Website interactivity is increasingly essential for higher education institutions in maintaining their relationship with stakeholders. However, limited is known what the level interactivity of a university website is without comparing with other similar educational institutions. Through the use of website content analysis and benchmarking strategy, we evaluate 41 government university website for benchmarking purposes. Base on thirteen interactive criteria, we successfully benchmarked the government university websites and built a-five levels of websites interactivity with different features. Our study highlights that higher level interactivity of website contains more feature that support a two-way communication between university and consumers, while lower level of websites interactivity merely have basic features for communication. The findings suggest the highest level of websites interactivity, the more features they should have. More importantly, the findings suggest web developer to design more interactive features in developing a higher level of website interactivity.

Despite a wealth of efforts that examine separately the role entrepreneurs and universities play in economic development, no systematic effort has been made to examine the role universities play in promoting economic development through entrepreneurship. This book fills that gap, focusing on policy aspects of government-university partnerships with a discussion both of best practices and problematic strategies. The book begins by tracing the history of American government-university-industry partnerships that have promoted economic development. In succeeding chapters, well-known scholars focus on linkages in different domains such as: technology transfer, innovation networks, brain drain, cluster-based planning, and manufacturing. Practitioner commentaries follow many of the chapters in order to present an evaluation of the arguments from the perspective of someone directly involved in the fostering of these relationships

Tutkimuksessa selvitetään agenttiteorian tarjoamien näkökulmien hyödyntämistä valtion ja yliopistojen välisen ohjaussuhteen tarkastelussa. Tutkimus on ensisijaisesti teoreettinen, mutta teoreettista osuutta havainnollistetaan empiirisellä tapaustutkimuksella. Tapaustutkimuksen kohteena on opetusministeriön vuonna 1998 käynnistämä "Tietoteollisuuden lisätoimenpideohjelma". Agenttiteoria tutkii kahden tai useamman tahon välisiä toimeksiantosuhteita, jossa päämieheksi kutsuttu taho antaa jonkin tehtävän suoritettavaksi agentiksi kutsutulle taholle rahallista korvausta vastaan. Agenttiteorian avulla valtion ja yliopistojen välistä rahoitus- ja ohjaussuhdetta voidaan tarkastella toimeksiantosuhteena, jossa päämiestä edustaa yliopistoja rahoittava valtio ja agentteja opetus-, tutkimus-, ja palvelutehtävää suorittavat yliopistot. Teorian yleisten olettamusten mukaan sekä yliopistot organisaatioina että yliopistojen henkilöstö yksilöinä ovat taipuvaisia ajamaan omia etujaan valtion toimeksiantosuhteeseen liittyvien etujen sijasta. Tästä syystä teorian mukaan voidaan olettaa, että monet ongelmat yliopistojen toiminnan taloudellisuudessa, tehokkuudessa ja vaikuttavuudessa johtuvat ensi sijassa yliopistoissa tapahtuvasta oman edun tavoittelusta. Agenttiteorian avulla voidaan hahmottaa mm. seuraavia mahdollisia oman edun tavoittelun muotoja: työntekijöiden työajan käyttö ensisijaisesti henkilökohtaista hyötyä tuottaviin tarkoituksiin, yliopistojen menojen tarpeeton ja jatkuva lisääminen, rahoituksen ristiinsubventointi yliopiston maineen, arvostuksen ja statuksen lisäämiseksi sekä valtiolle toimitettavan seurantainformaation vääristely. Mainittujen olettamusten ohjaamana agenttiteoria keskittää huomionsa kahteen kysymykseen: (1) Miten valtio voi valita toiminnallisesti tehokkaimmat ja laadukkaimmat yliopistot suorittamaan toimeksiantoa useiden yliopistojen joukosta? (2) Miten valtio voi varmistua siitä, että yliopistot toteuttavat toimeksiantosuhdetta valtion edellyttämällä tavalla ja valtion etujen mukaisesti? Agenttiteorian tarjoama ratkaisu on erimuotoisten kontrollointimenetelmien käyttöönotto, joiden avulla valtio voi havainnoida yliopistojen tuotantopotentiaalia sekä ohjata yliopistojen toimintaa ja tuloksia. Koska yliopistot ovat kuitenkin akateemisen työn erityisluonteen, organisaatiorakenteiden sekä tuotannollisen toiminnan monimutkaisuuden takia erittäin vaikeasti ulkoisesti ohjattavissa, voivat myös valtion ohjaustoimintaan liittyvät kustannukset nousta korkeiksi. Lisääntynyt valtionohjaus voi myös aiheuttaa yliopistoille toiminnallisia vaikeuksia ja entisestään lisätä tavoiteristiriitoja valtion ja yliopistojen välillä. Kokonaisuudessaan agenttiteorian voidaan todeta tarjoavan lukuisia uusia näkökulmia valtio-yliopistosuhteen sekä suomalaisen tulosohjausjärjestelmän tarkastelulle. Teoria antaa loogisesti johdonmukaisen viitekehyksen arvioida yliopistojen valtionohjauksessa käytettäviä hallinta- ja ohjausmenetelmiä sekä näiden menetelmien soveltuvuuteen