Die Dissertation untersucht ob partizipative Governance ein effektives Mittel ist um lokale Regierungen in Guatemala dazu zu bewegen ihren Wählern gegenüber verstärkt Rechenschaft abzulegen und den Haushalt mehr an den Bedürfnissen der Armen auszu-richten. Das erste Papier bereitet die wissenschaftlichen Erkenntnisse zur Wirkung von und den Bedingungen für effektive partizipative Governance auf. Das zweite Papier stellt ein neues Verfahren zur Kalibrierung qualitativer Interviewdaten für fuzzy-set Qualitative Comparative Analysis (fsQCA) vor. In einer qualitativ-vergleichenden Ana-lyse von zehn ländlichen Gemeinden untersucht das dritte Papier wie sich effektive par-tizipative Governance, politischer Wettbewerb und Zugang zu lokalen Medien auf die Haushaltsgestaltung einer Lokalregierung auswirken. Das vierte Papier analysiert mit derselben Methode die Bedingungen für effektive partizipative Governance. Das fünfte Papier präsentiert eine Fallstudie zweier Gemeinden und diskutiert Politikoptionen für die Implementierung von partizipativer Governance in Guatemala. Die Ergebnisse der Papiere zeigen, dass effektive partizipative Governance in Kombination mit starkem politischem Wettbewerb zu einer armutsorientierteren Ausrichtung öffentlicher Ausga-ben in den zehn Gemeinden führt, da Wähler besser informiert sind. Jedoch deuten die Ergebnisse auch darauf hin, dass partizipative Governance wegen des geringen Grades zivilgesellschaftlicher Organisation, des niedrigen Bildungsniveaus und hoher Armut in Guatemala nicht effektiv implementiert wird. Partizipative Governance kann also lokale Regierungen dazu bewegen Rechenschaft abzulegen und den Haushalt armutsorientier-ter zu gestalten. Ihre effektive Implementierung wird jedoch in Guatemala lange dauern und einen hohen Ressourceneinsatz erfordern. Daher sollten politische Entscheidungs-träger und Geber auch die Stärkung anderer Informations- und Rechenschaftslegungs-mechanismen, wie der Gemeinderäte, in Betracht ziehen. ; This thesis analyses whether participatory governance is an effective means for increas-ing local government accountability and for making local government spending more responsive to the needs of the poor in rural Guatemala. The first paper evaluates the scientific evidence on the impact of and the conditions for effective participatory gov-ernance. The second paper presents a new technique for calibrating qualitative interview data for fuzzy-set Qualitative Comparative Analysis (fsQCA). In a qualitative compara-tive analysis of ten rural Guatemalan municipalities the third paper examines how effec-tive participatory governance, competitive elections, and access to local media influence the allocation of local government spending. The fourth paper analyses the conditions for effective participatory governance with the same empirical method. The fifth paper presents a comparative case study of two municipalities and discusses policy options for implementing participatory governance in Guatemala. Overall, the papers' findings show that effective participatory governance is sufficient for local government responsiveness in the study area when it is combined with competitive elections, because it increases voter information about local government performance. Yet, the findings also suggest that it will be difficult to implement participatory governance effectively in Guatemala due to the low degree of civil society organization, the low level of education of the population and the high level of poverty. The conclusion drawn from these findings is that effective participatory governance arrangements can make local governments more accountable and responsive, but that it will require much time and resources to implement them. Policy makers and donors should therefore also consider strengthening other information mechanisms, as well as existing accountability mechanisms, such as elected Municipal Councils.

