German Energy transition could be considered to be one of the most challenging a widescaled reforms, quite capital-intensive, requiring a high level of scientific input, having an influence on other economic sectors and economic entities. Energy reform is intended to increase the energy security level by increasing the share of renewables in its energy portfolio, environmental protection by decreasing the emission into the atmosphere and the level of energy consumption. Since 1990 the share of renewables in the whole energy sector and in electricity sector has been rising steadily. Governmental support, including direct finance, fiscal benefits and creating favorable market conditions for the sector has been expanding for renewable and declining for traditional energy. The costs for renewable energy are more transparent, during those for traditional energy are often hidden and indirectly charge the budget, can emerge later in form of subsequent costs of the climate. However, the system of support itself discloses its imperfection, when its implementation causes an opposite impact or contradiction between several instruments, which are actually aimed to solve one problem. Given the high strategic importance of the goals set, even an evident necessity to revise the mechanism of governmental support doesn't, however, mean that the government doubts the usefulness of the reform.

CREATIVE COMMONS GLOBAL SUMMIT, Warsaw, 15-18 September 2011 Plenary Session: Powering an Open Future: the Future of Sharing Culture, Fostering Governmental Support for Open Educational Resources Internationally by Stamenka Uvalić-Trumbić & Sir John Daniel, Commonwealth of Learning // It is a great pleasure to be here with you and to make a joint presentation with Sir John Daniel, first drawing on our experiences at UNESCO and the Commonwealth of Learning (COL) in creating a sharing culture for OER and then outlining our aspirations for expanding the adaptation and re-purposing of OER much more widely. // We have entitled our presentation Fostering Governmental Support for Open Educational Resources Internationally, which is also the title of a new project that COL and UNESCO are implementing with support from the Hewlett Foundation. // I shall begin by giving some background and tracking the decade-long trajectory that has led our two intergovernmental organisations to this particular project.

Whenever foreign activities turn out to be essential to ensure the company's goals and competitiveness, companies become international. New markets, new lucrative resources promise profitable growth. The new step beyond the national borders requires careful consideration based on the political conditions of the target market (e.g. stability of the political system, social peace, legal certainty, institutional barriers to market entry, attitude to direct investment). The legal framework, such as state funding, environmental protection laws, tax legislation, state requirements or bureaucratic regulations, appear to be at least as relevant too. However, SMEs often lack the capacity and/or courage to take this step. Political authorities at the European level and below are aware of this problem. Numerous studies show that internationalisation is not only necessary to improve competitiveness, but greatly promote innovation, e.g. within international collaborations, it is important to get the authorities to treat these issues with special attention. Governmental promotion is supposed to work in terms of establishing regional balance and supporting socially relevant topics and research. Nevertheless, despite the willingness to support SMEs in their cross-border projects, billions of released Euros are lying around and have not been used. It seems reasonable to assume money is not easy to come by. Enormous bureaucratic hurdles are on everyone's lips. But is that the only reason? Are the people sufficiently informed to be able to take advantage of the numerous financing opportunities? Or is there even more behind the invisible hurdle at first glance? To ascertain this circumstance more precisely, an in-depth analysis to answer the research question 'what can the institutions do better to make it easier for SMEs to access funding?' is required.

This paper aims to benchmark Estonian governmental support measures targeted toward enhancing university-industry collaboration to European best practice and make suggestions for the development of these measures. The intensity and scope of university-industry cooperation support measures varies heavily in Europe. The survey of European University-Business Cooperation, Pro Inno Europe and Erawatch database of policy measures, and Community Innovation Survey reveal that Finnish, German and Austrian support systems are best balanced and provide good university-industry cooperation intensity. The cooperation measures in Estonia are weak and improvement should be made by increasing the Estonian governmental funding, mandatory cooperation in support measures, networking and applied research in universities, on-going application possibilities, reducing the bureaucracy, and improving the timing of measures.

The focus of our project is fostering governmental support for OER. Here in the Europe region there are vibrant OER initiatives under way in a number of countries. However, if our experience in other regions is any guide, these initiatives would be more sustainable if the governments of the region had more proactive policies on OER.//Stamenka has done a first analysis of Europe Region governments' responses to our survey about OER policies and I will share that later. Globally we have received replies from over one hundred jurisdictions and they are being analysed in South Africa for presentation at the World OER Congress.

The article studies peculiarities of implementation of governmental support of industrial and innovative development of the economy; theoretical aspects of the incentive function of the state and main forms and methods of supporting the innovation sphere. It provides analysis of the experience of Kazakhstan, identifies typical attributes of governmental support of industrial and innovation activities, formulates main problems of participation of the state in innovative projects, and development of the algorithm of assessment of governmental support of innovative small business. It is a great pleasure to be here and to welcome you to the Regional Policy Forum for Latin America that we are organising within our Project "Fostering Governmental Support for Open Educational Resources Internationally", which is being implemented by the Commonwealth of Learning and UNESCO.//In this joint address I shall present the background to the project and our Senior Consultant, Stamenka Uvalić-Trumbić, will describe the project itself, update you on the responses we have received from your countries and outline our hopes for this meeting.

Let me recall that the project has four elements: 1. A survey of the world's governments to determine whether they have, or intend to develop, policies for the use of Open Educational Resources, 2. The holding of Regional Policy Forums in six world regions, 3. The World OER Congress to be held here from 20-22 June, 4. The Paris Declaration that will be presented at the Congress. I shall report on three of these elements: the survey; the regional policy forums; and how the Paris Declaration has evolved with input from the six regional policy forums to become the text that you have in front of you today. ADG-CI will tell you about preparations for the June World Congress.

I will begin by describing the background to the project and list its three elements. Then Stamenka will share highlights the responses we have received from countries in this region to our survey questionnaire on OER policies and then tell you about the other Regional Policy Forums in this series. She will present this as background for the discussions we shall have later on the draft Declaration on OER that governments will be invited to support at the World OER Congress at Paris in June.

The aim of this project is to encourage governments to promote OER and the use of open licences. We hope that this project will help both governments and practitioners in the OER movement to integrate the concept of open availability of materials into the mainstream of education.
