Coordination has been one of the major problems in the field of public administration (Pressman & Wildavsky, 1984; Peters 1998; Bouckaert, Peters, & Verhoest, 2010). However, as the complexity of policy problems increases and the policy environment changes, coordination is becoming more of a serious challenge to administration than ever before (Peters, 2018; Roberts, 2011). The failure of policy coordination can greatly undermine administrative capacity, so a serious approach to coordination is necessary not only theoretically but also practically. This study reviewed policy coordination theories and analyzed prior studies on current Korean policy coordination. In particular, I focused on the concepts, dimensions, mechanisms, and performance of policy coordination. What I found is that the number and variety of coordination studies in Korea is low. Most prior studies on coordination have focused on coordination between central ministries, and their methodology has primary taken the form of a literature review. Empirical studies on coordination performance have been few and far between. Based on these findings, I suggest several implications.

Mainly, it is tackling the problem of preserving the vulnerable agricultural sector and its social structure according to South Korean general course for increasing the openness of the economy. We build upon the historical approach, economic and comparative analysis in order to classify and formulate the features of the South Korean agrarian model. Moreover, we analyze how this model is applied for the stages of the state agricultural policy, including the foreign trade component, domestic support measures for agriculture. Our results reveal the importance of the gradualness and flexibility of the transition to a market efficiency model with the active use of non-market methods and the preservation of selective protection of the domestic market from commodity imports. It becomes apparent that following the FAO approaches to the concept of food security, South Korea uses the policy of combining self-sufficiency and imports, increasingly diversifying the structure of consumed food products.

In 2013 South Korea elected Asia's first female president. President Park Geunhye enjoyed high approval rating of 60% on average, possibly due to her diplomatic success with the United States and China and her firm North Korean policy. Unemployment trended downwards and South Korea's Kaesong Industrial Complex in North Korea reopened amid controversies. Relations with the North are however likely to worsen with mounting speculation of Pyongyang's possible fourth nuclear test.
