This report documents how $12.0 million in Education Improvement Act (EIA) funds, appropriated by the General Assembly to school districts for technology, were expended in Fiscal Year 2018-19. Proviso 1A.76. governs the expenditure of these funds, previously known as the K-12 Technology Initiative, to improve external and internal technology infrastructure and to increase one-to-one computing initiatives in schools. The report also includes information on efforts made by school districts to obtain reimbursements through the federal E-rate program. The data provided are self-reported by all 82 school districts, including the South Carolina Public Charter School District and the Charter Institute at Erskine.

The Department of Education shall develop procedures and establish a timeline so schools that receive an unsatisfactory rating or a below average rating on the November 2004 report card are given an option to choose technical assistance offered by the department that includes teacher specialists, principal specialists and other personnel assigned under the tiered system or alternative research-based technical assistance.

Of the five schools participating in the Alternative Technical Assistance three are demonstrating strong progress, either evident in overall performance measures or in the factors represented on the school profile.

The purpose of tuition assistance is to develop a better educated workforce. Agencies may or may not participate in this program. Agencies may be more restrictive in establishing their individual programs than these guidelines provide. These guidelines show what must be followed in order for state employees to receive financial assistance from the state for higher education courses.