Der Beitrag der transienten Emissionen zur Gesamtemission wird angesichts der Verringerung von stationären Emissionen, Nachbehandlungssystemen und der anstehenden EU6d-Emissionsverordnung immer wichtiger. Diese neue Gesetzgebung wird auch Anforderungen an die Real Driving Emission beinhalten, die mehr transiente Teile enthalten. Für einen kritischen Schadstoff von Dieselmotoren, nämlich Ruß, gibt es keine Geräte, die im Handel erhältlich sind, um sie genügend schnell auf Produktionsmotoren zu messen. Diese Arbeit präsentiert einen neuen Hybridsensor basierend auf einem In-situ Laser Induced Incandescence(LII) Gerät dieser ermöglicht schnelle Reaktion und Hochfrequenz-Ruß-Messungen in einem Produktions-Motor. Der gesamte Aufbau besteht aus einem gepulsten Lasersystem, einemschnellen optischen Detektor und einer speziellen, kompakten, in-situ-optischen LII-Sonde, die es ermöglicht, den Messort zu verändern. Diese Arbeit schlägt eine Kalibrierungsmethode vor, die es ermöglicht, die LII-Messungen auf Rußemission zu beziehen. Zu diesem Zweck werden zunächst die ersten prinzipiellen Ansätze analysiert und dann ein hybrider Sensor durch datenbasierte Methodenabgeleitet. Dieser Hybridsensor kombiniert Informationen, die sowohl die Motorarbeitsbedingungen als auch die Signale des LII-System betreffen. Seine Kalibrierung erfolgt nur mit Steady-State-Werten, seine Leistung wird jedoch durch Vergleiche mit dem AVL Opacimeter unter stationären Bedingungen und transienten Bedingungen (FTP-Zyklus und NEDC-Zyklus) bewertet. Um die Dynamik des Hybridsensors zu validieren, wäre eine schnelle Referenz erforderlich. Versuche, eine Zylinder-2C-Spektroskopie zu verwenden, lieferten keine schlüssigen Antworten. Es ist jedoch bekannt, dass In-Zylinder-Druckdaten zur Modellierung von motorbezogenen Größen, insbesondere für NOx-Emission, verwendet werden können. In diesem Fall wurde ein virtueller Rußsensor, basierend auf der stückweisen Hauptkomponentenanalyse, entworfen. Obwohl seine absolute Präzision begrenzt ist, liefert er eine verzögerungsfreie Schätzung von einem gegebenen Zylinder. Die verzögerte Zeit von Verbrennung zu LII-System oder Opacimeter kann leicht angezeigt werden. Der Vergleich zwischen Modell- und LII-Messung bestätigt die frühere Reaktion des hybriden Sensorsystems. Mit Hilfe des virtuellen Sensors kann auch die transiente Verzögerungszeit eines Hybridsensors berechnet werden. Schließlich werden die Schlussfolgerung und die Perspektiven dieser Arbeit zusammengefasst. Dies wird weitere Untersuchungen und die Weiterentwicklung der LII-Messmethode für transiente Rußmessung bis hin zur zylinderselektiven Rußmessung unterstützen. ; The contribution of transient emissions to total emission is becoming more important in view of the reduction of steady state emissions, after-treatment systems, and the upcoming EU6d Emission Regulation. This new legislation will include requirements on the Real Driving Emission which include more transient parts. For a critical pollutant from Diesel engines, namely soot, there are no devices commercially available to measure it sufficiently fast on production engines. This thesis presents a new hybrid sensor based on in-situ Laser Induced Incandescence (LII) device allowing fast response and high frequency soot measurements in a production engine. The whole setup consists of a pulsed laser system, a fast optical detector and a special, compact designed in-situ optical LII probe, which makes it possible to change the measurement location. This work proposes a calibration method to allow relating the LII readings to soot emission. To this end, the first principle approaches are first analyzed, and then a hybrid sensor is derived by data-based methods. This hybrid sensor combines information related to both the engine working conditions and the readings of the LII. Its calibration is done using only steady state values, but its performance is assessed by comparisons with the AVL Opacimeter under both steady states and transient conditions (the FTP cycle and NEDC cycle). In order to validate the dynamics of the hybrid sensor, a fast reference would be needed. Attempts to use an in cylinder 2C spectroscopy did not provide conclusive answers. However, it is known that in-cylinder pressure data can be used for modeling of engine related quantities, in particular for NOx emission. In this case a virtual soot sensor, based on piecewise principal components analysis (PCA), was designed. Although its absolute precision is limited, it provides a delay-free estimation from a given cylinder. The lagged time from combustion to LII system or Opacimeter can be easily displayed. The comparison between the model and LII measurement confirms the earlier response of hybrid sensor systems. With the help of the virtual sensor, the transient delay time of a hybrid sensor can also be calculated. Finally, a conclusion and an outlook of this work are summarized. This thesis provides a general estimation framework for econometric specification of constrained optimization models, with special attention to problems arising when (i) inequality constraints are present in the constrained optimization model M that is to be estimated and/or (ii) when the estimation problem is ill-posed. The approach followed here is to use the necessary and sufficient conditions for optimality of M as estimating equations in an extremum estimation setup. When M contains inequality constraints, then the optimality conditions contain complementary slackness conditions, which are likely to make the estimation numerically difficult to solve. In that case, the estimation problem profits from being considered a bilevel programming problem, for which