; ecosystem services; social and cultural aspects of restoration; policy and governance; and economics. We anticipate that these questions will help identify new directions for researchers and policy-makers and assist funders and programme managers in allocating funds and planning projects, resulting in improved understanding and implementation of landscape-scale ecological restoration in Europe.

Continued landscape degradation poses serious obstacles to eliminating poverty and hunger, maintaining biodiversity and to the ability of farmers and local communities to adapt to the impacts of climate change. Land degradation also increases competition for scarce natural resources and therefore, threatens livelihoods, food, water and energy security as well as the resilience of both people and natural ecosystems. In the Mediterranean region, land degradation is mainly caused by rapid land-use changes occurring in the context of climate change which exacerbates the effects of these changes through increasingly frequent heat waves, droughts, and an overall temperature rise. To reduce the effects of climate change and land degradation, several international agreements, initiatives and commitments by countries have aimed to promote restoration and sustainable land management. Momentum is building around national activities regarding forest and landscape restoration, and heading towards a regional commitment at the Mediterranean level. This article sets the Mediterranean scene within the context of both international commitments and regional initiatives focused on the Mediterranean region. It acknowledges how Forest and Landscape Restoration can contribute to achieving international targets in the context of the Rio Conventions. Building on current efforts in the region, the aim is to find opportunities for "regionalization" of the Bonn Challenge in the Mediterranean and to identify the value for countries to be part of a regional initiative.