liittyviä kysymyksiä. Teoria myös tarjoaa vaihtoehtoisia selityksiä yliopistojen alhaiselle suoritustasolle sekä korkeakoulusektorin kustannusten kasvulle. Agenttiteorian avulla voidaan antaa kattava ja myös teoreettisesti perusteltu kuvaus yliopistojen valtionohjaukseen liittyvistä lukuisista vaikeuksista. Agenttiteorialla on vahvuuksistaan huolimatta myös useita heikkouksia. Teorian perusolettamukset rakentuvat kapealle käsitykselle motivaatiosta eikä teoria pysty tunnistamaan oman edun tavoittelun lisäksi muita merkittäviä syitä yliopistojen heikolle suoritustasolle. Teorian heikkoutena voidaan pitää myös sitä, että se tutkii valtio-yliopistosuhdetta kyseenalaistamatta valtion yliopistoille asettamien päämäärien oikeutusta ja mielekkyyttä. Teoria ei myöskään pysty huomioimaan viitekehyksessään valtio-yliopistosuhteelle ominaisia kulttuurisia, sosiaalisia ja poliittisia elementtejä. ; The aim of the present research was to utilize agency theory as a theoretical framework for the examination of the government-university relationship in order to discover the insights agency theory can offer, and the main strengths and weaknesses of agency theory in the context of government-university relationships. This research discovered the existence of informational asymmetries and goal conflicts in government-university relationships and that they create favorable conditions for the appearance of agency problems. Examining these problems enabled conceptualizing different forms of opportunistic behavior of universities and the description and analysis of government s governance mechanisms. The concepts of agency costs and agency variables were introduced for the examination of government- university relationship. Agency variables were found to offer insights for analyzing the conditions connected to the government-university relationship and the impact of these conditions in the use of government s governance mechanisms. Agency costs help determine the total costs resulting from governing universities and the costs incurred because of the opportunistic behavior of the universities. Due to its covert nature, it was impossible to fully prove the existence of opportunistic behavior empirically. Similarly, calculating agency costs in empirical context was found to be very difficult. It was found that, with its logically consistent framework, agency theory is able to manifest many of the complexities and difficulties that government faces when it attempts to govern universities. Agency theory was found to offer unique explanations for the government s choice and use of certain governance procedures, low performance of universities and cost growth in higher education sector. Agency theory was also found to have several weaknesses. The theory relies much on narrow assumptions of human nature and motivation, and it partly fails to distinguish other factors than opportunistic behavior as the cause for poor performance of universities. It was discovered that agency theory examines government-university relationships without questioning the legitimacy and the sensibility of government goals. Further, agency theory is not able to capture the wide variety of non-economic aspects inherent in government-university relationships and it cannot incorporate multiple principals in its framework.
Despite the great importance of a (Z39.50) Protocol in any mechanical system because of its serious benefits for libraries and information, however, there are limitations in using this Protocol in Jordanian universities libraries. Therefore the study dealt with protocol (Z39.50) practically and theoretically to benefit from it in Jordanian libraries through applying it at the Jordanian University Libraries represented by (Yarmouk University Library and the library of the University of Science and technology Irbid), and how to use and benefit from the mechanism applied in foreign libraries compared to the application in studied Jordanian libraries. The study consisted of (30) staff (60) officer in the sections of the studied university libraries (indexing and categorization, provisioning, periodicals, databases), formed (50%) of the chosen randomly sample study. Data collection adopted two methods: first: written interview questions, composed of (15) question. Second: asked questions questionnaire, consisting of (17) question, and after analyzing it, it showed that (84%) of workers were assisted by the protocol in doing their works, and it has a great role in information retrieval and search and retrieval of bibliographic records, while the system using the protocol in Jordanian universities only use (Horizon) system, also it was found that the Protocol does not provide collaborative interlibrary loan service between libraries. Search recommended that training courses must be done for library professionals to familiarize them with the Protocol and services so they can use it optimally, and the utilization of the possibilities provided by protocol must be expanded throughout the libraries.