general solution algorithms exist. In a theoretical chapter, the solution of the estimation problem as a bilevel programming problem is proposed for a (synthetic) transportation model, where numerical problems make the estimation problem intractable to conventional estimation techniques. Numerical simulations are used to analyse some small sample properties of the estimator, which is shown to be more efficient than a traditional calibration methods for that problem. In a subsequent empirical chapter, the estimation of trade costs, prices and regional excess demands in a spatial price equilibrium model of trade in primary crop products in the West African country Benin is formulated as a bilevel programming problem. In that way, all available information is used and errors in both quantities and prices are taken into account. The resulting estimates are compared to results of empirical studies. Ill-posedness, or lack of identification of the paramters, is likely to occur in estimation problems such as those considered here. Common reasons for ill-posedness are the desire for a rich model structure, data scarcity/quality problems, and the occurrance of nuisance parameters due to the measurement error structure. If changes to the the model structure are excluded, the resolution of ill-posedness requires the researcher to introduce prior information that helps distinguish between otherwise equivalent parameter sets. During the last decade, generalized maximum entropy (GME) and general cross entropy (GCE) have been frequent means to that end. In chapter four of this thesis, a Bayesian alternative to GME/GCE is introduced, which is shown to contain GME/GCE estimators as special cases. The Bayesian alternative suggests that the prior information is introduced in the form of a-priori probability distributions for the parameters, and that the estimating equations are interpreted as a (degenerate) likelihood function. Using Bayes' theorem, the posterior density function can be formulated, and used to obtain point estimates. Several illustrative applications of the proposed estimators are worked out in detail. Chapter five of the thesis contains an empirical application of a Bayesian estimator to the estimation of behavioural parameters of a large scale non-linear model of agricultural production in the European Union. Parameters governing the supply response of 23 crops in 165 regions are estimates using time series data. The estimator proves to deliver robust results that compare well to other empirical studies of agricultural supply response. ; Ökonometrische Spezifikation von Parametern beschränkter Optimierungsmodelle Gegenstand dieser Untersuchung ist die ökonometrische Spezifikation von Parametern beschränkter Optimierungsmodelle mit Schwerpunkt auf Fragen, die dann auftreten (i) wenn Ungleichheitsbeschränkungen involviert sind und/oder (ii) wenn das Schätzproblem unterbestimmt ist. Die übergeordnete Methode, die hier angewendet wird, ist die direkte Schätzung der Optimalitätsbedingungen des jeweiligen Modells. Wenn das Optimierungsmodell M Ungleichungen beinhaltet, dann sind Komplementaritätsbedingungen in den Optimalitätsbedingungen enthalten. Ein Problem solcher Art ist zumeist schwer lösbar. In solchen Fällen ist es vorteilhaft, die Schätzung als ein Optimierungsproblem in zwei Ebenen zu betrachten, wofür geeignete Lösungsalgorithmen existieren. Dies wird anhand eines (synthetischen) Transportmodells demonstriert, in welchem numerische Probleme die Schätzung für herkömmliche Schätzmethoden schwer lösbar machen. Mit Hilfe numerischer Simulationen wird gezeigt, dass der vorgeschlagene Schätzer effizienter ist als eine traditionelle Kalibrierungsmethode für das Problem. In einem anschließenden empirischen Teil wird der Schätzer angewendet, um Handelskosten, Preise und regionale Überschussnachfrage in einem räumlichen Preis-Gleichgewichtsmodell des westafrikanischen Landes Benin zu schätzen. Alle zur Verfügung stehenden Beobachtungen werden dabei genutzt, und Messfehler sowohl von Mengen als auch von Preisen berücksichtigt. Die Ergebnisse werden mit denen anderer Untersuchungen verglichen. In den hier betrachteten Schätzproblemen wird Unterbestimmtheit ein häufig vorkommendes Problem sein. Ursachen der Unterbestimmtheit sind z.B. der Wunsch nach einer reichen Modellstruktur, Datenprobleme oder Datenknappheit, sowie "nuisance parameters" die aufgrund der Messfehlerstruktur auftreten. Falls Veränderungen der Modellstruktur ausgeschlossen werden, dann erfordert die Behebung der Unterbestimmtheit die Einführung von A-Priori-Informationen, um sonst äquivalente Parametervektoren zu trennen. Zwei im vergangenen Jahrzehnt häufig eingesetzte Methoden zur Miteinbeziehung von A-Priori-Informationen sind "generalized maximum entropy" (GME) und "generalized cross entropy" (GCE). Diese Dissertation stellt eine Bayes'sche Alternative zu GME/GCE vor, die GME/GCE als Sonderfälle beinhaltet. In den vorgeschlagenen Schätzer werden Zusatzinformationen als A-Priori-Verteilungen der Parameter eingeführt, und die Schätzgleichungen werden als eine Likelihood-Funktion interpretiert. Aus dem Satz von Bayes folgt dann die A-Posteriori-Verteilung der Parameter, aus welcher Punktschätzungen abgeleitet werden können. Viele numerische Beispiele werden vorgestellt. Die Dissertation enthält auch eine empirische Anwendung des Bayes'schen Schätzers. Dabei werden Verhaltensparameter eines großen, nichtlinearen Agrarsektormodells ausgehend von Zeitreihen geschätzt. Die Parameter beziehen sich auf das Angebot von bis zu 23 Pflanzenbauaktivitäten in 165 Regionen. Die Ergebnisse sind robust und gut vergleichbar mit Ergebnissen anderer empirischen Untersuchungen.
